METI is hiring a Senegal Country Coordinator.

The U.S. Forest Service (USFS) may require the services of a Technical Program Coordinator to help administer a U.S. government (USG)-funded program based in Dakar, Senegal.

Background
The USFS, with funding from the U.S. Agency for International Development (USAID) and Department of State, has ongoing or developing partnerships with various organizations in Senegal, in support of furthering innovative models to advance biodiversity conservation and sustainable management of natural resources. USFS’s portfolio in Senegal currently focuses on three main thematic areas:
(1) strengthening community-based models for forest conservation and restoration;
(2) increasing effectiveness of protected area management and ecotourism; and
(3) improving capacity to deter illegal timber harvest and trade.

To carry out the above activities in Senegal, USFS partners with a diverse array of stakeholders, including: The Ministry of Environment, community-based associations in the Casamance, and national and international Non-Governmental Organizations.
USFS supported activities in Senegal commenced at the beginning of 2021 and are anticipated to continue to expand over the course of 2021 and 2022, as part of an initial phase.
Currently, activities are located in southern and eastern Senegal, across the Ziguinchor, Sédhiou, Kolda, Tambacounda and Kédougou Regions.

Position Description
In collaboration with the USFS International Programs (IP) office in Washington, DC, the USFS Senegal Country Coordinator (The Coordinator) will oversee the design, implementation, reporting and overall management of activities with partners in country.
The Coordinator will work with colleagues from the Government of Senegal, USFS, USAID, the U.S.
Embassy and other partners organizations and serve as the in-country representative.
The Coordinator will recruit and manage short-term technical advisors from the USFS who will contribute their expertise to these initiatives over the tenure of the project.
The Coordinator will be based in Dakar and travel within Senegal in support of program development and implementation.
The Coordinator will also contribute to the development of additional programming in Senegal, by carrying out relevant stakeholder outreach and assessments, as well as through written contributions to proposals.
The Coordinator will report to the US Forest Service Regional Coordinator for West Africa and will work closely with USFS colleagues based across West Africa.
The Coordinator will also work with colleagues from partner institutions (e.g., governmental and non-governmental institutions, local communities, academia, development partners and relevant development partner-supported projects) on a continuous basis.

Qualifications
The ideal candidate will have the following qualifications:
• Advanced degree in forestry, conservation biology, ecology, environmental science, or related discipline, or equivalent professional experience in natural resource management;
• Familiarity with natural resource policy and governance in Senegal, including challenges and successful models with respect to sustainable management;
• Demonstrated leadership and management skills; capable of executing complex tasks with minimal supervision over an extended timeline;
• Excellent interpersonal, writing and presentation skills;
• Project administration and financial management skills, and associated attention to detail;
• Prior experience managing USAID or other international donor-funded activities preferred;
• Ability to work in a dynamic environment with in-country and U.S. government agencies, international donors, NGOs, community groups, and other stakeholders;
• Experience working with key government partners in Senegal strongly preferred;
• Willingness to work out-of-doors in potentially arduous conditions for prolonged periods of time and in areas with intermittent power supply and internet connectivity;
• Passionate about working with others to achieve sustainable natural resource management and conservation outcomes;
• English and French fluency required.

Responsibilities
Responsibilities of the Coordinator include, but are not limited to:
• Collaborate with colleagues from Government of Senegal, non-governmental organizations, private sector, academia, and community partner organizations on design and oversight of core project activities;
Provide financial and programmatic information and reporting on a regular basis to USFS/IP Washington and USAID/Senegal;
• Finalize work plans and reports in a timely and thorough manner;
• Work with USFS/IP Washington in the recruitment and scheduling of short-term technical advisors who will contribute skills and expertise to the initiative;
• Provide technical and logistical support to short-term USFS technical advisors on mission
to Senegal; and,
• Collaborate with other relevant programs, as necessary, and associated development
partners, NGOs, and other institutions, including in identifying potential new areas of
technical support.

Oversight and Reporting
The Coordinator shall report to the US Forest Service Regional Coordinator for West Africa at the USFS/IP Africa & Middle East office, who will provide regular evaluation and guidance.
• Period of Performance: One year, with possibility of extension
• Location of Work: Dakar, Senegal, with occasional travel in country
• Compensation: Commensurate with experience and qualifications
• Timeline: Apply by May 15, 2021

If the US Forest Service were to secure the services of an individual with these technical skills, the successful applicant would be hired through a contractor.
