Cadre organisationnel
This position is located in the Regional Office for West and Central Africa (ROSEN), Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC) in Dakar, Senegal. The Programme Assistant will report to the AIRCOP Programme Coordinator and will work collaboratively with the operational team at ROSEN.

Responsabilités
Within assigned authority, the incumbent will be responsible for the following specific duties:

• Prepare cost estimates and budget proposals, in terms of mission's resourcing requirements such as reviewing, analysing, and revising data with respect to the finalization of the budget proposals.

• Provide support to programme/fund centre managers (Substantive and Support Sections) with respect to the elaboration of resource requirements for budget submissions.

• Administer and monitor resources, including review of agreements, grants and cost plans, ensuring compliance with regulations and rules and established policies and procedures.

• Ensure the efficient and effective use of budgetary resources through robust monitoring of grants/ budget utilization to the approved budget and timely provision of information to management for decision making; provide support and guidance to fund centre/programme managers on budget implementation and corrective actions where necessary.

• Prepare the budget performance reports and ensure that correct and accurate data and information are provided by the various programme /fund centre managers in compliance with the instructions. Review and finalize the performance reports ensuring valid and adequate variance explanations between approved budgets and actual expenditures.

• Provide advice, financial interpretations, adaptations, and corrective actions in response to audits and other queries to ensure adherence to the UN Financial Regulations and Rules.

• Prepare the yearly Project and budget revision (staffing table, Grants, actual figures, pre/open commitments, expenses, and foreseen budget).

• Maintain permanent monitoring of Grants and budget, Budget planning, creating, and monitoring fund allotments; handle unrelease/release budget; monitoring budget expenditures.

• Review financial obligations, manage substantive pre/open commitments; prepare financial reports to Donors.

• Maintain regular contact with project stakeholders in the 16 countries currently covered by AIRCOP as well as with other countries where the programme may operate in the future.

• Attend meetings to represent AIRCOP on subjects related to the implementation of the project in the region.

• Proactively maintain the activities of the regional project coordination office while other project staff are on mission.

• Perform other administrative and programming duties as assigned, assist the AIRCOP team on travel, procurement and logistics if needed.

• Assist with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making.

• Assist with visualizations and updating information material such as web pages or brochures.

• Perform other work-related duties, as required.

Formation
High school diploma or equivalent is required.

Job - Specific Qualification
Passing the Global General Service Test (GGST) is a prerequisite, i.e. is required, for recruitment consideration in the General Services and related categories in the United Nations Secretariat. Applicants who have not passed the GGST at the time of application may be invited for the test after submitting an application.

The GGST is a proctored entry-level examination at the duty station. Any travel expenses incurred in order to take the examination are the responsibility of the candidate and will not be reimbursed by the Organization.

Having passed the Administrative Support Assessment Test [in English] at the United Nations headquarters, Economic Commission for Africa, Economic and Social Commission for Western Asia, United Nations Office at Geneva, United Nations Office at Vienna, International criminal tribunal for Rwanda or International Criminal Tribunal for the former Yugoslavia may be accepted in lieu of the GGST.

Expérience professionnelle
A minimum of seven years of experience in programme or project administration and management, technical cooperation or related area is required.

Work experience with an Enterprise Resource Planning (ERP) system is required.

Work experience with advanced computer applications (MS Word, Excel, Powerpoint, Internet, Email, etc.) is required.

Work experience with SAP/Umoja/IPMR system (Integrated Planning, Management and Reporting) is desirable.

Work experience within the United Nations system or similar international organization, a non-governmental organization or the private sector in the area of administration and financial management is desirable.

Connaissances linguistiques
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and French is required. Knowledge of another official United Nations language is an advantage.

This is a project post. Filling of this position is subject to funding availability and the initial appointment will be for a period of one year. Extension of the appointment is subject to extension of the mandate and/or the availability of the funds.
