Duties and Responsibilities
During a mapping exercise conducted for maritime law enforcement and judiciary in the Gulf of Guinea in 2013, GMCP identified some of the challenges in responding to maritime crime in the region as lack in maritime law enforcement capacity and national coordination among key entities involved in fighting maritime crime.

The UNODC Global Maritime Crime Programme (GMCP) is currently implementing a legal reform programme in Nigeria, assisting the authorities in increasing the number of maritime crime prosecutions. The project aims to tackle piracy and armed robbery in the Gulf of Guinea, by preparing a law reform and improving the maritime law enforcement capacity and capability to respond to the threats of maritime crime. As a continuation and expansion of the legal reform programme, a maritime law enforcement capacity assessment was conducted to ensure provision of capacity building in maritime law enforcement. Based on the outcome of the assessment, GMCP determined it suitable to engage an MDA advisor in Lagos, Nigeria to offer maritime domain awareness advisory support to the relevant maritime law enforcement agencies in Nigeria and to offer capacity building and guidance on maritime law enforcement.

The purpose of the assignment is to ensure the Nigerian law enforcement entities have the skills to detect threats and suspicious activities at sea in addition to conducting successful operations at sea in response to piracy, armed robbery and other forms of maritime crime.

Qualifications/special skills
Advanced university degree Military or law enforcement education, and/or bachelor’s degree in law, criminology, social sciences, police administration, business or public administration or relevant social or political area with adequate focus on international maritime affairs, international security policy, criminal justice and/ law is required. An additional two years of qualifying experience may be accepted in lieu of the advanced university degree

Experience:
• At least seven years of experience in the Navy or another area of maritime law enforcement is required;
• Experience in development work and legal systems in West Africa is desirable;
• Good communication and interpersonal skills are advantageous;
• Strong interpersonal and communication skills including demonstrated tact in inter-cultural communication is required;
• Proven experience in dealing with national and regional counterparts from various cultural backgrounds is desirable;
• Previous work experience with the UN or other International Organizations will be considered is desirable

Language:
• English and French are the working languages of the United Nations Secretariat.
For this post, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.
