Organizational Setting
The International Fund for Agricultural Development (IFAD) is an international financial institution and a specialized United Nations agency dedicated to eradicating rural poverty and hunger. It does so by investing in rural people. IFAD finances programmes and projects that increase agricultural productivity and raise rural incomes, and advocates at the local, national and international level for policies that contribute to rural transformation.

The Programme Management Department (PMD), under the leadership of an Associate Vice-President, is responsible for the overall programme of loans and grants of the Fund and is composed of five (5) regional divisions and the Operational Policy and Results Division.

Beyond country programs and national projects, IFAD has recently engaged in lending funds to regional programs and the Sahel program is one of them (Sd3C, addressing the challenge of COVID, conflicts and climate change). Sd3C is active in 6 countries (G5 Sahel+Senegal) and is implemented through governments and the 3 Rome Based agencies (FAO, IFAD, WFP) as well as farmers organisations. Several co-financiers are joining the 6 years, USD 180.4 million operation aiming to benefit 1 million people in the Sahel Region. After the signature of financing agreements, the SD3C programme is now under implementation in the six countries with several partners. The SD3C program, a complex regional lending operation, is designed in a way to welcome new financing from various donors and other implementing partners. The program architecture required strong work follow-up of day-to-day implementation, clear monitoring and evaluation, foreseeing and mitigating potential bottlenecks, delivery and reporting on time both internally to IFAD and to our partners.

The position is located in West and Central Africa (WCA) division and the incumbent works under the strategic management and policy guidance of a regional Division Director and the Head of Hub.

Job Role
The Senior Programme Officer is responsible for management of assigned regional programmes and the corresponding teams, both in-country and in sub region and HQ-based according to the structure of the assigned programmes and country teams. Major activities of the Senior Programme Officer Sahel include:

Key Functions and Results
1.REGIONAL PROGRAM MANAGEMENT / OPERATIONAL DELIVERY

a) Ensure day-to-day management of IFAD regional program in the Sahel (SD3C and other)
b) Advise Countries Directors of SD3C on the project implementation at field level
c) Oversee budget preparation, management, and monitoring of expenditures
d) Ensure synergy of actions in the field between all stakeholders and across borders
e) Provide leadership in the design and implementation of new regional projects/programs (loan and grant)
f) Ensure compliance of the implementation with IFAD’s applicable policies and donors requirements
g) Advise and contribute to the development and implementation of medium to longer-term regional strategies for IFAD’s collaboration with governments, other regional and supranational stakeholders, development partners and the UN
h) Foresee potential bottlenecks and propose and mitigation solution to them
i) Provide Knowledge expertise to the development of regional digital technologies for smallholders in the framework of the program
j) Serve as IFAD’s liaison with project authorities and helps in addressing administrative and programme-related substantive issues, such as targeting and identifying needs for technical backstopping

2.MONITORING, EVALUATION AND REPORTING
a) Analyse relevant information to support evidence-based decision for the program
b) Provide periodic insights and data from monitoring and evaluation of results achieved to IFAD management
c) Ensure supervision missions are conducted on time and reports into IFAD system
d) Advise on organizational change agenda, with reference to issues related to IFAD’s direct supervision and implementation support modalities.
e) Report to IFAD and partners (technical and financial) in respect to the set deadline and donors requirements

3.RESOURCE MOBILISTAION AND PARTNERHIP BUILDING
a) Provide leadership and advise on the implementation of joint resources mobilisation strategy and efforts for ongoing regional program and activities
b) Provide technical and strategic expertise in the start-of new additional funding
c) Contribute to strengthen IFAD’s relationship and collaboration with regional partners focusing on synergies and coordinated strategies with multilateral/bilateral donors and civil-society organizations involved in agricultural development and rural poverty reduction
d) Contribute to international and national meetings/thematic groups meetings related to Sahel region

4.KNOWLEDGE MANAGEMENT, POLICY, AND COMMUNICATION
a) Provide regular updates and information exchange on relevant policy discussions and ensure proper knowledge management in place
b) Lead knowledge management activities and disseminate lessons learned at all required levels
c) Promote cross learning among countries
d) Contribute to corporate level strategy on core IFAD policy positions within the assigned portfolio, led by Regional Division Directors
e) Maintain and promote constructive dialogue on the development of pro-poor agricultural development and rural poverty reduction policies
f) Participate in relevant policy meetings and events of interest to IFAD’s target groups and which involve the government, donors, and civil society, including NGOs
g) Contribute to IFAD visibility and external image in collaboration with Communications Division (COM)
h) Respond to the requests from the management towards regional program in the Sahel

5. MANAGERIAL FUNCTIONS: The Senior Programme Officer is accountable for integrity, transparency, and equity in the management of IFAD resources.

Key Performance Indicators
Senior Programme Officers at this level originate and manage regional projects or programmes in the region of assignment. Going beyond established procedures or models, their substantive contributions reflect new approaches that materially expand the range of services or programmes delivered at the regional/country-level. Programme design and development activities reflect authoritative technical capacity in performing the Senior Programme Officer role. Externally the impact on the overall IFAD programme is significant in projecting the organization’s role/capacity as a reliable partner with a qualitative edge at the national level.
Assigned areas may include sub-regional clusters of countries or politically sensitive, high profile or highly complex countries as identified in the country classification matrix.

Working Relationships
The Senior Programme Officer serves as the IFAD spokesperson for regional matters concerning the Netherlands funding to IFAD in Sahel and, in carrying out this role and when required, draws on the advice and expertise of Country Directors involved in the operations as well as IFAD’s Communications Division (COM). S/He holds regular consultations with IFAD counterparts — line ministries and (inter)governmental bodies at all administrative levels, donors, UN Rome-Based Agencies, civil society — to enhance the effectiveness and impact of IFAD operations.

The Senior Programme Officer also seeks to improve coordination among IFAD, the government and key development partners with a view primarily to ensuring synergy and a common approach to emerging agricultural development and rural poverty reduction strategies, policies and investment programmes. S/He serves as IFAD’s liaison with project authorities and helps in addressing administrative and programme-related substantive issues, such as targeting and identifying needs for technical backstopping.

The Senior Programme Officer proactively works with project management to ensure compliance with IFAD policies and overall orientation towards the achievement of results and impact. As the senior expert on country programme formulation and delivery, the Senior Programme Officer’s effectiveness as an advocate and trusted counterpart substantially affects IFAD’s image as a reliable and creative partner.

The Senior Programme Officer serves as senior technical leaders and focal points regional-level programme promotion. Combination of credible authoritative capacity with independent responsibility for originating specific programme initiatives creates opportunities for maintaining and expanding new client relationships. S/He contributes to resolving complex issues with governments, regional partners and cooperating institutions. Representation at the highest levels of the government is delegated only within the context of established programmes and policy guidance of the Division Director.

Education:
• Advanced university degree (Master or equivalent)
• Areas: rural development, agriculture, economics, rural finance, development policy or other job related fields

Experience:
• Advanced university degree (Master or equivalent) - 8 Years

Languages:
• English (4 - Excellent)
• French (4 - Excellent)

Skills:
• Economic evaluation: Know-how relevant to specific role in Evaluation roles (e.g. Monitoring and managing evaluation processes and methodologies, carrying out Programme/Project evaluation, Impact evaluation, Corporate-level evaluation)
IFAD partners: Knowledge of IFAD's partners' functioning and mandate , such as the public sector (e.g. governments and policy, institutions and system), non-state actors (NGOs, CSOs, Foundations, etc.) and private sector actors
• Analytical skills: Outstanding ability to analyse and synthesize qualitative and/or quantitative information from a variety of sources and filter out key insights and recommendations
• Risk management (e.g. reputational): Identification and assessment of potential liabilities and risks in IFAD's activities, particularly vis-à-vis third parties; ability to handle risks via contingency and mitigation strategies

Other Information
Applicants should note that IFAD staff members are international civil servants subject to the authority of the President of IFAD. In accordance with IFAD's Human Resources Policy, the President can decide to assign them to any of the activities of the Fund.
