Project background
The purpose of the WCAR CRVS FSPI project is to strengthen access to rights and good governance in Africa. To this end, the project particularly focuses on the attainment of universal birth registration in West and Central Africa, and the realization of all children’s right to a legal identity. Such a right is all the more relevant as it is the one that enables children’s access to other social, economic, civic and political rights until adulthood, and a cornerstone of development.

As per the project rationale, the project expected results include the following:

Mandatory and universal birth registration in target regions.

Increased birth registration rates in target areas to contribute to achieving SDG target 16.9;

Evidence-based methodology that can be replicated on a larger scale

Evaluation Context
The purpose of the WCAR CRVS FSPI project is to strengthen access to rights and good governance in Africa. As we enter the "decade of action" for the SDGs, this FSPI intends to contribute to the achievement of target 16.9 by focusing on birth registration, complementing other projects dedicated more generally to strengthening civil registration systems, digital identification, and adult enrollment.

The project is designed to develop, test and document innovative models for accelerating birth registration in WCA, based on a methodology that follows three key complementary approaches: interoperability of civil registration services with other essential services at the local level, digitization and decentralization. This methodology aims at decentralizing birth registration services through the interoperability of civil registry services with health services at the local level, while introducing the digitization of services for the identification of unregistered children, and community engagement.

These three approaches have already demonstrated their potential in isolation. FSPI's objective is to integrate them into a common methodology, in three countries with different legal, political, social, and security contexts, Francophone and Anglophone traditions, and with different levels of progress in birth registration (Liberia, DRC, and Senegal). The ultimate aim is to create the conditions for future replication in a systemic approach across other contexts. It will also demonstrate that universal birth registration is not only essential for comprehensive governance and planning across sectors, but also feasible in different country contexts. Indeed, if this methodology proves successful and effective in the three target countries, it could be replicated on a larger scale in other countries, regardless of their profile or context, to accelerate progress towards achieving SDG target 16.9.

The consultant will be hired for 55 business days over a period of 3 months. The consultancy will consist of three main phases as described in the Terms of Reference. UNICEF West and Central Africa Regional Office (WCARO), together with the Country Office concerned by the data collection, will provide the necessary administrative and logistical support for the consultant to undertake the activities. The consultant will work closely with the UNICEF Regional Evaluation Adviser, under the overall steering of the Evaluation Reference Group.

How can you make a difference?

Assignment Overview
The consultant will be hired for 55 business days over a period of 3 months. The consultancy will consist of three main phases as described in the Terms of Reference. UNICEF West and Central Africa Regional Office (WCARO), together with the Country Office concerned by the data collection, will provide the necessary administrative and logistical support for the consultant to undertake the activities. The consultant will work closely with the UNICEF Regional Evaluation Adviser, under the overall steering of the Evaluation Reference Group.

Deliverables:
The consultant will provide the following products in French electronically (further details and deadlines will be further specified during the inception meeting).

Inception Report, including a detailed description of the methodology, data collection tools, evaluation matrix and suggested work plan. The report (max. 30 pages + appendices) will be structured as follows:

Draft evaluation report elaborated according to the international evaluation quality standards ( UNEG, GEROS quality assessment criteria, UNEG Guide on the Integration of Gender Equality and Human Rights in Evaluation). This report will be the subject of several iterations (series of exchanges) between the evaluation team and UNICEF to ensure the respect of these standards.

PowerPoint presentation summarizing key findings and conclusions Evaluation presentation and recommendation validation workshop (to be facilitated remotely , as agreed with UNICEF).The presentations will be shared with the ERG members.

Final Evaluation report (max 60 pages with the rest to be placed in annexes and an executive summary of 5 pages maximum) incorporating the comments made by UNICEF staff and the Reference Group members

Raw data in electronic medium, data collection instruments in electronic medium, transcripts in electronic medium, completed data sets, etc

Evaluation Policy Brief for external audience (1-2 pages) summarizing the key findings and conclusions. Orientation on the content will be shared with the Evaluation Team by the ERG, based on information needs and intended audience.

An action plan for the implementation of the main recommendations of the evaluation or "management response": An action plan will be developed in a participatory manner during the validation workshop

To qualify as an advocate for every child you will have…

An advanced university degree (Master’s or higher) in Public Health, Child Protection or Social Science Research/ Evaluation or related field;

A minimum of five years of relevant professional experience in programme evaluation;

Applicants must have completed at least three high quality programme/project evaluation in that period (a copy of an evaluation report, which the applicant has been a primary author of, will need to be submitted as part of the application);

Applicants Must be familiar with Child Protection and/or Civil Registration programming and pilot programmes/projects evaluation approaches for scale-up;

Familiarity with child-centred evaluation methods will be an asset;

Perfect command of quantitative and qualitative methods of research and evaluation methods based on equity, human rights and gender is an asset;

Good work experience in rural communities of West Africa is an asset ;

Previous evaluations in birth registration and digitization -related areas will be an asset.

Excellent writing and communication skills in French is required;

Knowledge of another official UN language (Arabic, Chinese, English, Russian or Spanish) or a local language is an asset.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
