Project Summary:

MSI is a partner of EnCompass LLC in the execution of the Monitoring, Evaluation and Learning (MEL) Platform for USAID in Senegal. The objective of the support contract, the Platform, is to support USAID/Senegal in its performance management and contribute to the establishment of a sustainable MEL culture in Senegal through holistic engagement and the strengthening of local actors and institutions. The Platform facilitates evidence-based decision-making to support adaptive mission management, engage USAID partners in their continuous improvement efforts, and provide capacity building for local partners and service providers.

Position Summary:

The Learning and Capacity Building Manager will be responsible for managing the day-to-day implementation of capacity building and learning activities in support of the USAID/Senegal learning priorities. This includes supporting the development of learning agendas and events, supporting the design, and implementation of capacity-building efforts.



Responsibilities:

-Responsible for developing concept notes, technical quality, and budget for learning and capacity-building technical tasks.
-Manage day-to-day learning and capacity-building activities, including coordination and oversight of consultants and local partners engaged in these activities.
-Manage and organize all learning and capacity-building workshops or meetings, including appropriate protocols to ensure the participation of Senegalese government entities.
-Support the selection and engagement of local partners and consultants for learning and capacity-building tasks.
-Design and co-facilitate training of partner/consultant teams, support team building and establishment of roles, and ensure teams are positioned for success for each activity.
-Design performance measurement and learning systems to provide regular tracking and learning of target activities.
-Manage and arrange all learning and capacity-building events including proper protocols for requesting participation with Government of Senegal officials.
-Ensure regular communications and updates to USAID POCs on learning and capacity-building tasks.
-Collect all background documents and ensure aggregated learning summaries are maintained to guide targeted learning events.
-Support the Senior Learning and Capacity Building Specialist on scoping and designing technical activities.
-Ensure teams are efficiently implementing activities in line with established good practices, within budget, and on time.

Manage implementation calendars.
-Build the capacity of local partners and implementers on monitoring and evaluation standards and practices.
-Support the development and implementation of monitoring systems through technical capacity building on the full range of performance monitoring topics, which may include indicator development, systems implementation and other requirements specified by USAID policies, as described in ADS 201.
-Support analysis or synthesis of data across partners as needed by the Mission.
-Support capacity development for USAID staff by providing subject matter expertise on M&E topics, includes designing or co-facilitating training content.
-Employ strong collaboration, learning, and adapting (CLA) practices throughout the work, with an understanding of the USAID Program Cycle.
-Engage fully as a member of the project staff team, including participating in staff meetings and other projects events, and providing administrative support.
-Monitor and implement the learning plan of the Platform.
-Perform other tasks as requested.
