GENERAL CONTEXT
Médecins Sans Frontières is an international independent medical-humanitarian organization which offers assistance to populations in distress, to victims of natural or man-made disasters and to victims of armed conflict, without discrimination and irrespective of race, religion, creed or political affiliation. MSF is a civil society initiative that brings together individuals committed to the assistance of other human beings in crisis. As such MSF is by choice an association.
Each individual working with MSF does it out of conviction and is ready to uphold the values and principles of MSF.
The MSF movement is built around five operational directorates supported by MSF’s 24 sections, 24 associations and other offices together worldwide. MSF OCBA is one of those directorates. The operations are implemented by field teams and the mission coordination teams; together with the organizational units based in Barcelona, Athens and decentralized in Nairobi, Dakar and Amman. The field operations are guided and supported by 5 Operational Cells, the Emergency Unit
and other departments supporting operations

The OCBA Operational Cell 2 (Sahel - West Africa) current portfolio includes the missions in Mali, Niger, Nigeria.
The operational plan is to provide lifesaving and comprehensive care for victims of violence on acute and protracted conflict as well as migration, emphasizing high quality interventions and the safety, dignity and protection of patients and populations. We will continue improving timely and appropriate emergency response in conflicts, to outbreaks and to acute nutritional crises.


GENERAL OBJECTIVE
Contribute to the analysis and positioning of the humanitarian crises in the frame of Operational Cell 2 interventions with emphasis on issues related to humanitarian space, patterns of violence and displacement and protection of the population at project level.
Provide technical support to MSF staff for the identification, anticipation, mitigation and response to protection concerns, both at the individual level and at population dimensions.

This position covers all countries/interventions within CO2. This person will be part of the coordination teams of each mission (MCT) and will work in close coordination with the HOM, Medco, FCs and PMRs, and Field communication manager/officer especially.

PLACEMENT WITHIN THE ORGANISATION
This position will be hierarchically under the Head of CO2.

REPONSIBILITIES AND MAIN FUNCTIONS
1. Contribute to the understanding and analysis of the humanitarian crisis and give support to the field to develop strategies and tools for advocacy on main specific topics identified with missions.
Specifically looking at:
• The main drivers of the crisis, the consequences on the population and the level
of humanitarian response
• The challenges to humanitarian space and to an effective humanitarian response
• Reduction of humanitarian space, access to population, IHL and humanitarian principles respect.
• Environmental and contextual issues challenging effective and comprehensive humanitarian response.
• Political and contextual elements and its consequences of needs to migrants in the region/Sahel
• The issues that require MSF positioning and advocacy at local, national or international level, and advise how they might be framed, evidenced and implemented.
• Potential MSF positioning in relation to the key identified issues

2. Support teams on mainstreaming protection into program with a focus on identification and mitigation contributing to the improvement of humanitarian space and of the safety and security of the population (scope defined in OCBA’s Protection Policy)
• Ensure that violence and displacement issues are adequately monitored, and risks identified
• Discuss with the operational line about potential mitigation measures for identified protection risks (which might potentially influence program design and implementation).
• Give support towards the management of specific cases of Protection
• Contribute to an effective approach of community participation, outreach and Mobilization
• Support adapted ‘good practice’ guidelines on the identification, monitoring, mitigation and management of protection concerns within the operational portfolio.

3. Contribute to networking with other actors involved in responding to access and protection concerns within humanitarian crises.
• Map key actors involved with protection in each context
• Identify and assess existing coordination mechanisms for protection and victims of violence or other related area.
• Give support to projects to conduct meetings with relevant stakeholders (UN agencies, government representatives of relevant sectors, international and local NGOs, and community-based organizations providing protection services) and assess options for collaboration
• Regional networking with humanitarian and protection actors, relevant stakeholders and civil societies.

4. Contribute to the building of capacities of the national HAO and protection teams at missions/projects
• Identification of needs
• Organization of training sessions and coaching
• Play the role of interface with learning unit and/or others internal mechanisms for training and staff development
DATA COLLECTION – ANALYSIS

• Review current tools, implementation of new tools and training on the use of
these tools
• Compare program data collection tools and identify potential gaps in documenting violence and protection issues (medical data, WER, community health worker data bases, and other tools)
• Support the implementation of data collection systems with regards to the mission context (focus on national level with potential regional/global repercussions, and local developments in project locations), and medical- humanitarian issues, in order to provide reliable information for operational and strategic decision-making.
• Propose improvements in the methodologies and tools used, and provide trainings to field teams as required
• Undertake actor mapping and stakeholders’ analysis on behalf of projects and mission, while providing guidance / support to PCs for the management of relations with local authorities

SELECTION CRITERIA
Education
• Academic background at Masters’ level (in anthropology/social/political sciences, law, gender studies, protection) with first-rate writing skills and excellent research / analytical skills

Experience
• Field humanitarian experience in contexts of conflict, displacement, resource-poor environments. MSF experience highly desirable
• Good understanding of current humanitarian debates and of the dilemma/compromise nature of modern humanitarian interventions.

Languages:
• English and French mandatory.

Knowledge Essential computer literacy (database design/analysis, MS package, and internet-based research)

POST CONDITIONS
• Position based in the MSF Dakar, Senegal with expected travel to the Field/missions.
• Minimum commitment with the post of 3 years.
