IDinsight is looking for a Chief of Party to lead a potential project with the Government of Senegal ('Government' or 'GoS') and the Millennium Challenge Corporation ('MCC').
The project is a baseline study of the second Millennium Challenge Account (MCA) program for Senegal.
The second MCA program is focused on the electricity sector and has three main projects:
1. The Modernizing and Strengthening of Senelec Transmission network Project (“Transmission Project”).
2. The Increasing Access to Electricity in Rural and Peri urban areas Project (“Access Project”).
3. The Power Sector Enabling Environment and Capacity Development Project (“Reform Project”)
The Chief of Party / Director would lead this project, and is accountable for the overall vision and for delivering results. The successful candidate should possess significant experience managing program, financial, and operations of international donor-funded projects.
The procurement is expected to be awarded in March 2021. This position is subject to project award and funding.
The primary responsibilities of this position are:
• Oversee the completion of all technical requirements, including project results and deliverables, in accordance with the project work plan;
• Guide team members to fulfill the project's strategic goals and objectives;
• Build and maintain productive working relationships with project partners, and key stakeholders. Serve as the primary liaison among all project stakeholders;
• Supervise and mentor senior staff, delegating responsibilities as appropriate;
• Represent the project at high-level meetings, conferences, and other fora;
• Manage the project's operational, financial, and administrative priorities; direct the planning and budgeting processes;
• Oversee the preparation of quarterly and annual project activity reports, M&E reports, and other deliverables, as specified in the agreement.
The required skills and experience for this position are:
• Deep passion for development and social impact, and strong alignment with IDinsight’s vision and mission;
• 10+ years’ experience using data and evidence to improve social impact, ideally in West Africa;
• Extensive experience as a principal investigator or other leader role for project evaluations, including quantitative surveys at the level of households and/or businesses and collection of qualitative data from a diversified group of respondents; including impact evaluations using experimental or quasi-experimental methodologies
• Evaluation experience in the field of institutional reform or in the energy sector of low and/or middle income countries
• Experience with customer perception or satisfaction surveys
• Experience in market analysis
• Record of building strong stakeholder and client relationships, especially with governments, donors, businesses and nonprofits in West Africa;
• Fluency in the role of data and evidence tools – such as impact evaluations, representative surveys, monitoring systems, and/or machine learning – to create insights and impact;
• An advanced degree (Master’s or Doctoral), preferably in energy, economics, statistics, public policy, or a related field.
• Proficiency in written and spoken French.
Nuts and Bolts
The application deadline is the 23rd of December 2020. The start date will depend on the awarding of the contract but could be expected to be around March 2021.
Compensation will be commensurate with relevant experience and background, and competitive within the social sector.
