Position Title: Evaluation Consultant

Context
To improve migrant protection, voluntary return and reintegration along the Central Mediterranean route in Africa, the European Union (EU), through the Emergency Trust Fund for Africa (EUTF), launched with the UN Migration Agency (IOM) in 2016 the Joint Initiative for Migrant Protection and Reintegration.
The Joint Initiative was launched to strengthen migration governance and respond to the urgent need to protect and save the lives of migrants along the Central Mediterranean migration route.
Implemented in 13 countries in West and Central Africa (Burkina Faso, Cameroon, Chad, Côte d’Ivoire, Ghana, Guinea, Guinea-Bissau, Mali, Mauritania, Niger, Nigeria, Senegal, and The Gambia), the Joint Initiative aims to protect migrants’ dignity and rights along the migration routes and support their reintegration process through an innovative approach.
The actions through which the EU-IOM Joint Initiative for Migrant Protection and Reintegration is implemented are carried out at the national level by each IOM Country Office based on an approach that is harmonized and coordinated at the regional level by the Regional Office for West and Central Africa, to ensure that all activities are conducted through consistent methodologies and standards and that resources are optimized.
In this context, the Regional Office of the International Organization for Migration (IOM) in Dakar, Senegal is recruiting 2-3 consultants to conduct country-level evaluation activities to contribute to the programme’s regional final evaluation. Each consultant is expected to cover two countries (30 billable days allocated per country).
Under the supervision of the Regional Monitoring and Evaluation Officer, the evaluation consultant will be responsible for conducting final evaluation data collection, analysis and reporting in two West and Central African countries according to a harmonized regional evaluation methodology.
Core Functions / Responsibilities:
• Conduct field missions to two West and Central African countries of three weeks each, with the potential for an additional quarantine period
• Carry out qualitative interviews with at least 10 key informants and 20 beneficiaries in the field per country using IOM Regional Office interview tools
• As relevant, coordinate and train enumerators to conduct additional quantitative data collection using IOM Regional Office survey tools
• Analyse field data and extract main findings, lessons learned and recommendations
• Produce evaluation reports for two countries assessing migration programming including return, protection, reintegration and awareness-raising
Deliverables:
• Detailed notes from at least 10 key informant interviews and 20 qualitative beneficiary interviews per country
• Approx. 20-page draft evaluation report (per country), detailing main findings based on evidence from interviews
• Revised/final evaluation report (one per country, two total)
• 30-minute presentation to each country mission (two total) on initial findings

Required Qualifications and Experience:
Education
• Masters’ degree in evaluation, migration studies, international affairs or related field
Experience
• 3-5 years’ experience in evaluation, research or related field
• Proven experience with qualitative and quantitative field data collection and analysis
• Track record of drafting evidence-based, concise and readable reports
• Experience with migration programming an advantage
• Experience in the West and Central Africa region an advantage
Languages
IOM’s official languages are English, French and Spanish.
For this consultancy, fluency in either English or French is required (oral and written).
