Job Title: Technical Advisor II, Resilience

Salary Grade: 10
Note: This position is dependent upon funding, as well as the donor’s approval of the proposed Chief of Party.

About CRS
Catholic Relief Services is the official international humanitarian agency of the Catholic community in the United States. CRS’ relief and development work is accomplished through programs of emergency response, HIV, health, agriculture, education, microfinance and peacebuilding.

Job Summary
CRS is seeking a Resilience Lead for the anticipated 5-year USAID Regional Resilience Activity in the Sahel. The program seeks to expand resilience in the Sahel, improving the ability of individuals, households, and communities to mitigate, adapt to, and recover from perennial shocks and stresses. This grant will be implemented in several countries, including Burkina Faso, Chad, Mauritania and the Gambia. The program will be implemented by a consortium of local, national, regional and international implementing partners, including faith-based and civil society organizations, NGOs and research organizations, working in close collaboration with government agencies and the private sector. The Resilience Lead will support the program Chief of Party in developing the strategic direction and providing technical advice across all program components in the planning, designing, implementation, and monitoring of activities. They will also be responsible for establishing and managing internal systems to ensure principles of resilience and sustainability within the programming approach and ensure that the technical sectors, including nutrition, agriculture, and WASH work together to create multiplier effects. The Resilience Lead will identify and promote appropriate integration, layering, and sequencing of technical interventions within the Regional Resilience Activity. The program is anticipated to start in 2024 and this position will be based in one of the Sahel countries.

Roles and Key Responsibilities
• Provides technical guidance to the consortium and assumes responsibility for effective integration of all technical interventions at all levels of implementation
• Ensure the achievement of activity goals and objectives are in line with annual workplans by providing technical advice and direction to the implementation team
• Contribute to knowledge management and learning through collecting and analyzing program data, evaluating strategic projects, assisting with measuring program impact, capturing and sharing lessons learned and best practices, and contributing to research and internal reports
• Support the coordination of programmatic approaches for humanitarian response, resilience-building, disaster risk reduction, development and peacebuilding across participating country programs to enable cross-country learning and increased effectiveness of the project
• Establish and maintain overall strategic coherence and coordination, including engagement with key stakeholders such as donors, peer organizations, research, and other institutions. Participate in forums around resilience and related areas to collect and share best practices and promote CRS’ work.
• Lead the development of program learning documents, identify opportunities for learning, research and publications in the area of Resilience. Facilitate the dissemination of promising practices and lessons learned to contribute to the agency knowledge management agenda.

Basic Qualifications
• Master’s degree in Agriculture, Public Health, Nutrition, International Development, Rural Development or related field required.
• Minimum of 5-10 years’ relevant international working experience in an advisory or management role with progressive responsibilities, ideally with an international NGO, with minimum of four years working for programming interventions in a triple-nexus response in West Africa and/or the Sahel.
• Previous experience providing technical assistance and developing successful proposals for external donor funding is preferred.
• Demonstrated application of technical principles and concepts in resilience. General knowledge of other related disciplines to ensure proper cross-sectoral approach.
• Experience in business development, project design and proposal development in triple-nexus programming and related areas, including technical writing.
• Strong experience in project grants management.
• Experience with program monitoring and evaluation, including applying data collection tools and methodologies, data analysis, and data presentation.
• Experience and skills in networking and relations with donors, peer organizations, and faith-based and civil society partners. Understanding of partnership principles.
• Proficient in MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information and budget management systems, knowledge-sharing networks.

Required Languages – French and English fluency, including excellent oral and written skills, required. Working proficiency in local African languages.
Travel – Must be willing and able to travel up to 30%.
