REGIONAL HEAD OF RESOURCE MOBILISATION

The role
The Regional Head Resource Mobilisation (HRM) leads all strategic resource mobilisation efforts across public (institutional) and private donor relationships, and leverages those relationships to support funding growth, at the regional level.

The Regional Head Resource Mobilisation (HRM) is responsible for maintaining a regional funding strategy that aligns the region’s funding portfolio with the Strategic Plans of countries across the region, and for driving improvements in new business development across all funding streams. This includes supporting the Regional Director and Regional PDQ Director:

• in providing strategic leadership on resource mobilisation across all countries in the region;
• in building key relationships with regional donors, partners, and civil society stakeholders in collaboration with the Regional NBD Manager;
• in identifying and leading critical new multi-country or multi-member resource mobilisation opportunities across the region;
• in addressing key financial and reputational RRM risks; and
• in ensuring that strategies exist to maintain adequate RRM skills and capacity, staffing and income within the portfolio of countries in the region.

The HRM will play a leading role in ensuring cross-departmental coordination and collaboration with other teams at centre, regional and country offices.
They will be the business owner of the Fundraising Protocol at the regional level, embedding the principles of strategic portfolio planning, donors partnership building and management, and award portfolio guidance.
They will work will all relevant members from across the Movement to achieve a strong resource mobilisation strategy inclusive of all funding sources.
The HRM will lead on the region’s strategic use of match and pooled funding in order to maximise the impact of unrestricted income, and will need to lead on key global initiatives into their regions to bring closer alignment between country strategic plans and the movement’s fundraising portfolios.

Qualifications
• Background in donor and relationship management, strategic portfolio analysis and planning, and change management required.

Experience And Skills

Required
• 7+ years demonstrated experience identifying and securing funding from DAC government donors, multilateral agencies, corporate donors and/or foundations.
• Demonstrated experience in leading assessments of funding landscapes, and developing program funding strategies to meet strategic goals.
• Demonstrated ability to solve complex issues through critical thinking, analysis, definition of a clear way forward and ensuring buy in.
• Highly developed networking skills and ability to form productive working relationships with external donor agencies.
• Highly developed interpersonal and communication skills including communicating with impact, influencing, negotiation, and coaching.
• Demonstrated people leadership skills, able to effectively manage both direct reports as well as lead staff in all countries around the region in a matrix management relationship.
• Demonstrated ability to work effectively as a member of a senior management team, contributing constructively beyond the role’s specific resource mobilization remit.
• Experience in project and change management related to organisational development projects and international, cross-functional teams with a proven history of delivering results.
• A high degree of flexibility and adaptability in order to respond to changing needs. Ability and willingness to change work practices and hours in the event of major emergencies including travelling at short notice and for extended periods of time.
• Fluency in English and French.

Desirable
• INGO experience and an excellent grasp of operational issues.
• A detailed understanding on funding mechanisms for development work such as Save the Children’s.

Contract length: 02 years
Work location: WCA CO location or SC Member Country
