UNDP is hiring a Finance Associate.

Background
The Regional Office for West and Central Africa (ROSEN) of the United Nations Office on Drugs and Crime (UNODC) is tasked with assisting Governments in its region with building capacity in the areas of drug control, crime prevention and criminal justice. Activities are implemented through regional and thematic programmatic frameworks.
This position is located in Dakar, Senegal. The incumbent will work under the direct supervision of the Programme Coordinator heading the Anti-Trafficking in Persons and Smuggling of Migrants Unit (TIP/SOM Unit), located at the UNODC Regional Office for West and Central Africa in Dakar, Senegal, and the overall guidance of the Head of Finance and Procurement Operations, ROSEN.

Duties and Responsibilities
Within assigned authority, the Finance Associate will be responsible for the following specific duties:

Budget
• Provides support with respect to the review, analyses and preparation of the budget plan and its revisions.
• Assist in the review and finalization of cost estimates and budget proposals, incl. in terms of staff and non-staff requirements.
• Assists the Programme Coordinator in the elaboration of resource requirements for budget submissions.
• Assist with all activities related to the management of grants and projects of the TIP/SOM Unit in Umoja.
• Provides support for budget reviews of the various projects in the unit’s portfolio.
• Monitor budget implementation and determine/recommend reallocation of funds when necessary by creating unreleased and released budget revisions.
• Reviews requisitions for goods and services to ensure (a) correct objects of expenditure have been charged, and (b) availability of funds,
• Perform analysis of financial situation of projects and bring forward appropriate advice for consideration to the Programme Coordinator,
• Assists in preparation of budget performance submissions and finalization of budget performance reports, analysing variances between approved budgets and actual expenditures.
• Prepare project/financial reports as required by donors or other entities.
• Co-ordinates with other finance and budget staff on related issues during preparation of budget reports.
• Review data on monthly staffing complement.

General
• Drafts or prepares correspondence to respond to enquiries in respect to relevant financial and budget matters.
• Maintain and keep up-to-date files.
• May be responsible for providing guidance, training and daily supervision to other general service staff in the area of responsibility.
• Performs other related duties, as assigned.
Work implies frequent interaction with the following: TIP/SOM Unit, Financial Resources Management Service team at UNODC Headquarters, Umoja, UNDP Dakar and other Country Offices as well as ROSEN projects team and Sub- Offices.

Results Expected
Formulate effective financial and administrative operations through the provision of timely support with respect to a well formulated medium-term plan, programmed budget proposals, improved administration of budgets and personnel, and improved programming and budgetary practices within the Anti-Trafficking in Persons and Smuggling of Migrants Unit, ROSEN.

• Accountability: Takes ownership of all responsibilities and honours commitments; delivers outputs for which one has responsibility within prescribed time, cost and quality standards; operates in compliance with organizational regulations and rules; supports subordinates, provides oversight and takes responsibility for delegated assignments; takes personal responsibility for his/her own shortcomings and those of the work unit, where applicable.

Required Skills and Experience

Education
High school diploma or equivalent. A degree in business administration, public administration, or budget management is a strong asset.

Experience
A minimum of five (5) years of experience in finance, budget, business administration, accounting, administrative services or related area. Work experience with the United Nations or similar international organization is desirable. Sound knowledge of UN financial rules and regulations and working experience in West or Central African countries is desirable. Familiarity with Umoja/ERP system is desirable.

Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English and French are required.
