Org. Setting and Reporting
The position is located within the Regional Office for West and Central Africa (ROSEN) of the United Nations Office on Drugs and Crime (UNODC) in Dakar, Senegal. The incumbent will work under the overall guidance of the Representative for West and Central Africa and the AIRCOP Global Coordinator, and the technical guidance of the Law Enforcement Expert (Airports/Air passenger data) located at ROSEN in Dakar (Senegal).

Responsibilities
The Law Enforcement and Capacity Building Officer (Airports/Air passenger data) will be in charge of coordinating capacity-building activities on advance passenger information (API) and passenger name record (PNR) under the project “Establishment of real-time operational communication between international airports” (AIRCOP). These activities will contribute to the umbrella project “Building the capacity of member states to prevent, detect and investigate terrorist offenses and related travel by using API and PNR” which will be implemented by the United Nations Office of Counter-Terrorism (UNOCT) in cooperation with the Counter-Terrorism Committee Executive Directorate (CTED), the International Civil Aviation Organization (ICAO), the Office of Information and Communication Technology (OICT), the International Criminal Police Organization (INTERPOL) and UNODC. The incumbent will plan, coordinate and provide substantive technical assistance, expertise and advice globally for all AIRCOP activities related to capacity-building on the use of API/PNR data for law enforcement purposes, in particular as they contribute to the UNOCT project.

Within assigned authority, the incumbent will be responsible for the following tasks:

• Review current capacity-building needs of Member States in terms of API/PNR, in coordination with the Law Enforcement Expert (Airports/Air passenger data).

• Contribute to the development of the overall strategy for the activities to be delivered as part of the component on capacity-building on the use and analysis of API/PNR data for law enforcement purposes under the UNOCT project, in liaison with UNOCT and CTED and in coordination with the Law Enforcement Expert (Airports/Air passenger data) at ROSEN.

• Plan and organize capacity-building activities to be implemented as part of the overall strategy on the use and analysis of API/PNR data for law enforcement purposes, including detailed workplans, estimated budget and identification of experts (trainers/mentors).

• Deliver capacity-building assistance on specialized aspects of the use and analysis of API/PNR for law enforcement purposes to governments, in particular staff of Passenger Information Unit (PIUs) as well as other relevant law enforcement agencies and entities, with the support of relevant experts in specialized areas including training, on-the-job mentoring and train-the-trainer training.

• Organize exchange visits with Member States that already have functional and operational PIUs and facilitate short-term deployment of experts to newly established PIUs.

• Organize sessions to facilitate an exchange of best practices and lessons learned among Member States.

• Initiate, develop, coordinate or contribute to training curricula and training materials to support and sustain programme/project goals and outputs. Identify possible e-learning tools on related issues, and provide training on the use of such tools.

• Coordinate the implementation of relevant activities with AIRCOP Regional Coordinators in Africa, the Middle East and other regions as required, in particular, when liaising with national authorities. Liaise and coordinate with UNOCT, CTED, ICAO, OICT, INTERPOL and the UNODC Terrorism Prevention Branch (TPB) with a view to facilitate the delivery of activities.

• Monitor and analyze the implementation of the activities. Review relevant documents and reports. Identify problems and issues to be addressed and initiate corrective actions. Liaise with relevant parties, ensure follow-up actions.

• Prepare all correspondence linked to the implementation of the activities and follow up on them. Organize and prepare a variety of written outputs, such as background papers, correspondence with governments, working papers, mission reports, analyses, briefings, presentations, enforcement strategies, policy proposals and documents, studies, summary reports, manuals, toolkits, guides etc.

•Provide regular reports to UNODC, UNOCT and relevant stakeholders on advancement of work, implementation status, delivery and results. Contribute relevant elements to any substantive and narrative documents required by the implementation of the AIRCOP project and the UNOCT project.

• Monitor developments related to capacity-building in relation to API/PNR globally, in the priority countries and in the regions covered by AIRCOP.

• When required, represent UNODC at relevant regional or international events in matters related to API/PNR.

• Perform other work-related duties as required.

Competencies

Has knowledge and understanding of concepts, policies and practices relevant to law enforcement and border control, in particular from a capacity-building perspective, including the collection and use of Advance Passenger Information and Passenger Name Record. Has conceptual and analytical skills to develop capacity-building activities in the relevant field. Has ability to identify issues, analyze and participate in the resolution of issues/problems. Education
An advanced university degree (Master’s degree or equivalent) in international relations, law, business administration, management or a related field is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of five years of progressively responsible professional work experience within national and/or international institutions in the fields of law enforcement, border management, counter-terrorism, drug and/or crime prevention and control is required.
Experience in developing and implementing capacity-building activities in relevant field at the national or international level is required.
Work experience in or with a counter-trafficking unit, a Passenger Information Unit or a Targeting Center at an international airport is desirable.
Work experience in developing countries is desirable.

Languages
English and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required. Knowledge of another United Nations official language is an advantage.

Assessment
Evaluation of qualified candidates may include an assessment exercise and a competency-based interview.

Special Notice
This is a project post. Filling of this position is subject to funding availability and the initial appointment will be for a period of one year.
Extension of the appointment is subject to extension of the mandate and/or the availability of the funds.
