COMMUNICATION AND ADVOCACY SPECIALIST POWER TO YOUTH SENEGAL

Based in Dakar, Senegal

Background :
The Power to Youth partnership unites Amref Flying Doctors & Amref Health Africa, Rutgers and Sonke Gender Justice (Sonke), all established organizations with synergetic expertise, geographic footprint and networks, and strong civil society and youth-led organizations rooted in the seven countries of intervention: Ethiopia, Ghana, Indonesia, Kenya, Malawi, Senegal and Uganda. The Power to Youth partnership in Senegal is led by Amref Health Africa Senegal.
In alignment with the Dutch Ministry of Foreign Affairs’ (MoFA)’s strategies, the Power to Youth program’s overall strategic objective is to contribute to more adolescent girls and young women (AGYW) from underserved communities being meaningfully included in all decision-making regarding ending harmful practices (HP) that undermine their reproductive health and rights. To do so, the Power to Youth program will empower AGYW of our target countriesto increase their agency, claim their rights, addressgender inequalities, challenge gender norms and advocate for inclusive decision-making. Ourattention will focus on harmful practices, such as Female Genital Mutilation/Cutting (FGM/C), child marriage,sexual and gender-based violence (SGBV) and unintended pregnancies. Our pathways of change target the young themselves, civil society organizations (CSOs), the media, social and state actors.

The position:
Reporting to the Power to Youth Senegal Program Manager, the Communication and Advocacy Specialist is responsible for coordinating the Senegal consortium members in designing planning and implementing Power to Youth Senegal’s communications and advocacy strategies. The Communication and Advocacy Specialist’s also leads and coordinates relevant actions to increase the Power to Youth visibility in Senegal and globally. To do so, the Communication and Advocacy Specialist works in close collaboration with the technical teams in the consortium and at global level (including in the Netherlands) and with all the key communication and advocacy stakeholders including Government officials, media,civil society, social actors and other technical and financial partners in Senegal.

This position also globally contributes to enhance the visibility of Amref Health Africa’s health programs that enter in synergy with the Power to Youth program.
This position supervises Amref Health Africa communications assistant.

Duties and Responsibilities
As a key member of the Power to Youth Senegal lead technical team and Country Management Team (CMT), the Communication and advocacy specialist will:

Coordinate consortium members in planning and designing communication and advocacy strategies and plans that will support the achievement of Power to Youth program’s results in Senegal
• Actively contribute to the design, monitoring and evaluation of the Power to Youth Senegal 5-year country program components related to communication and advocacy
• Conduct relevant assessments to produce the advocacy and communication strategies
• Support consortium members to ensure their meaningful participation in the development and further implementationand monitoring of Power to Youth communication and advocacy strategies. This includes training, capacity building and coordinating work meetings in a way that ensures equal participation.
• Lead the design of and coordinate communication and advocacy actions as specified in the Power to Youth Senegal country program, including assuming the role of spokesperson, conducting online and physical campaigns and special events, capacity building of civil society and social actors.
• Manage the relationship with key stakeholders involved in the communication and advocacy activities
• Provide advice and guidance to the consortium on communications and media/press relations

Coordinate and implement the development and dissemination of outreach materials for Senegal, in alignment with global Power to Youth strategy and branding guidelines
• Develop and produce instruments and materials, including briefing materials, press releases, and drafts of articles, and manage its dissemination
• Identify and propose information opportunities, activities, approaches and platforms, and partners
• Identify opportunities for and lead the planning, development, and dissemination of materials for flagship initiatives
• Supervise/work closely with photographers, videographers, graphic designers, and other communication related service providers linked to this objective

Coordinate media relations, with the support of Amref Health Africa’s communication assistant:
• Develop and implement timely Communication Plans to enhance the positioning of Power to Youth with the media;
• Build and manage communications partnerships and media alliances in the country; maintain and update database of the relevant press;
• Identify opportunities for engagement with the media and respond to a variety of inquiries and information requests; prepare related correspondence;
• Organize roundtable discussions, press conferences, and briefing sessions for the press, as required;
• Draft talking points; Media advisories, TOR for media/photography consultants, and other related material;
• Ensure media outreach for public events, and dissemination of communication material via multiple channels (print, broadcast, and online).

Maintain Power to Youth online presence, with the support of Amref Health Africa communication assistant:
• Supervise the website and social media content in alignment with branding requirements
• Manage the production of quality and appropriate information materials

Contribute to enhance the visibility of Amref Health Africa’s health programs that enter in synergy with the Power to Youth program:
• Define a communication and visibility plan for these programs, by ensuring the coherence with the Power to Youth program’s objectives and branding
• Supervise Amref Health Africa communication assistant in developing the action plan, tools and material needed to showcase these programs and gain visibility to key stakeholders.

Required Skills and Experience

Education :
• Master’s degree (or equivalent) in advocacy, communications, public relations, journalism, or relevant field is required
• A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:
• At least 5 years of professional work experience at national or international level in public relations, communications, or advocacy related to adolescents’ rights and/ or reproductive health and rights;
• Experience in media relations or in journalism is an asset;
• Experience in the use of social media.
• Computer skills, internet communication, and command of MS Office

Language Requirements:
• Fluency in English and French is required
