Background

West African countries are facing an ever growing and adaptive terrorist threat.
In response, numerous regional, cross-border and national initiatives have been launched.
Despite these critical efforts, terrorist groups such as Al Qaida, Boko Haram and ISIL/Da’esh have consolidated their ideological influence, criminal activities and territorial presence in parts of West Africa. Moreover, violent extremism and terrorism are on the rise.
The resulting transnational threats are amongst the prime sources of conflict and instability in the region.
Through its interdependent ties with transnational organised crime, terrorism is also a source of displacement and migration, which it uses for criminal gain.

The GCTF Capacity-Building in the West Africa Region Working Group (WAWG) Co-Chairs - Algeria and Germany as Co-Chair and in close collaboration with the UNODC, will continue the valuable work of the previous Co-Chairs, Canada and Algeria.
In the context of this alliance, the UNODC will continue to support the implementation of the UN Global Counter-Terrorism Strategy and relevant UN Security Council resolutions, thereby also contributing to achieving the goals outlined in the United Nations Agenda 2030.
Moreover, the Office, will oversight the implementation of GCTF’s identified good practices in cooperation with all relevant stakeholders in the West Africa region.

In this regard and through the TPB section of the UNODC Regional Office for West and Central Africa, the Office is seeking to assist the GCTF Capacity-Building in the West Africa Region Working Group (WAWG) by achieving:

(i) The organisation of the GCTF’s Regional Meetings
(ii) Focal point role with the partners of the GCTF’s, ECOWAS Secretariat, Member States, stakeholders, Headquarter, Regional Office in Senegal on the follow up decisions and actions;
(iii) Delivery of strategic papers (e.g. concept notes, letters, reports, talking points, briefing notes, presentations, etc)
(iv) Management of all aspects related to the implementation of the project.

Duties and Responsibilities
The purpose of this consultancy is to contribute to the implementation of the workplan of 2021 of this regional project and to assist the programme officer in TPB ROSEN in the preparation, implementation, and reporting of its activities (national and regional plenaries) planned for 2021 in different ECOWAS countries.
The consultant will work under the direct supervision of the programme officer and under the overall supervision of the regional coordinator for TPB ROSEN.

Within the framework of this assignment, the consultant will be required to deliver the following outputs:
(1) Support the organization of all aspects of the GCTF WAWG Regional meetings to be held during 2021, as well as the capacity building events hosted at national level with GCTF WAWG countries;
(2) Liaise with the various partners of GFTC at national, regional, and international level; Identifying potential donors;
(3) Monitor and support follow up to the meetings foreseen in 2021;
(4) Provide substantive management related to the project implementation (e.g. draft of material documents, of workplan, drafting fundraising concept notes, budget forecast, monitoring and evaluation, donor reporting, work plan etc.) as well as identify related challenges and provide possible solutions;
(5) Liaise with the substantive section in ROSEN and HQ;
(6) Represent the Organization with partners and donors when requested.

At the end of the contract, as determined by specific assignments, the Consultant will have:
(1) Successfully supported the organisation the GCTF’s foreseen meetings;
(2) Provided proper follow up pertaining to the meetings with internal and external counterparts;
(3) The hiring process of experts is finalized; The team is on board to start implementing foreseen activities.
(4) Organized the priority activities (e.g. experts meeting for workplans validations, consultations with regional and national beneficiary authorities, ECOWAS, UN specialized bodies and specialized partners, etc.)
(5) Set up the first range of activities identified for their implementation
(6) As a Secretariat to the GCTF’s delivered substantive requested contributions (e.g. reports, contributions, briefing notes, etc.)
(7) Provided proper management related to the organization of the project’s events or activities (budget, administration, logistics, etc.)

Deliverable A
1. Liaise with Senegalese counterparts to organize a consultative meeting with UNODC to discuss and consult on the counter terrorism needs
2. Communicate with Togolese counterparts regarding the GCTF workplan activities on CIPLEV and capacity building activities for 2021
3. Other relevant tasks that would be requested.

Support the implementation of the West Africa Working Group plenary session on countering violent extremism (CVE) 4.
Continue facilitating the communication and dialogue with the national counterparts and international partners in the region regarding the management of the program and implementation of activities

Deliverable B
1. Support the preparation for and implementation of activities related to CIPLEV Members in installing local committees in Kara, Plateaux, Maritime regions with the aim to collect data and raise awareness on violent extremism
2. Conduct communication and coordination with Togolese counterparts and UNDP and other relevant actors regarding the progress made as well as future steps related the drafting of the CVE national strategy

1. Support the preparation for and implementation of three -day training for Togo investigators and law enforcement officers on investigating the use of the Internet for terrorist and FTF recruitment

Payments will be made upon satisfactory completion and/or submission of outputs/deliverables.

All the outputs should meet the satisfaction of the TPB/Rosen Chief of Section, the TPB Section for Africa as well as the UNODC ROSEN Deputy Regional Director, according to the following criteria:

- Quality of the outputs submitted
- Technical competence
- Timeliness of the delivery

Required Skills and Experience

Academic requirements

University Degree (Bachelor’s degree or equivalent education) in communication, public relations, Business Administration, law, international relations, security studies or similar academic discipline or another related field
Experiences

At least 10 years of relevant professional experience, including at least 10 years in the field of implementation of programmes related to Rule of Law, relationships with Member States, regional and international organisations in West and Central Africa, UN System, donors or others external partners;
Experience in managing and monitoring the implementation of regional projects in Africa in partnership with regional institutions is an asset;
Work experience in organizing high level meeting or conferences is an asset;
Proven experience in the field of fundraising pertaining to rule of law projects, relationship with donors, expertise in drafting proposals and ensuring the follow up;
Work experience in a United Nations field mission and knowledge of UN procedures is an asset;

Languages
English and French are the working languages of the United UN Secretariat. For this position, fluency in French and English with proven drafting and communication skills is required; knowledge of Arabic is an asset

Criteria for selection
University Degree (Bachelor’s degree or equivalent education) in communication, public relations, Business Administration, law, international relations, security studies or similar academic discipline or another related field. 15%
