Background
DRC has been operating in West Africa since 1998. The DRC West Africa Regional Office (hereafter: WARO) is based in Dakar, Senegal, and covers six countries outside of Senegal.
Led by the Regional Director, the DRC WARO oversees, supports and provides strategic directions for DRC’s Country Offices within the region, which currently includes Mali, Burkina Faso, the Niger, Nigeria, Cameroon and the Central African Republic.

Purpose :
DRC West Africa Regional Office is looking for an experienced Economic Recovery (EcRec) / CVA Specialist who will provide targeted and high-quality strategic guidance, technical support and capacity strengthening to DRC WA’s economic recovery portfolio, especially on use of market systems programming (MSP), including Cash and Voucher Assistance (CVA), in support of basic needs response and livelihood development and in supporting self-reliance and resilience programming (among which the Graduation Approach).
Core priorities inherent to the role are ensuring DRC minimum programme standards are achieved, along with an expectation to promote and reinforce DRC WA’s leadership and expertise in early recovery, self-reliance building and the pursuit of durable solutions for conflict- and displacement-affected populations.
The WA Economic Recovery Specialist reports to the Regional Head of Program and works in close collaboration with the Regional Economic Recovery Coordinator and other members of the regional program team. The WA Regional Office covers the following country operations: Burkina Faso, Niger, Mali, Nigeria, Cameroon, Central African Republic and develop and support regional /multi-countries ambitious programs in Central Sahel.

Duties and responsibilities :
In particular, you will have the following responsibilities

Strategy
• Contribute to the implementation of the strategic Economic Recovery Strategy in WA through the development of new guidance and tools.
• Assist country operations on Economic Recovery development and associated resource mobilisation. This includes providing technical review of relevant proposals and reports and support to sector-specific donor communications if need be.
• Collaborate with other sector coordinators (e.g. Protection, Armed Violence Reduction, etc.) at regional and country levels to explore options for integrated programming.
• Support the Digital CVA transition in WA through the development of technical tools on CVA and pilot the roll out of new partnerships with Financial Service Providers to scale up CVA in all sectors.

Technical Support
• Support emergency and EcRec country teams on assessment, design, set-up, implementation, monitoring, learning and reporting of higher quality, timelier and more accountable needs, preferences and market-based economic recovery programming on behalf of IDPs or refugees, and their host communities.
• Specific areas of focus:
• Support uptake/better use of targeted market assessment and analysis in support of market systems programming across DRC’s Response Framework, including via the mainstreaming of the Minimum Economic Recovery Standards (MERS).
• Modality selection: contribute to modality due diligence processes to support the selection of appropriate and relevant assistance modalities (cash, vouchers, or in-kind – alone, or in combination with other assistance modalities such as service provision or infrastructure) by country operations. Help identifying technical and/or programmatic gaps and provide training, mentoring and capacity building as required.
• Contribute to technical support in multi-purpose cash programmes, use of sectoral CVA, financial inclusion, livelihoods protection, restoration, and development.
• Quality assurance: follow up on the implementation of DRC’s minimum standards for Economic Recovery programming and support the rolling out of and training in core programme tools, guidance and standard operating procedures (SOPs) as required.
• Monitoring and evaluation: in close collaboration with MEAL and EcRec teams, support outcome monitoring to measure programme quality, and evaluate impact, cost-effectiveness, and relevance.
• Participation and accountability: support DRC operations to increase the participation of and their accountability to populations of concern.

Operational
• Assure compliance with DRC standards and procedures, and alignment with global and regional strategies, including through regular coordination with colleagues in support services at Regional levels.
• Support organisational preparedness for market systems programming (including CVA and uptake of digital payments in country operations). Support the management of the CVA digital platforms to ensure the highest level of compliance and programme efficiency.
• Complete country visits to deliver technical oversight, identify needs, provide support, trouble shoot, strengthen capacity, and ensure quality programming.
In addition to the above, the Regional Economic Recovery Specialist may be asked to carry out other duties requested by the Regional Head of Programme and the Regional Economic Recovery Coordinator.


Required qualifications :
Professional technical experience evidencing and demonstrating ability to deliver against the above-mentioned responsibilities:
• Minimum 5 years international field experience with international humanitarian and/or development organisations, and demonstrable experience working on economic recovery programming in contexts of forced displacement.
• Strong knowledge of Cash and Voucher Assistance – both modalities, and on payment systems/transfer mechanisms (including procurement and management of financial service providers), in particular digital delivery mechanisms, including experience in market system programming.
• Relevant practitioner knowledge of and experience with relevant livelihoods support (including emergency and resilience interventions). Familiarity with self-reliance programming, including safety net programmes and the Graduation Approach is desirable.
• Experience in West Africa, and strong knowledge of livelihoods zones across the region is expected. A food security and agriculture-based or livestock-based livelihoods expertise will be valued.
• Experience delivering targeted and high-quality technical training and capacity building, including in settings with remote technical management.
• Substantial experience in both a technical advisory role and with hands-on programme management and implementation across the project/programme cycle.

Excellent interpersonal and coordination skills, including working with different groups, partners and nationalities, and experience in coordination mechanisms, e.g. cash working group, food security and early recovery clusters.

General regulations :
• The employee shall follow DRC instructions on safety, confidentiality and ethical guidelines, including the Code of Conduct and the Humanitarian Accountability Framework
• The employee should not engage in any other paid activity during the DRC contract period without prior authorization
• The employee should not engage in any activity that could harm DRC or the implementation of any project during the DRC contract period
• The employee should not give interviews to the media or publish project-related photos or other material without prior authorization
• The employee shall return all borrowed equipment for the project to DRC after the end of the contract period or upon request
