IFAD recruits a Remittances and Inclusive Digital Finance (RIDF) Officer

Organizational context
This is a co-terminus position fully financed with supplementary fund. Contract renewal depends on the fund availability and/or duration of the project. There is no expectation of renewal or conversion into another kind of contract.
The International Fund for Agricultural Development (IFAD) is an international financial institution and a specialized United Nations agency dedicated to eradicating rural poverty and hunger.
It does so by investing in rural people. IFAD finances programmes and projects that increase agricultural productivity and raise rural incomes, and advocates at the local, national and international level for policies that contribute to rural transformation.


Post’s organizational accountability
The Strategy and Knowledge Department (SKD) provides expert guidance on IFAD’s strategic direction, thematic priorities and on the technical quality of IFAD’s operations.
SKD plays a critical role for operational teams, enhancing development effectiveness and generating and disseminating IFAD’s knowledge and evidence-based best practices.
SKD works on strategic themes that encourage the mainstreaming of innovation and cutting-edge global expertise into IFAD investments. Support to IFAD´s country portfolios requires the tackling of complex development challenges confronting inclusive and sustainable rural transformation.
SKD is composed of the
(i) Environment, Climate, Gender and Social Inclusion Division (ECG); the
(ii) Sustainable Production, Markets and Institutions Division (PMI); and the
(iii) Research and Impact Assessment Division (RIA).
Hosted under the PMI division, the Financing Facility for Remittances (FFR) is a multi-donor/stakeholder facility aimed at maximizing the development impact of migrants’ financial contributions and at enabling poor rural households to advance on the road to financial independence.
Financed through supplementary funds, the FFR mobilizes and manages these funds to deliver its plan of work in accordance with its donors and IFAD’s strategic framework.
Since 2007, this US$65 million facility, with a portfolio of over 60 projects implemented in over 50 countries fosters innovations in the remittances and diaspora impact investment markets
In 2019, IFAD’s FFR and the EU launched the Platform for Remittances, Investment and Migrants’ Entrepreneurship in Africa (PRIME Africa). The initiative aims to reduce inequality and enhance financial inclusion in Africa through the reduction of remittance costs and the maximization of their impact.
The specific objectives of PRIME Africa are to
(i) to contribute to the reduced the cost of remittances transferred within and to Africa, mainly from Europe, and
(ii) to maximize their impact for sustainable development, in line with commitments on remittances included in the Joint Valletta Action Plan (JVAP).
In the PRIME Africa programme, Remittances and Inclusive Digital Finance Officers (RIDFO), based in IFAD hubs in Africa will supervise all activities of the proposed program at field level in their respective region.
They will frequently travel to PRIME-priority countries under their supervision and may require to support other countries outside their portfolio.
The Remittances and Inclusive Digital Finance officer (RIDFO) Senegal will work under the overall strategic, policy and management guidance, and supervision of the Lead Global Technical Specialist and FFR Manager.
As an integral member of delivery teams, s/he will work collaboratively with other regionally mapped RIDF officers in other hubs, with FFR’s Senior Technical Specialists, the IFAD Country directors (CDs) and other IFAD staff.

This is to ensure consistency, cohesion and synergy in the application of technical support and provision of programme development support.
• Operational support
The RIDFO will contribute to the planning and implementation of the FFR strategy and operations on PRIME programme in the region where S/he is mapped. The RIDFO will help develop the PRIME country strategic action plans and support their implementation by coordinating day-to-day activities with programme partners in the countries under direct supervision.
• Regional and global advocacy
The RIDFO will support the FFR in its operations and policy engagement within the scope of the assignment and will collaborate with key partners and stakeholders in the countries under direct supervision.
• Knowledge Management and dissemination
The RIDFO will also support the knowledge management, communication and awareness campaign at regional level to expand partnerships and create new ones. S/He will also serve as a PMI resource person for IFAD’s regional divisions on the specific thematic areas of remittances and development.

Key results expected / Major functional activities

Operations
The RIDFO supports the FFR team in the planning and implementation of the PRIME Africa programme at the country-level, supporting the design and monitoring the implementation of remittance country strategic action plans, and partnership development in the pre-assigned countries .

Operational accountabilities may include:
• Support remittance country action plans development and implementation
• Identify key PRIME stakeholders and organize meetings and workshops in designated country portfolios;
• Provide technical expertise in the formulation of PRIME country strategic action plans in accordance with existing FFR guidelines and technical opportunities;
• Provide technical expertise to develop a pipeline for remittance projects in select countries. Remittance projects may include products and services that would lead to reduction in remittance transfer costs and linking remittances to broader financial inclusion plans in each country;
• Undertake project missions as needed.

Remittance market policies and regulations
• Deepen the engagement with governments, policymakers, regulators, and key stakeholders in the remittance ecosystem to advance IFAD/FFR advocacy efforts and policy agenda related to selected country remittance strategy;
• Serve as the IFAD focal point in the HUB in local working groups on emittances and provide inputs for a conducive policy and regulatory environment that leads to reduced remittance costs, enhanced regulatory frameworks, and higher uptake of remittance-linked financial products;
• Facilitate proper alignment of PRIME activities and resources with IFAD corporate priorities and collaborates with FFR stakeholders;
• Review proposals for small and large grants, and loans related with opportunities for mainstreaming PRIME objectives on remittances and financial inclusion in IFAD’ s corporate portfolio, as required;
• Provide technical, analytical inputs to IFAD country strategic opportunity papers (COSOPs), project designs as well as to other policy documents related to remittances, migration and development, where relevant and requested.

Partnership Building
The RIDFO establishes and maintains a network of peer contacts inside and outside IFAD, and will :
(I) keep up-to-date on activities at the country and regional levels, and
(ii) to support joint advocacy and knowledge sharing. Responsibilities may include:
• Support for a community of practice in the field of remittances with all relevant stakeholders from the public and private sector as well as the civil society, including industry associations and other development partners;
• Build partnerships with technical organizations, NGOs, and specialized departments of other development agencies as potential operational and strategic partners at regional and country levels to coordinate implementation of the remittance agenda at country level;
• Strengthen FFR’s representation and communication in technical issues (including representing IFAD at national or regional or inter-agency meetings, seminars and conferences fora);
• Undertake meetings and discussions with stakeholders and partners to strengthen delivery of PRIME country remittance strategy;
• Coordinate and maintain national stakeholder platform on all the countries assigned to the RIDFO;
• Support the FFR Secretariat with content development for executive presentations and reports in order to communicate and achieve buy-in for policy and regulatory recommendations in the remittance sector.

Knowledge Management
The RIDFO enhances the development of viable and sustainable policy and project development at the country-level and supports the FFR input through seasoned technical knowledge sharing on remittance-related issues.
S/He will ensure country-level access to the latest sources of knowledge and innovation, strengthen national technical capacity and establish new knowledge and advisory partnerships in this field. Accountabilities may include:
• Coordinate the sharing of knowledge and experiences generated through activities such as analytical studies and grants with colleagues in the FFR, the relevant IFAD hub, as well as the division;
• Ensure the visibility of FFR and IFAD, and actively participate in regional policy discussions and seminars;
• Conduct relevant knowledge development and dissemination with institutions outside of IFAD within the region concerned and national institutions, disseminating knowledge and lessons learned with peers, counterparts and stakeholders through drafting of Occasional Papers, journal articles, seminars and workshops, through electronic media (e.g. web resource platforms and social media) and the development of new knowledge products and operational tools that are informed by learning from the field;
• Support the FFR KM team in extracting lessons learned and drafting dissemination products on projects in-country assigned to the RIDFO;
• Work closely with FFR Secretariat to ensure that policy advocacy and outreach is strongly grounded in the experience and insights of the projects that the FFR supports.

Monitoring, Evaluation and Reporting
The RIDFO contributes to managing the monitoring, evaluation and reporting of technical activities and components of projects in order to enhance country level programme and funding decisions based on accurate technical data. Accountabilities may include:
• Continuous supervision of PRIME projects as per action plans: (i) maintain updated status of project deliverables; (ii) review periodical progress reports submitted by project implementors; (iii) recommend timely actions from FFR leading to successful project completion; (iv) identify best practices for KM specialist to further assess and compile; (v) review final project reports and assess the level of achievement of outputs and outcomes;
• Provide technical expertise to develop monitoring and evaluation criteria for technical components of projects;
• Implement performance monitoring systems and new approaches to performance monitoring;
• Prepare analytical findings and reports for FFR and country-level decision making on project viability and sustainability;
• Liaise with PRIME partners for the collection and review of ad-hoc operational and financial reports, cross-checking and supporting documentation of all final data for annual narrative and financial reports to be submitted to donors.

Impact of Key results / Key performance indicators
Assignments require the provision of seasoned technical expertise and input for the full programme cycle.
The work goes beyond technical analysis and synthesis to include substantive inputs to project design.
Other requirements include knowledge sharing among peers and counterparts to enhance cooperation, complementarity and synergy and monitoring and evaluation to measure and report on lessons learned and best practices.
The work is considered moderately complex requiring in-depth technical analysis and reporting.
As a technical specialist at the country or regional levels, the RIDFO’s work may be reviewed for technical accuracy.
The Officer is accountable for quality, substantive input and ability to project a competent and trusted image of the Fund to partners within IFAD and outside.

Representation / Work relationships
The work relationships of the RIDFO involve the exchange of information regarding development projects.
Information-gathering and the support of studies and thematic assignments.
Other relationship will involve identifying reliable sources and obtaining information on national and sub-regional remittance markets, as well as a conveying methodologies and operational experience to inform implementation of activities undertaken on behalf of the FFR.
S/He seeks to inform and build partnerships, within the guidelines set by the supervisor.
Work relationships are established and maintained with counterparts both inside and outside IFAD.
Exchange of information typically requires proactivity to clearly establish the policy, positions or practices of IFAD.
S/He functions as a collaborative partner within IFAD to enhance partnership development, knowledge management, and Financing FFR operations.

Minimum recruitment qualifications

Education:
Advanced university degree from an accredited institution in the field of specialization, e.g. migration, finance, international relations, international development, political sciences, economics or related field.

Experience:
• At least 5 years increasing responsibility and experience in development initiatives in the field in remittances, digital payments, rural finance, financial inclusion and development related issues. At least two years of specific hands-on experience in remittances and or digital finance is mandatory.
Experience in fieldwork and international policy frameworks related to global environment, and rural development is highly desirable.

Language requirements:
Excellent written and verbal communication skills in French and English. Working knowledge of Portuguese is an asset.

Other information
Applicants should note that IFAD staff members are international civil servants subject to the authority of the President of IFAD.
In accordance with IFAD’s Human Resources Policy, staff members are subject to the authority of the President who can decide to assign them to any of the activities of the Fund.
