Technical Director, Field Strategy Engagement for Sustained Humanitarian Responses & Self-Funded Offices.

Job purpose
The Technical Director for Field Strategy Engagement will serve as a strategic leader and advisor, driving the design, implementation, and continuous improvement of national strategies for Sustained Humanitarian Responses(SHR) Fragile and Self-Funded Offices (SFOs i.e, Country offices that raise and operate on their own funding ) . This role provides high-level guidance to ensure that strategies are not only aligned with Our Promise Phase 3 but are also evidence-driven, child results–focused, and financially sustainable. By leading the development of innovative scorecards, facilitating annual reviews, and embedding data-driven learning, the Director strengthens accountability and impact. The role also champions resource development strategies that diversify and sustain funding, while cultivating a culture of Kaizen, agility, and adaptive management at the field level. Ultimately, the Director ensures that field strategies remain relevant, future-oriented, and positioned to deliver lasting results for children in fragile and humanitarian contexts.


Key responsibilities
Strategic Development and Implementation Leadership
• Lead and guide SHR and SFOs in developing, refreshing, and implementing country strategies aligned with Our Promise Phase 3 and the NEXUS approach.
• Provide high-level strategic advisory support to Field Offices and leadership teams, ensuring strategies are future-oriented, contextually relevant, and evidence-driven.
• Foster adaptive management practices to ensure strategies remain responsive in fragile and humanitarian contexts.
Evidence-Driven Strategy Monitoring and Annual Reviews
• Drive the use of child results and evidence-based insights to set strategic targets, monitor progress, and evaluate outcomes.
• Lead and standardize the Annual Strategy Review (ASR) process to strengthen accountability and adaptive learning.
• Ensure SHR and SFOs leverage data and evidence for continuous course correction and innovation in strategy execution.
Strategy Scorecard Innovation and Monitoring
• Oversee the development and application of innovative scorecards that integrate child well-being outcomes, financial sustainability metrics, and industry benchmarks.
• Ensure SHR and SFOs complete and validate scorecards annually, using them as strategic performance management tools.
• Champion a culture of data-driven decision-making at field and regional levels.

National Resource Development Strategy
• In collaboration with Resource development teams, provide leadership in designing and operationalizing resource development strategies for SFOs to secure diversified and sustainable funding.
• Develop standard guidance and tools that enable national offices to build strong partnerships, unlock new funding opportunities, and reduce reliance on limited sources of funding.
Continuous Improvement and Strategy Execution Culture
• Promote a culture of continuous improvement in strategy execution, embedding Kaizen principles and innovation in SHR and SFO operations.
• Build leadership and staff capacity to sustain high performance and long-term impact in fragile and self-funded contexts.


Knowledge, skill and experience
Required Education, training, license, registration, and/or Certification
• Postgraduate degree (preferred) in strategy, international development, public policy or organizational leadership.
• Kaizen, Agile or Lean certification preferred.

Required Professional Experience
• Minimum of 10 years’ experience in humanitarian and development organizations.
• At least 5 years’ experience in fragile contexts and humanitarian response operations.
• Demonstrated expertise in strategy leadership, development, and implementation at national or regional levels.
• Strong background in evidence-based strategy monitoring, balanced scorecards, and resource mobilization.
• Proven ability to influence senior leaders and facilitate complex strategic processes.
• Experience promoting adaptive management and continuous improvement in organizational settings.

Preferred Experience, Knowledge and/or other Qualifications
• Familiarity with World Vision’s Strategy development guidance and tools, OIOS and DMEAL Framework
• Proven experience in organizational strategy leadership at senior level within humanitarian, development, or multinational organizations.
• Demonstrated success in leading strategy execution in fragile and humanitarian contexts, balancing short-term response with long-term sustainability.
• Strong expertise in balanced scorecard design, performance measurement frameworks, and data-driven decision-making.
• Track record of applying Kaizen, Lean, or Agile methodologies to strengthen organizational effectiveness and embed a culture of continuous improvement.
• Skilled at influencing and engaging senior executives, Boards, and external stakeholders, with high levels of political and cultural sensitivity.
• Broad knowledge of global development trends, including innovative financing models, adaptive programming, and localization agendas.
• Ability to work in complex, cross-cultural environments, building trust and collaboration across diverse teams.

Required Language(s)
• Fluency in English required. Proficiency in French or Spanish are an added advantage.
• Required travel and/or work environment accommodations
• Willingness to travel internationally up to 25%, including to fragile contexts.

Position’s physical requirements
Standard office environment with flexibility for virtual engagement. Must be able to travel to field locations, which may involve physically demanding environments.
