The Role
The Learning and Culture Officer is responsible for consolidating learning needs from Individual Development Plans (IDPs), Competency Assessment Training Needs outcomes, and developing a learning calendar for the country. S(H)e ensures all annual learning plans are delivered on time and in full to result in the continuous capacity building of country talent and fostering a learning organization culture.
In consultation with the People Director and the Director of Learning and Culture, identify service providers to actualize the learning calendars and deliver on the plans for the year, resulting in the achievement of our Annual Training Plan / individual training days target and Return on Investment on Learning and Development initiatives.
Coordinate learning events in the country and inclusion of country teams in Regional Learning events.
In collaboration with the Director of Learning and Culture and In-Country People Director, carry out coordination of assessment outcomes, analyzing the survey and creating reports, building stakeholders forums and continuous engagement of culture and Employee Engagement initiatives.
The role holder shall also provide operational support to in-country Human Resource systems and databases are up to date.
This role will be based in Thiès.
Responsibilities & Deliverables
Learning Program Consolidation and Resourcing (25%)
• Consolidating learning needs from Individual Development Plans,
• Consolidating learning needs from Competency Assessment Training Needs
• Consolidating learning needs from career aspirations and performance management.
• Developing a learning calendar for the country.
• Ensure all annual learning plans are delivered on time and in full to result in the continuous capacity building of country talent.
• Fostering initiatives to deliver a learning organization culture.
Fulfillment of Learning Initiatives (Training Delivery) (25%)
• Design and oversee annual project planning cycle to develop comprehensive annual work plans, detailed implementation plans and results reporting for the project.
• Work with the Finance teams to undertake monthly budget monitoring and variance analysis to adhere to annual budgets.
• Work with the cluster coordinators in defining, drafting, and co-designing partnerships.
• Lead and complete due diligence and capacity assessments for potential partners.
• Maintain contract files and ensure reports and relevant documentation is kept up to date and in an orderly manner.
• Coordinate with the MELs team to ensure partners are being monitored for progress against deliverables as well as against donor and Heifer compliance.
Values and Employee Engagement (25%)
• Coordination of assessment outcomes, analysis of the survey and creation reports
• Building stakeholder’s engagement forums.
• Ensure continuous engagement of country teams on our Heifer Africa values including monitoring our behavioral index.
• Ensure continuous engagement of country teams on Heifer’s Value-Based Holistic Community Development approach (VBHCD).
• Consolidate our Employee Engagement initiatives reporting.
• Coordinate with cross-functional teams to ensure consistent communication and implementation of cultural initiatives.
Learning Metrics and Evaluation (10%)
• Build a collaborative team environment, empower and support team performance. Provide training, coaching and mentoring of project teams.
• Motivate staff to perform effectively towards project objectives through communication, team building and responsiveness.
• Deal with personnel issues and concerns of team members, ensuring their welfare and safety along with the Country Human Resource Manager.
• Perform other related duties as assigned and/or agreed upon with the supervisor.
Operations (10%)
• Operational support to in-country Human Resource systems and databases to ensure they are up to date.
Any Other Assigned Function (5%)
• Any other assignments, tasks and KPIs that may be assigned from time to time.
Minimum Requirements
• Bachelor’s degree in human resources or organizational development, Education, or a related field.
• 7 years of experience in a busy learning and development function.
Preferred Requirements
• Experience managing learning service providers.
• Proven experience on coordinating trainings and delivery of learning programs.
• Strong understanding of organizational culture and its impact on employee engagement.
• Excellent communication and interpersonal skills.
• Ability to collaborate with cross-functional teams.
• Strong organizational and project management skills.
• CIPD/SHRP or local equivalent.
• Fluent in French & English.
