Economist/Social Scientist, MCC TVET Sectors Study, Cote d’Ivoire

Proposal Objective:
The Millennium Challenge Corporation (MCC) is funding a study in Cote d’Ivoire (CDI) on economic sectors and the demand for skills to inform the project design and cost-benefit analysis for its Technical Vocational, Education and Training (TVET) Activity.
The TVET Activity aims to provide training to Ivorian students in skills and knowledge that is in-demand by the private sector.
The study will take place over 12 months and the anticipated budget is $300,000.
This study will update an existing data collection instrument to collect data from businesses in CDI to assess two to three economic sectors.
There are two main outcomes expected from this effort:
Obtain sector-specific parameter estimates to use as inputs to an economic analysis that determines the cost-effectiveness of a TVET center within the relevant economic sector in CDI.
Obtain sector-specific information on the demand of skills that can better inform the design of related training programs for a new TVET center within a specific economic sector in CDI.
Position Description:
SI is seeking an Economist/Social Scientist for the MCC TVET Sectors Study.
The Economist/Social Scientist will report to the Team Leader and will lead the technical design of the study.
Responsibilities:
Lead the design of the questionnaire.
Determine appropriate structure of Willingness-to-Pay type questions, if included in the survey (e.g., bidding starting points across firms (formal and informal)).
Support the design of the questionnaire in tablets and ensure proper sequencing, skip patterns and, if applicable random bid selection process is adequate (as related to Willingness-to-Pay questions).
Ensure that data collected can meet the objectives outlined above.
Required Qualifications:
Ph.D. in economics or a social science field with five (5) years of experience or Master’s with 10 years of relevant experience in designing and implementing field experiments and studies in developing countries.
Experience with Labor Force and Labor Market.
Experience in TVET, education/skills sector studies is a plus.
Preferred Qualifications:
Experience with Willingness-to-Pay is desirable.
