Duty Station of the Consultancy: Home based


Duration of Consultancy: 30 working days (start date is subject to medical clearance)


Nature of the consultancy: Category B consultancy - To support the Regional Monitoring, Evaluation, Accountability & Learning Officer of the Migrant Protection, Return and Reintegration programme in Sub-Saharan Africa in producing a cross-country and in-depth analysis of the program reintegration sustainability survey to highlight key trends, draw lessons learned and good practices.


Project Context and Scope: Under the overall supervision of the Senior Regional Programme Coordinator and the direct supervision of the Regional Monitoring, Evaluation, Accountability & Learning Officer of the Migrant Protection Return and Reintegration programme in sub-Saharan Africa (MPRR – SSA), in close coordination with the Central Coordination Unit (CCU), the Consultant will produce a cross-country comparative analysis of key variables and an in-depth quantitative analysis of the reintegration component of the programme using the Reintegration Sustainability Survey (RSS) data.


The findings from this analysis will help to better understand migrants’ reintegration pathways based on the reintegration assistance received in addition to producing relevant cross-country evidence on reintegration outcomes. This consultancy work will also help to identify drivers of sustainable reintegration and provide further insight on the reintegration sustainability measurement.

Results will be used and presented in a cross-country comparative analysis learning webinar as well as in a learning exchange newsletter which will be issued in March. In addition, this work will be used to further inform programming and to support practitioners in improving the design and sustainability of future reintegration programmes.



This consultancy work aims to achieve the following objectives:

Run an in-depth quantitative analysis to generate evidence on factors of reintegration success by focusing on the key factors for sustainable economic reintegration, and the interlinkages between the economic, social and psychosocial dimensions of reintegration.
Evidence possible links between the reintegration assistance received and the level of reintegration as calculated by the RSS score dimensions and by other possible proxy for the sustainability of the reintegration.
Complement key findings from the analysis with strong evidence-based programming recommendations on the reintegration approach and ultimately present lessons learned and best practice to be disseminated.


The analysis will be based on the Reintegration sustainability survey (RSS) data collected in 14 SSA countries: Burkina Faso, Côte d’Ivoire, Cameroon, Ethiopia, Ghana, Guinea, Mali, Nigeria, Senegal, Sierra Leone, Somalia, Sudan, The Gambia, Chad. The data set will include between 1200 to 1400 observations.

The consultancy work will entail:

In-depth analysis (performed by country and gender when possible) to:
Identify factors of success in economic reintegration based on the assistance received while controlling for other possible confounding factors (country/region, sex, sector of activity, follow-up frequency, etc.).
Evidence a possible impact of the provision of social and psychosocial services (in addition to economic assistance) on the sustainability of the reintegration.
Identify determining factors and key drivers of sustainable reintegratione. reintegration sustainability survey score.
Identify determining factors for a successful/profitable business started by returnees and how type of business, returnee’s country or gender may impact business profitability.
Identify determining factors associated with the intention to re-migrate or to change community.
Assess pre/post results on the RSS score using RSS questions with retrospective enumeration and test robustness.
Identify a possible gap in the self-perception of reintegration versus the RSS score.
Look into the RSS scores and identify possible key proxy (ability to meet basic needs, well-being scale, etc) or simplified calculations using PCA or other relevant approach.
Critical assessment of the RSS composite score indicator and recommendations for its improvements (measurement, content, calculation, and simplification).
Discuss the cross-country comparative analysis with the CCU team and develop a presentation and a 2-pager summarizing key results per country and regional trends.
Identify key highlights and findings for the dissemination (presentation and 2-pager).
Develop an analysis report to present the main findings of the in-depth analysis.
Produce evidence-based lessons learned and recommendations for future programming on the reintegration approach and dimensions.


Organizational Department / Unit to which the Consultant is contributing: The Central Coordination Unit (CCU) of the Migrant Protection Return and Reintegration programme in sub-Saharan Africa (MPRR – SSA).


Tangible and measurable output of the work assignment:


First deliverable: Develop and submit a data analysis plan, clearly outlining the methodology and statistical models for the cross-country and in-depth analysis and the table of content for the report - by 20 January 2025.
Second deliverable: Submit preliminary results including main findings and data visualization for discussion and to collect inputs from the Regional MEAL Officer and the CCU - by 5 February 2025. First instalment 30% of the overall contract value.
Third deliverable: Submit draft of the final report including the in-depth analysis and related evidence-based lessons learned and recommendations, considering inputs received at the preliminary result stage – by 14 February 2025.
Fourth deliverable: Develop a 2 pager with key findings under each dimension (economic, social, psychosocial) to be used to share knowledge through a newsletter with a wider non-technical audience - by 19 February 2025.
Fifth deliverable: Develop a 30 slides presentation including the cross-country analysis, key results and lessons learned from the in-depth analysis - by 21 February 2025.
Sixth deliverable: Based on the comments received from the Regional MEAL officer and CCU, submit final report including the final in-depth analysis and related evidence-based lessons learned and recommendations– by 28 February 2025. Second and final instalment 70% of the overall contract value.


Performance indicators for the evaluation of results.


Output 1: Develop and submit a data analysis plan, clearly outlining the methodology and statistical models for the comparative analysis and thematic in-depth analysis

Activity 1.1: Onboard and review background material and datasets
Activity 1.2: Develop a comprehensive data analysis plan, clearly outlining the methodology and statistical models for the analysis
Activity 1.3: Develop table of content for the analysis report
Activity 1.4: Submit data analysis plan and table of content for revision and approval


Output 2: Submit preliminary results including main findings and data visualization for discussion and inputs

Activity 2.1: Analyse and visualize data
Activity 2.2: Debrief on initial findings (both cross-country and in-depth analysis).
Activity 2.3: Gather inputs from the MEAL Officer and CCU relevant program staff.
Activity 2.4: Submit the draft of preliminary findings at the end of the data analysis process for review.


Output 3: Based on this pre-final version of the findings, develop a 30 slides presentation and a 2-pager for results dissemination.

Activity 3.1: Develop a 2 pager with key findings under each dimension (economic, social, psychosocial) to be used to share knowledge through a newsletter.
Activity 3.2: Develop a 30 slides presentation including the cross-country analysis, key results and lessons learned from the in-depth analysis.
Activity 3.3: Submit the presentation and 2-pager to the Regional MEAL Officer and the CCU team one week before March for review.


Output 4: Submit the final report of the in-depth analysis, taking into account inputs received under output 2

Activity 4.1: Submit the draft of the final in-depth analysis considering inputs received for review.
Activity 4.2: Address final comments in the report.
Activity 4.3: Submit the final version of the report including findings and recommendations.


Output 5. Timely delivery of the agreed tasks.

Output 6. Quality of the delivery.





Education, Experience and/or skills required
Master’s degree in Social Science, Sociology, Development Studies, International Relations, Political Science, Business or Public Administration, International Studies, or a related field from an accredited academic institution;
A minimum of seven years of relevant professional experience;
Excellent quantitative data analysis skills ;
Demonstrated experience in research studies, formulating and conducting quantitative data analysis;
Proficient in the use of statistical software (such as Stata, SPSS or R);
Previous experience with IOM is an advantage;
Good understanding of migrant protection, return and sustainable reintegration;
Strong writing and research skills;
Excellent communication and analytical skills;
High degree of judgment and initiative, ability to work with a high degree of independence;
Fluency in English and French required.


Travel required


No travel is expected under this consultancy work.



Payment


Payment will be processed in two instalments, as follow:

Upon satisfactory submission of the preliminary results by 5 February 2025, the first instalment equivalent to 30% of the overall contract value will be paid.
Upon satisfactory submission of the final report and validation by the MEAL Officer by 28 February 2025, the second and final instalment of 70% of the overall contract value will be paid.
