Background

The Green Technology Applications for the Development of Low Carbon Cities (GTALCC) project was initiated to generate direct GHG emission reductions from at least five Malaysian cities. The objective of the project is to facilitate the implementation of low carbon initiatives and showcase a clear and integrated approach to low carbon development.

Malaysia intends to reduce its greenhouse gas (GHG) emissions intensity of GDP by 45% by 2030 relative to the emissions intensity of GDP in 2005. The urbanisation rate of Malaysia increased from 66.5% in 2005 to 74.3% in 2015.
Cities in Malaysia are significant contributors to the country’s GHG emissions. Cities and states have struggled to translate the national GHG emission reduction agenda into local action.
This is due to lack of capacity and resources to undertake city-level greenhouse gas inventories. Cities such as Putrajaya, Iskandar Malaysia and Hang Tuah Jaya have developed city-level GHG inventories.

The Ministry of Environment & Water (KASA) through the GTALCC project is currently developing an online city level GHG emissions reporting system which will be used as a platform for local authorities to report their city level GHG emission on an annual basis.

The intended outcome of this training is to build capacity of officers at the local authorities and relevant federal and state agencies to understand the fundamentals of GHG accounting and familiarize with the Global Protocol for Community-Scale Greenhouse Gas Emission Inventories (GPC) and Common Reporting Framework of the Global Covenant of Mayors (GCoM).

This work is part of component 1 of the project which is policy support for the promotion of integrated low carbon urban development, which will enable cities to implement and adopt integrated low carbon urban development plans and programmes

Duties and Responsibilities

The consultant will perform the following tasks:

1. Design training modules based on the following:

• Part 1: Introduction and Reporting Requirements
1. Introduction
2. Accounting and Reporting Principles
3. Setting the Inventory Boundary
4. Reporting Requirements – BASIC and BASIC+

• Part 2: Calculation Guidance by Emission Source
1. Overview of Calculating GHG Emissions
2. Stationary Energy
3. Transportation
• The consultant is required to prepare detailed training modules on the three (3) bottom-up on-road transportation calculation methodologies which are induced activity, geographic and resident activity
4. Waste
5. Industrial Processes and Product Use (IPPU)
6. Agriculture, Forestry and Other Land Use (AFOLU)
7. GHG Emissions from energy generation activities (as per Common Reporting Framework)

• Part 3: Tracking Changes and Setting Goals
1. Setting Goals and Tracking Emissions Over Time
2. Managing Inventory Quality and Verification

• Common Reporting Framework by Global Covenant of Mayors (GCoM)

• City Inventory Reporting and Information System (CIRIS); an Excel-based tool developed by C40 cities

• For items (a) to (e), the consultant is required to incorporate actual or simulated datasets of emissions from cities closely related to Malaysian cities.

2. Design a set of practice exercises on data adaptation and calculations of emissions in the sectors stipulated in item 1 (b).

3. Deliver the training in a series of live webinars.
The trainer is required to conduct a 3 hour webinar twice a week over a period of 4 weeks (minimum 8 sessions).
The trainer is also required to allocate a weekly office hours to provide assistance to participants outside of the training sessions.

4. Prepare a training report upon completion of workshops which shall include:
• Summary of the training program;
• List of participants;
• Results of a post-training evaluation by participants;
• Comments on lesson learned and recommendations.

METHODOLOGY

The training modules shall be developed based on the Global Protocol for Community-Scale Greenhouse Gas Emissions Inventories (GPC) protocol and the Common Reporting Framework (CRF) by Global Covenant of Mayors (GCoM).

Due to the travel restrictions because of the ongoing Covid-19 pandemic, the trainings will be conducted in a series of live webinars via Microsoft Teams. No travel will be expected of the consultant.

The consultant should propose the methodology for executing the scope of work in the submission to UNDP.

DELIVERABLES
The Consultant shall be responsible for the delivery, content, technical quality and accuracy of the reports in accordance to the below timeline:

All outputs will be technically cleared by the GTALCC project team, verified and accepted by the National Project Director and the UNDP Assistant Resident Representative (Programme) before payment for each deliverable will be effected.

All of the reports should be submitted in English.

TERMS OF PAYMENT
The fee is payable upon satisfactory completion and acceptance of the deliverables by the GTALCC project team, verified and accepted by the National Project Director and the UNDP Assistant Resident Representative (Programme) before payment for each deliverable will be effected.
Please refer the below schedule of payments. Prices should be in USD inclusive of all expenses (professional fee, travel, vehicles and other relevant costs such as allowances, taxes) to deliver the outputs.

Required Skills and Experience

EXPERTISE REQUIRED

Education Requirement:
• Master’s degree in engineering, science, environmental policy, climate change or any other similar field.
• Bachelor’s degree with similar field as above, with more than 10 years of working experience is accepted in lieu of the Master’s degree.

Experience:
• A minimum of 10 years working experience in areas relevant to preparation of a GHG inventory especially GHG inventories for cities.
• Familiarity with Malaysian cities is an added advantage.
• Proven understanding of GPC and IPCC methodologies.
• Conducted training workshops on GHG accounting standards.
• Proven expertise in climate mitigation and adaptation strategies.

Language Requirement:
Fluency in both written and spoken English.

1. Document 1 : Letter of Confirmation of Interest and Availability at;
2. Document 2: Technical Proposal:
• Cover Page (max 4-pages) brief description of why the individual considers him/herself as the most suitable for the assignment; and
• Propose the methodology for executing the scope of work;
3. Document 3: Financial Proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs, as per template provided.
If an Offeror is employed by an organization/company/institution and expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.
