Org. Setting and Reporting
This post is located in the Mission Support Centre (MSC), Operations and Resource Management Service, Mission Support Division (MSD) within the United Nations Integrated Security Section of the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA). The incumbent reports to Chief of Mission Support Center through the Support Cell Logistics Liaison Officer. The focus of this position is the implementation, monitoring and evaluation of programmes, operations and other activities in support of G-5 Sahel Support Cell.

Responsibilities
Within delegated authority, the Programme Officer will be responsible for the following duties: (These duties are generic and may not be performed by all Programme Officers.)

• Participates in the development, implementation and evaluation of the cost recovery project for all support provided to G-5 Sahel ; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
• G-5 Sahel Support Cell Focal Person to draft input for SG reports and Audit reports ;
• Researches, analyzes and presents information gathered from diverse sources.
• Assists in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.
• Designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.
• Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, etc.
• Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
• Conducts training workshops, seminars, etc. ; makes presentations on assigned topics/activities.
• Participates in or lead field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
• Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
• Oversees adherence to contractual agreements and advises concerned parties on contractual rights and obligations.

Performs other duties as required.
Work implies frequent interaction with the following:
• Counterparts, senior officers and technical staff in relevant Secretariat units and in UN funds, programs and other UN specialized agencies.
• Representatives and officials in national governments, international organizations, consultants, and G-5 Sahel Secretariat.

Results Expected:
• Develops, implements, monitors and evaluates assigned programme/projects. • Support in the set-up of a Cost Recovery Mechanism for all MINUSMA support provided to G-5 Sahel Joint Force, Provides thorough, well-reasoned written contributions, e.g., background papers, SG report, analysis, sections of reports and studies, etc. Develops and maintains effective working relationships.
• Promulgate coherent policies, and consistent adherence to these by clients.
• Efficient use of resources.

Education
• Advanced university degree (Master’s degree or equivalent) in business administration, management, economics or a related field.
• A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. Certification in project management (PRINCE2 or equivalent) is desirable.
