Clear Outcomes is seeking a mid-level consultant with demonstrated expertise in gender analysis and integration and reproductive health. The consultant will serve as the Gender and Reproductive Health Specialist for a mid-term evaluation of USAID/Mali's Girls Leadership and Empowerment through Education (GLEE) activity. This is a short-term consulting position for an anticipated award.
Position Description
The Gender and Reproductive Health Specialist will be responsible for analyzing the GLEE activity's gender components and any observed behaviour changes related to family planning and reproductive health among adolescent girls. The mid-term evaluation overall is intended to determine what aspects of the GLEE project are working well and why, which are not working well and why not, and what mid-course corrections are needed. This performance evaluation will gather and analyze data on:
The degree to which key barriers faced by adolescent girls to access quality education has decreased
Whether the safety of girls in schools and their communities has increased
Whether the knowledge and adoption of positive health behaviors of adolescent girls has increased.
Tasks include:
- Provide gender and reproductive health inputs on the evaluation design, methodologies, data collection tools, and data analysis approach
- Conduct key informant interviews, focus group discussions, and other data collection methods in Mali
- Contribute to data analysis process, with particular focus on gender analysis and reproductive health outcomes
- Provide gender and reproductive health inputs on draft evaluation report
- This is a short-term consulting assignment with an anticipated period of performance from January-March 2021. Travel within Mali will be required, with careful and ongoing assessments of the Covid-19 and security circumstances in-country. ***This is a local position. Only Malian nationals will be considered.***
Knowledge, Skills, and Abilities:
- Subject-matter expert in gender and reproductive health and family planning
- Previous experience as a team member or team leader on evaluations
- Strong technical competencies in applied qualitative research techniques and data analysis
- Experience conducting qualitative interviews, focus group discussions, etc.
- Familiarity analyzing gender roles in Malian society, family, schooling, media, and culture
- Previous experience on USAID projects or evaluations strongly preferred
- Strong oral and written communication skills
- Fluency in French and English required
Education and Experience
- Minimum of 7 years of experience
- Master's degree or higher in a relevant field, such as public health, anthropology, or sociology
