Background
The Airport Communication Project (AIRCOP “Establishment of real-time operational communication between international airports”), implemented by UNODC in partnership with Interpol and WCO, aims at rooting a culture of intelligence gathering and information sharing in regular working practices of law enforcement agencies present at international airports and at building their capacities to detect (through targeting and profiling) and interdict drugs, illicit goods and high-risk passengers.

Building on its expertise acquired over the past 10 years, AIRCOP is also in charge of coordinating the institutional and capacity-building on advance passenger information and passenger name record (“pillar II”) under the umbrella project “Countering Terrorist Travel Programme” (CTTP) which is implemented by the United Nations Office of Counter-Terrorism (UNOCT) in cooperation with the Counter-Terrorism Committee Executive Directorate (CTED), the International Civil Aviation Organization (ICAO), the Office of Information and Communication Technology (OICT), INTERPOL and UNODC.

As part of the work under Pillar II, UNODC currently employs a Law enforcement expert (Airports/Air Passenger Data) as well as a Law Enforcement and Capacity-Building expert (Airports/Air Passenger Data). To complement this team, UNODC Regional Office for West and Central Africa (ROSEN) requires a National Programme Specialist on regional cooperation between airports.

Specifically, work is to be undertaken to establish a regional Informal Working Group (IWG) covering West and Central Africa to foster the widest possible cooperation and exchange of information between Passenger Information Units (PIUs), law enforcement agencies working at airports as well as for the policy makers involved in the establishment of such units.

Noting that PIUs are not yet operational in the region, the IWG will first bring together policy makers and interested counterparts to cover a broad range of topics. The ambition is to share a common language, best practices and support each other by learning from others. The IWG will be an informal forum, which allows the participants to discuss openly on different topics. It is not a formal decision-making mechanism and therefore formal decisions having an impact on state level will not be taken by this forum. However, when needed, IWG can provide expert-based recommendations that could be formally considered at the national level. The focus of the IWG should be on the API, PNR and other data collected from the air and maritime passengers. Besides air and maritime, discussions should also cover land travels (trains and buses) and how to analyze all different travel modalities together. Finally, once PIUs become operational, separate meetings will be organised to allow for more operational discussions.

The position is located within the UNODC Regional Office for West and Central Africa (ROSEN) in Dakar, Senegal. Under the overall guidance of the AIRCOP Global Coordinator and the direct supervision of the Law enforcement expert (Airports/Air Passenger Data), both based in Dakar, the National Project Officer will be responsible for coordinating activities related to regional cooperation between airports, as part of the Pillar II of the CTTP.


Duties and Responsibilities

In this context, the National Programme Officer will oversee the establishment of the IWG, the meetings which will take place and the continuation of work between the meetings, using the on-line forum

Specifically, the National Programme Officer will:
• Review current coordination between airports of beneficiary countries across the region (e.g. existing bilateral, regional or international initiatives or fora, formal or informal processes, etc.
• Contribute to the development of the overall strategy for the establishment of the regional IWG, in liaison with UNOCT and other partners and in coordination with the Law Enforcement expert (Airports/Air passenger data).
• Contribute to the identification of the relevant counterparts to be involved in the different countries of West and Central Africa as well as relevant contributors from other regions of Africa and beyond.
• Plan and organize the kick-off meeting of the IWG as well as subsequent meetings, including logistics, detailed agenda, invitations letters, etc.
• Coordinate the advocacy and communication around the IWG meetings
• During the meetings, coordinate the interactions between the different sub-working groups in coordination with the Law Enforcement expert (Airports/Air passenger data)
• Ensure the proper recordings of the minutes of the meetings, including circulation to counterparts for inputs and comments; validation; dissemination
• Oversee the follow-up of recommendations from the IWG
• Ensure that the work of the IWG continues between the meetings, using the on-line forum, including granting access to the forum, overseeing interactions on the forum, etc
• Coordinate the implementation of relevant activities with IWGs in other regions of Africa and beyond.
• For all activities where AIRCOP Joint Airport Interdiction Task Forces are included, ensure coordination with AIRCOP Regional Coordinator for West and Central Africa, as well as in other regions as relevant
• As relevant, coordinate the organisation of back-to-back capacity building events alongside the IWG meetings, including trainings on specific technical aspects, simulation exercises, etc.
In addition to the IWG meetings, organise virtual and onsite regular meetings of the heads of • • PIUs from the region, once those PIUs become operational, so as to allow for more in-depth operational discussions and cooperation
As relevant, assess equipment needs of PIUs and/or law enforcement agencies working at airports in terms of information technology and communication to support active participation in the IWG meetings or other relevant operational exchanges (e.g. video conferencing system, etc)
• Assist in the preparation of the annual detailed work plan including estimated budget;
• Monitor and analyze the implementation of the activities; review relevant documents and reports; identify problems and issues to be addressed and initiate corrective actions; liaise with relevant parties; ensure follow-up actions.
• Contribute to the regular reports (both substantively and financially) to UNOCT and relevant stakeholders on advancement of work, implementation status, delivery and results; Contribute relevant elements to any substantive and narrative documents required by the implementation of the AIRCOP project and the UNOCT project.
• Prepare presentations on substantive matters related to the activities, including for the Project Steering Committees.
• Prepare all correspondence linked to the implementation of the activities and follow up on them; organize and prepare a variety of written outputs, such as background papers, correspondence with governments, working papers, mission reports, analyses, briefings, presentations, enforcement strategies, policy proposals and documents, studies, summary reports, manuals, toolkits, guides etc.

When required, represent UNODC at relevant regional or international events in matters related to the IWGs.
Perform any other duties as required.
Impact of results

The National Programme Officer will participate in the establishment and strengthening of cooperation between PIUs and law enforcement agencies working at airports, by giving them a forum to share a common language, best practices and support each other by learning from others. The IWG will be an informal forum, which allows the participants to discuss openly on different topics and could provide expert-based recommendations that could be formally considered at the national level.

By focusing on a better use and analysis of the API, PNR and other data collected from the air and maritime passengers, the IWG will contribute to strengthening the capacities of law enforcement agencies in the region to detect and intercept high-risk passengers, including serious criminals and potential terrorist fighters in origin, transit and destination countries.

Performance indicators are the quality, appropriateness, value and timeliness of contributions, organizational and substantive input provided to UNODC/AIRCOP/CTTP activities in West and Central Africa.

Required Skills and Experience
Education
• University degree in the fields of law, public administration, management, international relations, or equivalent education from a recognized national police, customs or another staff learning college with specialization in criminal justice, crime prevention or law enforcement.

Experience
• At least five (7) years of relevant professional experience, including at least four years within national and/or international institutions in the fields of law enforcement, border management, counterterrorism, drug and/or crime prevention and control
• Experience in facilitating regional cooperation in law enforcement matters and .ability to organise meetings of government officials to discuss sensitive legal, operational and technological issues in the field of law enforcement is an asset.
• Demonstrated experience with UN rules and regulations in relation to finance, budget and procurement an asset.
• Working experience in or with a counter-trafficking unit, a Passenger Information Unit or a Targeting Center in Africa is desirable.

Work experience in a United Nations field mission is desirable.
• Strong presentation skills.

Excellent drafting skills.
• Acute sense of organization as well as team spirit.

Readiness to travel extensively across West and Central Africa.

Languages requirements
• English and French are the working languages of the United Nations Secretariat. For the position advertised fluency in English and French, i.e. oral and written proficiency, with excellent document drafting skills, is required.
