Job description M&E Officer

Shelter for Life International (SFL) is a humanitarian organization with more than 30 years of experience in the international humanitarian field. SFL specializes in infrastructure reconstruction, agricultural development, food security and the application of microcredit. SFL plans to implement eight (8) years program in Senegal, Gambia and Guinea-Bissau to develop and improve the value chain linkages needed to support an integrated regional cashew nut trade network. The proposed program will consider these links in four program components: (1) market infrastructure, (2) financial services, (3) market access and connections and (4) good agricultural practices. The program "Linking infrastructure, finance and cashew nut farms" will create sustainable trade infrastructure, improve access to financial services, organize and train small farmers to increase their production and negotiating capacity and strengthen the capacity of local processors to add value to nuts in the cashew production area in West Africa.

I. PROFILE:
The M&E Officer assists the Monitoring & Evaluation Manager and his team in high quality monitoring and evaluation activities (qualitative and quantitative) within the LIFFT-CASHEW Project (Senegal-Gambia-Guinea-Bissau "SeGaBi", particularly in Senegal).

II. DUTIES AND RESPONSIBILITIES:
2.1 Project Implementation

• Support the Monitoring & Evaluation department in achieving high quality qualitative and quantitative impact assessment of the project;
• Assist in the implementation of the M&E plan and the collection of data in the field for the various surveys planned (survey of cashew nut producers, business survey, etc.);
• Monitor project activities and indicators targets and progress;
• Collaborate closely and exchange regularly with the M&E Officers based in Gambia and Guinea-Bissau;
• Provide and use the information system for surveillance and monitoring-evaluation: collection, entry, clearance, analysis and processing, data management and protection;
• Support the project's technical team in Senegal in training, data collection and processing;
• Support the project in all other activities that contribute to the achievement of its objectives 2.2

Technical Expertise:
• Ability to draw up various reports and survey questionnaires using specific software (TaroWorks on tablet, Activity Info or similar);
• Experience in planning and coordination of surveys (including training and management of the field enumerator team);
• Good knowledge of monitoring and evaluation tools and performance analysis;
• Knowledge of statistics and experience in using statistical software packages for data set analysis (e. g. Excel, SPSS);
• Strong analytical skills with the ability to collect, organize, analyze and disseminate significant amounts of information with attention to detail and accuracy;
• Thorough knowledge of computer tools and software for data collection and processing and data management/relational database management (such as TaroWorks, Activity Info).
• Excellent skills in quality control of study and research data;
• Strong report writing and results presentation skills, especially in English; French is Mandatory
2.3 Capacity Building
• Organize and coordinate capacity building trainings for enumerators and observers (qualitative and quantitative approaches)
• Assist in the monthly and quarterly production of an alert system or report on the level of achievement of indicators
• Participate in production of success stories (providing information and right numbers)
2.4 Learning, Knowledge Management and Results Dissemination
• Ensure data collection and reporting in coordination with the components team.
• Develop case studies and success stories from project activities: conduct further data collection (qualitative and quantitative)
• Conduct other duties as may be assigned by the M&E Manager

III. SELECTION CRITERIA:
3.1 Education and qualifications

• University degree in Monitoring Evaluation, Social Sciences, Project Management, Statistics, Agro economics, or any other diploma equivalent to at least BAC +3;
3.2 Experience
• At least 2 years of professional experience in results-based monitoring evaluation and Learning;
• At least 2 years' professional experience in managing humanitarian projects, preferably with non-profit organizations;
• Experience in field work and good knowledge of the project's intervention areas with a high degree of adaptability to the working environment;
• Experience in Geographic Information Systems, Database Management, Data Geolocation. 3.3

Skills
• Strong communication, interpersonal, community level facilitation and coordination skills;
• Computer literacy, good record keeping and report writing;
• Good physical and mental health;
• Strong teamwork skills and the ability to work in a multi partner initiatives;
• Willingness to work in rural/marginal areas, ability to work with minimum supervision;
• Fluency in French(English) language is mandatory; knowledge of English language would be a strong; asset, , Knowledge of local languages is advantage.

 IV. CONTRACT:
• The initial contract will be for one (01) year with a probation period of three months and will be renewable depending on the candidate's performance.
• The position will be based in Ziguinchor in the regional office of Senegal. The employee will cover accommodation.
