Background
Job Purpose and Organizational Context
The United Nations Capital Development Fund (UNCDF) makes public and private finance work for the poor in the world’s 47 least developed countries.
With its capital mandate and instruments, UNCDF offers “last mile” finance models that unlock public and private resources, especially at the domestic level, to reduce poverty and support local economic development.
UNCDF’s financing models work through three channels: inclusive digital economies, connecting individuals, households, and small businesses with financial eco-systems that catalyze participation in the local economy, and provide tools to climb out of poverty and manage financial lives; local development finance, that capacitates localities through fiscal decentralization, innovative municipal finance, and structured project finance to drive local economic expansion and sustainable development; and investment finance, that provides catalytic financial structuring, de-risking, and capital deployment to drive SDG impact and domestic resource mobilization.
By strengthening how finance works for poor people at the household, small enterprise, and local infrastructure levels, UNCDF contributes to Sustainable Development Goal-SDG 1 on eradicating poverty and SDG 17 on the means of implementation.
By identifying those market segments where innovative financing models can have transformational impact in helping to reach the last mile and address exclusion and inequalities of access, UNCDF contributes to a broad diversity of SDGs.
The Office of Finance and Management Services (FMS) is based in UNCDF Headquarters, New York along with out-posted staff across regional offices and multiple country locations.
FMS works to enhance the institutional effectiveness of UNCDF through operational solutions, development of management policies, prescriptive content, and overall management of all operational, resource management and financial aspects of the organization.
FMS oversees policy adherence, safeguarding UNCDF Managing Director’s accountability through the Executive Secretary, while providing advisory, transactional services and support to UNCDF in its core functional areas.

It is comprised of the following functional units:
1. Accounts and Finance Team (AFT)
2. Human Resources Team (HRT)
3. Procurement and Administration Team (PAT)
4. Information Technology Team (ITT)

Position Context:
The Operations Manager (West Africa Region) will lead the FMS enhanced regional operational capacity for the entire West Africa Region/countries. This managerial role will report to the Head, Office of Finance and Management Services (FMS), New York.
He/ She will support key functions such as procurement, human resources, budget management and financial reporting, as well managing & supervising FMS Regional Staff, working closely with relevant FMS colleagues/team leaders based in New York Headquarters.
The Operations Manager will provide leadership at the regional level, for the full range of programme support & transactional services in areas of procurement, finance, operations and HR support services for West Africa region, in full accordance and compliance with UNCDF/UNDP rules and regulations, ensuring their accuracy, transparency and integrity with a high degree of quality assurance.
He/she is expected to provide support to the UNCDF practice/project programme and operations staff in the West Africa Regional and Country Offices, with a strong client orientation.
This regional role is based in UNCDF Regional Office in Dakar, Senegal and is open to local Senegalese nationals only.

Duties and Responsibilities
Under the supervision of the Head Office of Finance and Management Services (FMS), the Regional Operations Manager is responsible for below:
The detailed roles and responsibilities are outlined below:
1. Effective Implementation of corporate operational strategies, support in financial management and monitoring the achievement of operational targets and results.
2. Management and supervision of the performance of Regional Operations Team and advisory support to the Regional Office and Portfolio Countries.
3. Efficient Administration of procurement services for the Regional Office and Portfolio Countries.
4. Support strategic human resources management for the Regional Office and Portfolio Countries.

Detailed Job roles and Responsibilities:

1) Effective Implementation of corporate operational strategies, support in financial management and monitoring the achievement of operational targets and results for West Africa Regional Office and Portfolio Country Offices.
• Ensure activities in the regions are in full compliance with UNCDF/UNDP Financial rules and regulations and International Public Sector Accounting Standard (IPSAS).
• Oversee financial activities in the regions on regular basis, support HQ on year-end closing, UNBOA & OAI audit works and follow-ups.
• Prepare and manage regional budget allocation, as well as cost recovery from projects served in the regions.
• Performs the function of Audit focal point and coordinates action across various audit-mandated and compliance tasks
• Provide advice to finance related policy and technical issues to programmes in the regions.
• Manage and supervise daily finance tasks, ensure services are provided on timely basis with accuracy.
• Performance of Manager Level 2 role in Atlas for approvals.
• Performs delegated tasks and back stopping support as and when requested by office senior management.
• Oversees management of UNCDF assets, facilities and logistical services in the region.

2) Management and supervision of the performance of Regional Operations Team and advisory support to the Regional Office and Portfolio Countries.
• Manages, supervises and promote the performance of the regional operations team.
• Facilitates day-to-day functioning of the Regional Operations Team, guiding their work planning and any other teams reporting to him/her as relevant.
• Manages human and financial resources for achieving results at the regional level.
• Guides and ensures effective recruitment, performance management and staff learning to motivate and promote organizational excellence in his/her teams.
• Supervision over cost-recovery mechanism for FMS services provided to projects and Country Offices.
• Ensure CO compliance with corporate rules and regulations in the field,
• Constant monitoring and analysis of the operating environment in the region, timely readjustment of operations.
• Provide sound advisory support to the Regional Office and Portfolio Countries in financial & operational support, in compliance with UNDP/UNCDF Programme and Operations Policies and Procedures.

3) Efficient Administration of Procurement & Logistics services for the Regional Office and Portfolio Countries:
• Oversight of procurement processes and logistical services in accordance with UNDP rules and regulations,
• Performing quality assurance and control on the disbursement of payments to contractors/consultants and ensuring that all disbursements are in accordance with contract terms
• Establishing linkage and close coordination with UNDP and/or other UN agencies hosting UNCDF in the region, and maintaining a coordinative and mutually supportive relationship to ensure integration into common premises and common services activities of UN agencies.
• Ensuring proper implementation of common premises and common services arrangement in UNCDF, as well as Service Level Agreements signed by UNCDF with other UN agencies.
• Facilitate knowledge building and knowledge sharing in the area of procurement.
• Ensures adherence to UNDP/UNCDF Travel guidelines & SOP.

4) Support strategic human resources management for the Regional Office and Portfolio Countries.
• Oversees portfolio country office compliance with corporate human resources policies and strategies
• Supports senior management in ensuring optimal staffing of the office and projects in the region;
• Oversees support to recruitment processes and performance management systems, ensuring link of job design with recruitment, performance management and career development;
• Facilitates knowledge building and management, documentation of lessons learned and good practices, and innovation and knowledge transfer in the region;
• Leads processes to facilitate and promote staff learning and engagement in the region;
• Responsible for business continuity actions, including adequately planning for disasters and recovery.

Impact of Results
The key results have an impact on overall Office of Finance & Management Services (FMS) operational efficiency in organizational support and success in implementation of UNCDF operational and programme strategies.
Accurate analysis and presentation of information enhances MSU as a strong service provider to its internal clients & UNCDF position as a strong development partner.
The information provided facilitates decision making of the FMS and UNCDF management, contributing to the success of UNCDF overall drive the implementation of the Sustainable Development Goals, with strong programme delivery at the regional and country level in the West Africa regions.

Required Skills and Experience

Education:
Master’s Degree or equivalent in Business Administration, Public Administration, Finance, Economics or related field. Candidates with first university/bachelors degree and two additional years of relevant experience are also considered eligible.

Experience:
• Minimum 5 years of progressively responsible administrative or Operations experience especially managerial experience is required at the national or international level.
• Candidates having Bachelor’s degree or equivalent, will require an additional two years of relevant work experience, in lieu of advanced/masters degree.
• Experience with a UN organization/agency is desirable esp. in a regional/international & national professional role.
• Specialized training in office & project management and administration is highly desirable.
• Experience with ERP system ATLAS and UNDP Procurement Processes, Programme Operations Policies & Procedures etc is highly desired, but not a requirement.
• Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, experience in handling of web based management systems.

Language Requirements:
• Professional fluency in both English & French required (Excellent written, verbal and comprehension skills).
