Title: Project Manager
Reporting to: Program Development Manager
Based in: one of Abidjan, Dakar or Ouagadougou.
Budgetary responsibility: Yes

Travel: up to 12 weeks per year.

Job Summary:
The Project Manager is responsible for the success of the project “Expanding FP innovations through private pharmacies in West Africa” funded by the Bill & Melinda Gates Foundation project to change policy to allow pharmacists to provide clinical family planning methods (injectables and implants) in Burkina Faso, Cote d’Ivoire, and Senegal. His/her work includes guiding implementation and managing consultants to ensure objectives are achieved, financial and narrative reporting, and compliance. The role currently will manage the Gates Foundation project of 4.5m USD (ending in 2026) but depending on performance others may be added. S/he contributes to the fulfillment of the DKT FWACA strategy by leading this project in the sub-region.

Responsibilities:
The Project Manager will be directly responsible for the following:
Manage Project/s implemented across the region

1. Coordination and day-to-day oversight of the regional projects, ensuring that the deliverables of the project are well understood by stakeholders, holding project review meetings, chairing steering committee meetings, coordinating work plans, ensuring monitoring frameworks are in place and ensuring lines of accountability are clear; this portfolio currently includes one project but may add others.

2. Lead the monitoring of regional project data performance to ensure project/s are on track against work plans and KPIs. This includes analysis of performance data, using country reporting packs and other program data, and monitoring project deliverables and budgets against commitments made.

3. Maintain good communication between all stakeholders to support a coordinated and timely implementation of the projects.

4. With project coordinators, identify areas of underperformance and coordinate action plans to address any areas of under-delivery in consultation with the Program Development Manager, escalating concerns to the FWACA Director.

5. Represent DKT in donor and other meetings as required, including while on visits to country programs.

6. Support organization and content development for a project baseline, midline, and end-line workshops.

Recruitment and management of external consultants.

7. Draft Terms of Reference, recruit and manage external consultants to conduct workstreams under the project (this includes an Advocacy consultant and Human Centered Design consultants)

8. Regular review of consultant progress against Terms of Reference and action planning to address any underperformance.

9. Support the Research and Evaluation component of the project, led by a third party, to ensure that the research and evaluation produced responds to project objectives.

Contract compliance :
10. Lead on donor contract compliance; lead on contract management including contract amendments, and raise non-compliance issues with the Program Development Manager and FWACA Director.
11. Financial management: Provide guidance to FWACA on regional project financial management and regular review of spending versus actuals ensuring cost recovery against each regional grant. Lead on budget forecasting processes.

12. Lead on the project’s narrative and monitoring reporting, and support the financial reporting. Ensure reports are of high quality including a thorough analysis of results and deliverables and are submitted to donors on time.

13. Files: Maintain up-to-date files - electronic in the grants database and hard copy - of all grant documents including work plans, budgets, reports, and approval documents.

New business development

14. In conjunction with the Program Development Manager and FWACA Director, support the development of new regional business and appropriate donor regional proposals, including writing, reviewing, and editing concept notes, proposals, budgets, and work plans to donor specifications and to a high standard.

Profile :
· University degree in business, marketing, public health, or related fields.
· At least 5 years of experience managing projects, people, and budgets
· MBA, MPH, MD, or another relevant degree (preferable)

Required Skills and Attributes
· Fluent in French (spoken and written);
· Advanced English (spoken and written)
· Demonstrated project management skills; ability to effectively plan and implement, including across multiple diverse stakeholders
· Demonstrated understanding of compliance and regulations for international donor-funded programs
· Strong analytical and strategic thinking skills
· Strong entrepreneurial mindset and "can do" attitude; able to problem-solve and quickly implement solutions.
· Unwavering sense of integrity and honesty
· Strong writing capabilities and highly proficient in MS Office
· Commitment to reproductive health and pro-abortion rights
