Burkina Faso: National Consultant for an Ecovillages Concept Note Development
GGGI Burkina Faso is hiring a National Consultant for an Ecovillages Concept Note Development.
The consultant is required to interact closely with relevant project members and stakeholders on a regular basis.
S/he is expected to work from the GGGI offices on a regular basis during the period of the consultancy.
Any changes in work location (during part of the consultancy) would need to be agreed with GGGI prior to the start of the consultancy.
A non-disclosure agreement of the data and information obtained and reviewed during this assignment may be required.

Introduction
The Global Green Growth Institute (GGGI) is an intergovernmental organization, based in Seoul, founded to support and promote a model of economic growth known as "green growth", which targets key aspects of economic performance such a poverty reduction, job creation, social inclusion, and environmental sustainability.
GGGI works with countries around the world, building their capacity and working collaboratively on green growth policies that can impact the lives of millions.
The organization partners with countries, multilateral institutions, government bodies, and private sector to help build economies that grow strongly and are more efficient and sustainable in the use of natural resources, less carbon intensive, and more resilient to climate change.
GGGI is supporting the Government of Burkina Faso through the National Designated Authority (NDA) for Climate Finance within the Prime Ministry in the implementation of Green climate fund (GCF) Readiness Program.
The Readiness is a funding program to enhance Burkina Faso country ownership and access to the GCF.
The objectives of this Program are threefold:
1) Provision of support to two nominated GCF Direct Access Entities (DAE) namely the Environment Intervention Fund (FIE), and Coris Bank International;
2) Development of climate mitigation and/or adaptation projects pipeline;
3) Engagement with the private sector.
As part of Project Pipeline development, the program seeks to assist the country to prepare 4 project concept Notes for submission to GCF through relevant accredited entities– The Government of Burkina Faso has published several documents which highlight priority sectors and projects in the field of mitigation and adaptation, such as the NDC and the National Adaptation Plan.
In addition, local stakeholders and development partners have drawn on their hands-on experience to generate project ideas that can contribute to reduce greenhouse gas emissions and/or to strengthen the country’s resilience to global warming. However, much work remains to develop these ideas and concepts into projects that public and private sector investors (and donors) would consider bankable. Consultations led by National Designated Authority (NDA) with relevant stakeholders resulted in the identification of 4 project ideas in line with the priorities defined in the GCF country programme for Burkina Faso.
Regarding this outcome, the NDA in collaboration with the GGGI is seeking a national consultant to develop a concept note to be submitted to the GCF.

The Concept Note Development Consultant (CNDC) is a national senior Part-time consultant who will support the development of a concept note on scaling-up ecovillage model in Burkina Faso through enhanced mitigation and adaptation to climate change fostering sustainable development and ensuring inclusive rural development which preserves the local environment in the face of a changing climate.
She/he will report directly to Country Representative and will receive guidance/support from NDA team and GGGI technical experts from national team and at headquarters, including the GGGI GCF Liaison Unit.
Key partners notably BOAD (Banque Ouest Africaine de Développement) as accredited entity and DGEVCC (Direction Générale de l’Economie Verte et des Changements Climatiques) within the Ministry of green economy and climate change as potential executing entity will be part of the guiding team and will provide technical orientations on relevant intervention sectors. The CNDC will be in charge of leading all the stakeholder consultations on the ground, collect relevant information, and writing the concept note in accordance with GGGI’s highest quality control and alignment with GCF investment criteria.

Scope of Work

Working with the NDA, GGGI, BOAD and DGEVCC, the consultant will engage with partners at all stages in the concept note development process by providing technical inputs on climate change adaptation or mitigation to bolster the quality of concept note and ensure alignment with both GCF and GGGI’s strategies and policies.

Develop a concept note under section 4.3.1 of the GCF format based on context analysis, stakeholders’ consultations, and with inputs from the NDA and relevant climate finance, ESS and sector specialists from GGGI, including:
the project/programme description, objectives, indicators and expected results;
impact of the project or programme and alignment to GCF investment criteria; (paradigm/transformational shift potential, sustainable development potential, coherence with the country needs, country ownership, efficiency and effectiveness…);
Implementation arrangements;
Financial elements of the project / programme;
Social, environmental and gender aspects.
Conduct stakeholders’ consultations, leading to a summary of consultations which should include:
Gender aspects according to GCF policies and guidelines on the subject
Environmental and social safeguards elements, following GCF policies.
Support the development of the Theory of Change (TOC), in close coordination with GGGI, the NDA, DGEVCC and other stakeholders.

Qualifications/Experience/Expertise
- Master’s Degree or equivalent in Climate Change, Energy, Environmental science, Rural development, International development, Environmental Economics or other relevant disciplines.
- Preferably 7 years of relevant experience in developing countries with good knowledge of one or more regions where GGGI is active at senior levels (e.g. leading projects).
- At least 7 years of program experience in the development arena of Burkina Faso. S/he is expected to be technically competent in sustainable landscape, energy, transport and other related sectors contributing to ecovillage resilience and adaptation
- Track record of writing successful Concept notes and proposals in a relevant field preferably linked to climate change
- A minimum of 7 years’ professional experience in project/program design and management;
- A clear understanding of Climate Change mitigation and adaptation concepts in relation to Burkina Faso;
- Demonstrate knowledge, better understanding and strong ownership of Burkina Faso priorities, strategies on ecovillage transformation paradigm
- Ability to engage the private sector to become project partners, co-developers, investors, etc.;
- Experience superintending planning and budgeting functions in institutions that have an environmental services focus is desirable.
- Holds managerial responsibilities for program planning, budgeting, reporting and staff coordination.
- Experience in stakeholder engagement and working on inter-institutional programmes.
- International experience working in several countries, including countries where GGGI is present is a plus.
- Experience in providing executive/management support to high-level oversight committees.
- Excellent written and verbal English and French communication skills is a must.
- Ability to lead and work effectively with people from diverse cultural and professional backgrounds.
- Demonstrated experience in programming and proposal development for medium to large scale projects in the field of environment and climate change.
- Previous experience in Burkina Faso. A clear understanding of the GCF modality of financial support would be an asset;
- The capacity to climate change mitigation and adaptation program design against the fiduciary, environmental and social safeguards standards and requirements of the Green Climate Fund (GCF)’

Functional:
- Strong analytical, writing and presentation skills;
- Good background in Burkina Faso’s climate change issues and response strategies and related programme development;
- Excellent stakeholder engagement and communication skills;
- Proven capability to meet deadlines and work under pressure.
- Experience in policy formulation, capacity building and multi-stakeholder engagement
- A strong track record in undertaking research, analyzing country trends and drawing lessons learned
- A solid understanding of climate finance in Burkina Faso
- Highly developed technical and strategic knowledge of planning, policy and strategy, infrastructure services, alternative financing, institutional reforms and governance.
- Excellent organizational and management understanding and demonstrated experience with successful mainstreaming of safeguards, gender, poverty reduction and social inclusion.
- Demonstrated understanding of principles of green climate financing
- Demonstrated experience in managing projects that are supported and/or implemented by both international and local consultants.
- Experience in participating in the development/preparation of pipeline projects.
- Experience in undertaking/leading functional research (e.g. baseline, mid, end evaluations) in Burkina Faso.
- Excellent facilitation and capacity building skills.
