Background Information - PSC

Peace and Security Cluster

The UNOPS Peace and Security Cluster (PSC) is a principal service provider in the field of mine action with the United Nations Mine Action Service (UNMAS), UNDP, UNICEF, Governments of mine-affected countries and other mine action partners.
It is led by the Director, who has overall authority and accountability for the performance PSC on behalf of its clients.
The Director is responsible for administering and providing oversight of the day-to-day management of the Project Field offices, both according to the client requirements and in line with UNOPS rules and regulations.

Background Information - Mali Programme

Mali is facing a problem of weapons and explosive hazard contamination because of protracted and recent armed conflicts.
The presence of explosive remnants of war (ERW), improvised explosive devices (IED) and insecure stockpiles of weapons and ammunition (obsolete, abandoned or neglected), poses a serious threat to civilians as well as to United Nations and humanitarian personnel operating in the country.

UNMAS deployed to Mali in January 2013 to conduct an emergency assessment of the situation with regard to explosive threats.
In July 2013, the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA) was established under Security Council resolution 2100 and is currently operating under Security Council Resolution 2531 (2020).
In accordance with these mandates, the United Nations Mine Action Service (UNMAS) has engaged UNOPS PSC to implement a mine action programme in Mali to:

Improve the protection of civilians and facilitate humanitarian assistance;
Enhance national capacity to mitigate explosive threats and enable compliance with international treaty obligations;
Reduce the explosive threat to MINUSMA and United Nations personnel.

Functional Responsibilities:
Purpose and Scope of Assignment

In line with applicable UN policies and Security Council Mandates, the Operations Senior Manager for the UNMAS Programme in Mali is responsible for the establishment and development of prevention and mitigation procedures for managing the IED threat to UN personnel, property and programmes.
S/he will act as the local focal point between UNMAS/MINUSMA and other key stakeholders under the guidance and direction of the UNMAS Programme Manager.

S/he will be responsible for the following functions:
Lead and manage all personnel under Operations’ Section.
Manage the coordination and delivery of crosscutting Operations’ services to the projects in support of the Country Programme Strategy including through the regular liaison with relevant sections and external stakeholders.
Under the direction of the Senior Programme Manager, contribute to the design of the mine action response with technical expertise in line with the Country Programme Strategy.
Under the direction of the Senior Programme Manager, represent the Programme with technical expertise as a subject matter expert on explosive threat management including through the elaboration of Statement of Works for the provision of mine action services, the elaboration of training materials, and acting as a Programme representative liaising with UNMAS and UNOPS HQs and other entities when required.
Lead the collection, analysis, quality management, and dissemination of available mine/UXO/IED information in collaboration with relevant Programme sections.
Contribute to development of strategies, plans, budgets, reports and related documents to facilitate implementation of Programme activities in line with the Country Programme Strategy;
Remain knowledgeable of, and ensure Programme compliance with, internationally recognized standards, SOPs, best practices, and safety standards for relevant mine action activities including Explosive Detection Dogs, Explosive Ordnance Disposal and Improvised Explosive Device disposal, survey, risk education, search and detect, etc…and provide operational input for the revision and updating of those documents.
Provide input to policy, doctrine and procedures, in accordance with IMAS and relevant NTSGs, for the execution of the annual operations work plan and contractor SOPs and ensure that they are properly implemented;
Ensure that mine action service providers funded through the UN work according to contract specifications and or Memorandums of Agreement and maintain good relations with the contractors, NGOs and other Mission leadership and UN agencies in the regions?
Any other duties or tasks as identified by the Programme Director or Programme Manager.

Monitoring and Progress Controls
Ensure, with the Programme Manager, that the Mission is kept abreast of changes to the IED context, mitigation measures planned or in place, and other key areas relevant for the safety, security and freedom of movement of MINUSMA and the delivery of the mission mandate;
Monitor and report, at the strategic technical level, on the delivery of UNMAS counter-IED support to MINUSMA in line with budgeted deliverables;
Continually assessing and analysing the operational context for areas of improvement in efficiency, effectiveness and safety within the local C-IED threat.

Education/Experience/Language requirements

a. Education
Masters Degree or equivalent with a minimum of 7 years of relevant experience; OR
Bachelors Degree or equivalent with a minimum of 9 years of relevant experience; OR
Relevant Military or Police Experience (at the Senior NCO (Non-Commissioned Officer) or Officer level (or equivalent) with a minimum of 13 years of relevant experience.

b. Work Experience
Relevant work experience is defined as experience in management of mine action operations.

Within relevant experience 7 years of experience in mine action field operations is required.
Within relevant experience 5 years of experience in management of mine action operations is required.
Experience in capacity building on the African continent is desired.
Experience with UN mine action programmes, policies, and coordination mechanisms is desired.

c. Language
Fluency in English is required.
Knowledge of French is desired.
