Duties
The holder of this position is the public health advisor on Prevention, Care & Treatment in country for all U.S.
Department of Defense HIV/AIDS Prevention Program activities in support of the U.S.
Defense Health Program, and the Mali Armed Forces.
Additionally, job holder is the public health advisor in country on Prevention, Care & Treatment of HIV/AIDS at the Office of Security Cooperation.
The position holder is responsible for the design, implementation, coordination, and evaluation of agency-funded HIV Prevention, Care & Treatment program activities.
Supervision is conducted by the Office of Security Cooperation Chief.
Job holder must possess comprehensive knowledge of current HIV/AIDS issues, prevention activities, community engagement, counseling and interventions, behavior change, testing, care and treatment, especially in the military setting. An in-depth knowledge of the range of programs, policies, regulations and precedents applicable to development and administration of national/international public health program.
Detailed knowledge of the Mali Military health care system and structures.

Qualifications and Evaluations
Requirements:
Five years practicing clinical medicine including or focusing on care of patients with HIV/AIDS. Plus three years of mid-to-senior level public health experience in developing, implementing and evaluating HIV/AIDS prevention programs or other relevant public health programs that involve coordination with an international agency or implementing partner is required.
Must have a valid driver's licence for vehicle authorized to opearate; must held license for 5 years.
Education Requirements:
Doctoral level (DrPH, MD or PhD) degree or host country equivalent in medicine, nursing, public health, epidemiology field is required.

Fluent – Able to use the language fluently and accurately, making only minor errors of pronunciation and grammar.

Locally Employed Staff, including Members of Household (MOHs), and Third-Country Nationals (TCNs), working at the U.S. Mission in Bamako/Mali may receive a compensation package that may include health, separation, and other benefits.
For EFMs, benefits should be discussed with the Human Resources Office.
The pay plan is assigned at the time of the conditional offer letter by the HR Office.
