Org. Setting and Reporting
This position is located in Dakar, in the Office of the Special Coordinator for Development in the Sahel.
The Office of the Special Coordinator for Development in the Sahel will support the implementation of Security Council Resolution 2391 (2017) and the ECOSOC resolution 2020/2 (2020), which called for strengthening collective and integrated engagement across the Sahel region.
The incumbent will report to the Special Coordinator.

Responsibilities
Within the limits of delegated authority, the Special Assistant will be responsible for performing the following duties:

Coordination and Facilitation
• Provide substantive and practical support to the USG in implementing the Office mandate; Keep the USG informed on all matters requiring his/her personal attention, assist in formulating options as to how those matters might be handled, and ensure appropriate follow-up, as directed.
• Organize and manage the USG's meetings and events, prepare written summaries and conduct follow-up activities, as appropriate; Coordinate/draft correspondence for the USG's signature.
• Develop and maintain collaborative relationships with the members of the Office, including the Sahel Investment Support Mechanism (SISM), the authorities, the broader UN family, donors and other national and international partners on coordination and policy matters;
•Organize and manage official visits of the USG and the substantive aspects of his meetings; prepare mission reports and follow up activities as required; Accompany the Special Coordinator in his missions and official visits;

Analysis, Advice and Reporting
• Identify, analyze and monitor emerging issues with respect to the implementation of the mandate of the Office;
• Assess implications of strategies and make recommendations on possible policies, and other measures to address issues of concern and to advance mandated objectives;
• Coordinate/draft summary and analytical reports, including, but not limited to, situation reports, briefing notes, notes to file, and input for the reports of the Secretary-General to the ECOSOC and the Security Council.

Management
• Assist in formulating and managing the implementation of the Office programme of work, including through support to planning and budgetary processes.
• Assist in the selection of new staff.
• Perform other relevant duties as requested by the USG.

Ability to work under pressure, and to live comfortably with change; Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning.

CLIENT ORIENTATION: Considers all those to whom services are provided to be "clients" and seeks to see things from clients' point of view; Establishes and maintains productive partnerships with clients by gaining their trust and respect; Identifies clients' needs and matches them to appropriate solutions; Monitors ongoing developments inside and outside the clients' environment to keep informed and anticipate problems; Keeps clients informed of progress or setbacks in projects; Meets timeline for delivery of products or services to clients.

Education
Advanced university degree (Master's degree or equivalent) in political science, economics, law, public administration, international relations or a related field.
A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of seven years of progressively responsible experience in political affairs, sustainable development, peace and security, diplomacy, conflict resolution, humanitarian or related field is required.
Experience in partnership development, development stakeholder engagement, facilitation, analysis, advice and reporting is required.
Previous experience working in the office of a senior public official and/or as a Special Assistant (or similar) to a senior public official is desirable.

Languages
English and French are the working languages of the UN Secretariat; for this position, fluency in English and French is required. Knowledge of another UN official language is desirable.

Assessment
Evaluation of qualified candidates may include an assessment exercise, which may be followed by competency-based interview.

Special Notice
This job opening is being advertised for advance planning purposes pending formal approval of the relevant funding and staffing structures.
An appointment may be terminated, or post level adjusted in accordance with the Staff Rules for such reasons as abolition of post or reduction of staff or committee funding approvals, for example in the event that the funding for the post is not approved or the mandate of the mission is not extended.
