Tony Blair Institute is hiring a Deputy Operations Lead.

Focus of the Role
TBI continues to grow its work in Francophone countries. As a result of this growth, we are searching for an outstanding candidate to provide effective and efficient support to the TBI teams in our Francophone projects and to ensure smooth administrative and operational delivery.
This includes administrative, operational and security support to the TBI management across the projects and other staff members.
The role reports in to the Africa Security and Operations Lead, and will also work closely with Country Heads and the Francophone Regional Director. The postholder will deliver excellent logistical, operational and administrative support to our people and work closely with our teams on the ground.

Key Responsibilities
Operational and Administrative
• Ensure in-country operational processes are efficient, effective and comply with Institute policies
• Input into and support the operational set up for new projects across Francophone Africa
• Support in seeking out and setting up appropriate office locations and relocated staff accommodations, and support maintenance of TBI managed properties
• Support TBI central services teams in London, to coordinate tasks such as the shipment of IT equipment, due diligence checks and signing of contracts
• Increase efficiencies and cost effectiveness either in regional supplier contracts or sharing of methods of in-country operational and security set up and management
• Support central functions as needed to ensure compliance of Institute staff in-country with basic codes of conduct, anti-bribery legislation and security protocols. Establish appropriate Legal & Compliance procedures and practices for ensuring that this is the case where required
• Carry out country visits to support in-country operational needs and review operational and security processes with the teams
• Support projects with leadership visits and events as needed in the region with the logistics coordination between the teams involved

Finance and Legal
• Ensure all suppliers have undergone due diligence checks, via the London Legal and Compliance team
Trouble shooting financial management and legal issues as they arise
• Ensure team members in-country have the correct right to work permit/visas
• Support the financial management in projects; problem solving issues that arise, supporting setting up bank accounts and management of cash in-country

Security
• Work with projects to ensure the full TBI security package is completed and up to date
• Ensure a local security networks are engaged
• Participate in the crisis management team in the event of a medical or security emergency
• Monitor and send country security updates to the Africa Security & Operations Lead
• Support security training across project teams
• Undertake regular reviews of the security situation in higher threat countries. Support in the development of contingency plans if required.
• Compile and report on incidents and trends
• Review the fire safety situation for TBI sites and available medical facilities in the countries of work
• Provide the Africa Operations and Security Lead support with implementing safeguarding policies and procedures
• Support the Africa Operations and Security Lead with health and safety aspects in country
• Provide ongoing advice to country teams on supplier requirements for security and car firms and team member accommodation
• Support the induction programme to support new starter security set up in country
• Support the development of SOPs for teams when required or when risks/threats are indicated or arise.
• Liase with service providers, local TBI office teams, and government and partner contacts on security and operational issues
• Assist with travel risk management

Person Specification
This is a role in a fast paced team, working within complex divisions that are highly scrutinised. Therefore the successful candidate for the role should be able to display the majority of the following:
• A minimum of 5 years’ experience in operations and/or security or project administration
• Proven ability of managing diverse, multi-location teams
• Experience with the challenges of operating in multiple – and at times high risk – countries
• An understanding of crisis management, contingency planning, and major incident protocols
• An ability to negotiate the complexities of working across multiple legal and cultural jurisdictions
• Experience of working within a security and logistics context
• Respect for handling sensitive information discreetly and diplomatically
• Excellent organisational and planning skills and experience in managing multiple demands across different teams
• Excellent time-management and prioritisation skills
• Excellent written and verbal communication skills and attention to detail
• Good interpersonal skills; ability to establish and maintain contacts with internal and external stakeholders
• Be self-directed and able to work without supervision
• Fluent in French and English
