The International Food Policy Research Institute (IFPRI) has received funding from USAID to assess the articulation of the Comprehensive Africa Agriculture Development Programme (CAADP) with the African Continental Free Trade Agreement (AfCFTA).
IFPRI is seeking qualified consultants to conduct a study on the achievements of countries under CAADP in order to assess its articulation with the AfCFTA.
Indeed, while both CAADP and the AfCFTA are always quoted as highly strategic, no systematic study has been performed to see how these two large initiatives articulate and more importantly if they could help achieve the Malabo target.
The study will focus on ECOWAS (Nigeria, Ghana, Cote d’Ivoire and Senegal) and SADC (Tanzania, Malawi, South Africa, Zambia) regions.
Scope of work
• Perform a literature review on the performance of countries in reaching CAADP goals
• Run some econometric estimations to estimate agriculture total factor productivity growth (TFP) using a growth accounting approach a la Fuglie (2008) [1]
• Estimate an econometric relationship between public expenditure in agriculture and TFP growth
• Forecast TFP growth depending on whether countries will achieve the CAADP targets or not
• Participate in the writing of the report
Required qualifications of the consultant / survey team leader
• At least a Master’s degree in development economics, agricultural economics or international trade
• Proven experience in agricultural economics and in econometrics
• Proven work experience in trade and trade policy with links to agricultural economics
• Excellent written and oral communication skills in English.
Preferred qualifications
• Good knowledge of the trade policy environment in Africa
• Good knowledge of agricultural policies under CAADP
