Org. Setting and Reporting
These positions are in the Office of the High Commissioner for Human Rights (OHCHR).
Two posts are located within the United Nations Multidimensional Integrated Stabilization Mission in Mali, while the third post is located within the OHCHR Country Office based in Niamey, Niger.

The incumbents will work under the overall responsibility of the Senior Human Rights Officer (Coordinator) of the Project Supporting the Force Conjointe G5 Sahel (FC-G5S) with the Compliance Framework in Bamako, Mali and under the direct supervision of the Team Leader in the duty station.

Responsibilities
Within delegated authority, the Human Rights Officer will be responsible for the following duties:

• Plans and coordinates activities related to the implementation of the Human Rights FC-G5S, including advising on and integrating a gender perspective in all activities
• Conducts substantive research and analysis of human rights violations, including in the context of the FC-G5S Joint force operations and assesses their impact on the human rights situation in the area of operations of the FC-G5S and/or assigned region or country.
• Collects and analyses human rights data and indicators as it concerns the FC-G5S in country/region of assignment, including gender-specific data and indicators.
• Provides guidance on the integration of women’s rights and a gender-based violence perspective in Project activities at the country and sub-regional levels.
• Defines work plan for area assigned in accordance with established terms of reference.
• Assists national security forces, including the army and police,and other relevant national authorities to ensure human rights issues, including their gender equality dimension and related considerations are integrated into all activities related to the Human Rights Compliance Framework of the FC-G5S.
• Develops, coordinates and/or implements capacity building and training programs related to the FC-G5S in the field of human rights, international humanitarian law, democracy and the rule of law, with particular attention to gender-based violence and integrating women’s rights perspectives.
• Supports and conducts field verification work through periodic visits; follows up on different cases and situations verified by the regional offices.
• Represents UN human rights programme at working level meetings.
• Writes contributions on human rights matters for a variety of reports for example for the UN Security Council, Human Rights Council, etc; drafts communications: briefings; statements; follows-up on implementation of decisions rendered by policy-making bodies.
• May provide guidance to new/junior staff.
• Performs other related duties as required.

Competencies
PROFESSIONALISM: Knowledge of human rights issues and ability to identify related problems in their political, ethnic, racial, gender equality and socio-economic dimensions.
Knowledge of institutional mandates of human rights organizations, prevailing policies and procedures.
Research and analytical skills, including ability to identify and participate in the resolution of human rights issues.
Ability to identify sources for data collection, research and analyze information and draft human rights reports.
Ability to evaluate and integrate information from a variety of sources and assess impact on the human rights situation in the area of assignment.

COMMUNICATION:

PLANNING & ORGANIZING: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

Education
Advanced university degree (Master's degree or equivalent) in law, political science, international relations, social sciences or related area.
A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of five years of progressively responsible experience in human rights, political affairs, international relations, law or related area is required.
Experience working directly with security forces in West or Central Africa is required.
A minimum of one year experience in human rights monitoring and reporting is desirable.
A minimum of one year experience supporting capacity-building and trainings, preferably in human rights is desirable.
A minimum of one year experience in advising on gender mainstreaming is desirable.

Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and French, (both oral and written) is required.

Assessment
Evaluation of qualified candidates may include an assessment exercise which will be followed by a competency-based interview.
