Description of task
Under the guidance and direct supervision of Team Leader for the Local Development Finance (LDF) Practice in Western and Central Africa (WCA) and the MIF Program Manager, the Monitoring and Evaluation of Impact Specialist (M&E Impact Specialist) will be responsible for providing technical support for the monitoring and evaluation of impacts of the Blue Peace related Projects (on Local development, Water quality and access, Women’s economic empowerment, Peace building, Food security, etc) on the basis of the tools developed by UNCDF, and support for the development of new tools and methodologies – in relation with the first key of the dual key system.

Summary of key functions:
• Manage and deliver Blue Peace and MIF projects and program monitoring and evaluation processes;
• Contribute to the design and preparation of reporting documents and communication documents showcasing UNCDF LDFP intervention related to the Blue Peace in WCA;
• Contribute to the monitoring, evaluation and measurement of impact of targeted investments of the WCA LDFP portfolio, in the framework of the Dual Key System mechanism;
• Contribute do developing new tools, methodologies and initiatives related to the monitoring, evaluation and measurement of local impact of UNCDF interventions related to water management, peace security and associated projects.
• Manage and deliver project and program monitoring and evaluation processes:
• Perform quality assurance of planning documents, related to the monitoring of impact achievement in projects - Perform quality assurance of planning documents, including logical framework documents, project documents and work plans, in particular on Blue Peace Programs in the Region;
• Monitor project and program development results, including risks that may compromise the achievement of these results;
• Provide an evidence base for results-based reporting and decision making on program implementation;
• Promote accountability, transparency and learning;
• Apply conceptual models in support of programme design, following LDFP Theory of Change and LDF WCA development strategy.
• Contribute to the design and preparation of reporting documents and communication documents showcasing UNCDF LDFP intervention in WCA in the field of Blue Peace:
• Timely and duly preparation of reports on UNCDF intervention and impact on the various projects and programs in WCA LDFP;
• Participation in the design and writing of the yearly WCA LDFP Brochure.
• Contribute to the monitoring, evaluation and measurement of impact of targeted investments of the WCA LDFP portfolio, in the framework of the Dual Key System mechanism and local impacts:
• Provide thorough analysis of targeted investments impact on a specific thematic (LED, WEE, WASH,…);
• Formulate recommendations on policies and actions to be taken to strengthen the impact of projects on women's economic empowerment;
• Facilitate discussions and exchange of project information with project sponsors and partners.
• Contribute do developing new tools, methodologies and initiatives related to the monitoring, evaluation and measurement of impact of UNCDF interventions in water management, peace security and related issues:
• Strengthening, development, creation and management of tools, methodologies and initiatives for effective monitoring, evaluation and measurement of activities and their effective delivery;
• Ensuring effective use and appropriation of tools, methodologies and initiatives by the WCA LDFP team.

Qualifications/Requirements
Required degree level: Master degree or equivalent

Education - Additional Comments:
• Master’s Degree or equivalent in Economics, Statistics, International Development or Political Sciences or related field, with a specialization in Monitoring & Evaluation
Required experience: 24 Months

Experience remark:
• A minimum of 2 years of relevant work experience in project/programme monitoring and evaluation;
• Have a good command of monitoring and evaluation tools (in particular design and use of monitoring and evaluation) and provide proof of this;
• Proven knowledge in either: Women’s economic empowerment, Water and Sanitation or Local Economic Development;
• Previous professional experience in West and Central Africa will be considered an advantage;
• Experience in the usage of computers and office software packages (MS Word, Excel, diagramming and graphics application) and advance knowledge of spreadsheet and database packages, experience in handling of web-based management systems;
• Sensitivity and adaptability to cultural, gender, religious, racial, national and age differences;
• Ability to work with geographically dispersed teams and speak different languages;

Language skills:
• English(Mandatory), Level - Fluent
• French(Mandatory), Level - Fluent
