GGGI Burkina Faso is looking for a consultant.
This is a deliverable-based consultancy position that will provide technical support to the Government of Burkina Faso in revising the country’s nationally determined contributions (NDC), including raising its ambition as part of the Paris Agreement’s NDC update process, by providing guidance on the tools and knowledge needed to prepare the NDC.
In coordination with the GGGI HQ staff, the position will support the costs and benefits analysis in the transports sector.
He will closely work with key actors of the transport sector to increase their understanding, involvement, and ownership in the CBA process.
This will include meetings and consultation with technical staff as well related implementing partners.
This process will help to elaborate a proposed costs and benefits analysis that will be shared with the sector.
The consultant is required to interact closely with relevant project members and stakeholders on a regular basis.
A non-disclosure agreement of the data and information obtained and reviewed during this assignment may be required.

Background
The Global Green Growth Institute (GGGI) is an intergovernmental organization, based in Seoul, founded to support and promote a model of economic growth known as "green growth", which targets key aspects of economic performance such a poverty reduction, job creation, social inclusion, and environmental sustainability.
GGGI works with countries around the world, building their capacity and working collaboratively on green growth policies that can impact the lives of millions.
The organization partners with countries, multilateral institutions, government bodies, and private sector to help build economies that grow strongly and are more efficient and sustainable in the use of natural resources, less carbon intensive, and more resilient to climate change.

The Government of Burkina Faso ratified the Paris Agreement on 11 November 2016, and it entered into force on 11 December 2016.
As part of its climate actions outlined in its nationally determined contributions (NDC), the country is increasingly aware that it is essential to integrate green growth approaches within its economic growth strategies.

Objectives/Purpose of the Assignment
Under the guidance of the GGGI Burkina Faso’s Country Representative in Ouagadougou and the Senior Consultant, and in consultation with the Ministry of Environment (Secretariat Permanent du Conseil National pour le Développement Durable - SP/CNDD) and the Ministry of Transportation, Urban Mobility and Highway Safety, the Consultant for the reinforcement of the Transports Sector's involvement & ownership, will support the Senior Consultant to analyze the costs and benefits of the actions selected, in the transports sector.

Support the consultation process with meeting with Key stakeholders:
(i) meetings with involved partners (SNV, UNDP, etc), SP/CNDD and Transports sector and,
(ii) participation in the coordination meetings,
Based on the selected actions, he will contribute to the identification of best practices of economic interest with a sustainable impact in terms of GHG mitigation in the transports sector,
Facilitate the Transports actors’ involvement & ownership in the CBA process
Contribute to propose recommendations on cost effective best practices for scale-up and report finalization

Scope of Work
Participate to the meetings with involved partners (SNV, UNDP, ….), SP/CNDD and involved sector,
Participate to the Coordination meetings,
Facilitate the data collection for the CBA,
Contribute to the draft of a report on the cost and benefit analysis,
Mobilize theTransports Sector actors for the CBA success,
Contribute to organize workshop to validate the report,
Contribute to finalize the report.

Output/Reporting Requirements/Deliverables
The Cost and Benefit Analysis Associate Consultant will report to the GGGI Project Officer.
He/she is expected to contribute to deliver the following outputs per identified timeline and payment schedule below:

All reports must be in French, prepared in accordance with GGGI’s formatting requirements, and submitted in electronic formats along with complete sets of raw data, research materials, and related information.
An executive summary in English should be included.

Qualifications/Experience/Expertise
Master’s degree in economics, Econometric, Statistic, Social Sciences or Macroeconomics, with excellent credentials in transports economics.
5+ Relevant experience in at least one other related theme covering: climate change, sustainable transport, E-mobility, etc.
Strong experience in participatory processes,
Exceptional skills in building productive working relationships with colleagues and stakeholders,
Excellent computer skills using Microsoft Office (Word, Excel, and Power Point), Database, Statistics collection and analysis tools, etc., and internet use,
Experience in working with governments and non-government organizations,
Ability to write reports,
Ability to work independently,
Excellent written and spoken communications skills in French and good English written and spoken communications skills are required.

Additional Information

Contract duration: December 2020 - January 2021 (approx. 40 work days)
Contract value: up to USD 8,000 (dependent on candidate's credentials)
