Overview / Responsibilities:
Wood is currently recruiting for an Integrated Control Systems Technician, for a new build offshore FPSO project located in the East Mediterranean.

We are supporting the development of an offshore field to support bringing gas to the market by 2021.
The development of the fields shall be undertaken using a new-build, spread-moored gas FPSO unit to process gas and associated liquids from subsea wells.
Dry pipeline spec gas will be produced and piped through a gas export line to an onshore facility while the recoverable liquids will be tandem offloaded into tankers from the FPSO.
The final subsea infrastructure will include three development wells.

The project will support with the preparation, start up and subsequent operation and maintenance of the deepwater gas development.

The position will initially be based in Singapore with ad hoc travel or rotational to East Mediterranean until 2021.

The role will support the operation, providing timely advice and guidance on all matters pertaining to control of work, Company Policy and Management System and FPSO Operational requirements.

Coordinates the implementation of the Client Permit to Work system programs to raise awareness of risks and to reduce, avoid and protect employees from hazards in the workplace, including occupational illness and disease.

Participates in HSE behavioural programs to maintain and improve the general health and safety of all employees working within the project.

Involvement in all areas of Operations for the project and the function.

KEY ACCOUNTABLILTIES:

Yard Phase:

Reporting to on shift Client OIM.
Participate in offshore work scope preparation reviews of permits, risk assessments and toolbox talks.
Involvement in pre-departure Ready For Sailaway Audit and safety inspections.
Process safety review of equipment and systems pre-start-up of the FPSO.
Demonstration and acceptance of walk down, pre-check of system for handover.
Actively participating in embedding Client’s values and culture into the team and identifying any areas that are deficient so that improvements can be made.
On site assessment of the ER and control of work systems to ensure operability will be acceptable with and deficiencies identified in a timely manner to enable resolution or mitigation.
Monitoring project activities to ensure compliance with applicable HSE rules, regulations, company policies as required.
Deliver Operations and Maintenance team Admiralty Yard Inductions.
Acting as ERT Leader drive Team Member Emergency Response competency to achieve required standards.
Monitoring of ER equipment supplied is compliant with contractual deliverables and certified for use, is in compliance with operating standards and ‘Fit for Purpose”
Carry out gap analysis of supplied ERT equipment versus what would be considered best practice and highlight to OIM
Plan and coordinate ERP training, drills, and exercises at site.
Participate in the development, implementation, and integration of the COSHH database into the PTW system.
Participate in ERT War Games to discuss potential risks, events, and scenarios to raise key decisions, response, and actions in a critical situation.
ER Equipment to be inspected on installation and equipment identified correctly.
Each location to have a detailed checklist of ER equipment available and maintenance schedule in place.
Final inventory checks to be completed prior to sail away.
Working with the TFMC representatives to progress through the competency program including on site walk throughs and demonstrations of competency which will require to be documented.
Ensure effective systems and equipment is maintained for the identification, assessment, and control of significant environmental risks on tow and at site.
Finalisation, delivery and organisation of operational ORA output so that it is fit for purpose and available in the right areas at the right times and on-site optimisation to ensure workable in reality.
Prepare for the transition to Energean Permit to Work system at sail away to ensure that Client’s duty of care is fulfilled.
Monitoring of core crew members off shift behaviours to ensure that Energean get best value of working time periods.
Working onsite with security contractor to make sure that procedures are understood and that security requirements are being met and understand where this impacts on operational efficiency and Emergency Response.
Lead ER walkthroughs on-board facility to ensure that ERP’s are accurate, well understood and adapted where required to ensure that they are robust and as accurate as possible.
Provide support to Medic to ensure medical clinic is supplied and fitted out with certified equipment for managing all emergencies on tow and on location.
Coordinate and deliver vessel inductions in preparation of RFSA.
Ownership and facilitation of PTW system.
Working with TFMC to ensure seamless transfer to company PTW system.
Deliver and monitor PTW training for all personnel tailored to system requirements.
Develop and maintain register of certified ER equipment and complete regular reviews and assurance audits in compliance with process.
Participate and actively encourage fostering of a ONE TEAM approach for the O&M crew and the third-party contractors staff that will be part of the core team make up.
Act as the custodian of all isolations handed over from TFMC
In all cases looking out for Client’s best interests.
Operational:

Manage the Offshore Permit to Work (PTW) program, including the preparation / issuance of permits, further site monitoring with respect to compliance to procedures and PTW requirements.
In conjunction with the OIM facilitate the integration of new work tasks from the integrated asset plan and monitor ongoing tasks.
In conjunction with department heads coordinate progress and act as the single point of contact for the asset planning team.
Ensure procedures, systems and equipment are in place to enable the contractors to perform work safely
Contribute to a high standard of HSE performance by following HSE standards at all times, including the prompt reporting of any safety or environmental hazards or incidents.
Maintain proper records of all permits and associated certificates raised in connection with operation and project construction activities, including Risk Assessments, Long Term Isolations, etc.
Audit the permit to work activities to ensure those activities are being conducted in accordance with Onshore PTW requirements.
Participate in daily shift handover meetings, Tool Box Talks, safety meetings and risk assessments
Assist in Incident Reports, investigation, identify 'Root Cause' and close out.
Coordinate with Department heads in scheduling and execution of all shutdown jobs to plan and enable isolations.
Participate in offshore weekly planning meetings and coordinate close out of all assigned actions
Participate and contribute to update asset documentation such as P&ID's, layout drawings, and punch lists.
Conduct site inspections, particularly high risk activities that should be checked daily for adherence to PTW requirements
Ensure timely registration of permits to avoid delays in work.
Perform administrative tasks as delegated by the OIM
Ensuring housekeeping standards are maintained.
Act as part of the ERT as designated
Champion offshore initiative to improve HSE compliance and Production efficiency
Co ordinate and where required undertake all PTW training
Lead training including FPSO emergency response drills and exercises.
Ensure that proper safety induction briefings are conducted for all new personnel.
Review training and emergency preparedness of the O & M department personnel.
Regularly review emergency drills and emergency response procedures for the department.
Advise OIM on environment, health and safety and training issues pertaining to ERT
Act as FPSO site co-ordinator for MOC activities relating to procedures.

Skills / Qualifications
Minimum Qualifications:

- Qualified Maintenance or Operations Technician.
- A number of years’ experience in running a smooth and efficient control of work system.
- Extensive experience in an operational support role with large offshore fixed or floating projects involving multiple disciplines
- Previous professional experience in similar field support positions within an ongoing operational environment

Job-Specific Skills:

- Knowledge of hazards associated with construction and commissioning of oil & gas facilities.
- Ability to apply and ensure compliance of site - and Permit to Work and Energy Isolation procedures.
- Ability to promote a culture to "STOP the job" if anybody feels unsafe.
- Ability to interpret and understand P&IDs, C&E, UFDs, PFDs, GA's and other engineering drawings.
- Knowledge of QA /QC management principles.
RCA –Accidents / Incident Investigation training. e.g. Helix / TapRoot / Topset / Synergi
PC Application Skills:

IT literate with proficiency in word processing, report writing and delivering presentations

- Good inter-personal and communication skills.
- Ability to drive the MOC system offshore.
