Job Description
General Description:
The Resident Deputy Program Manager (RDPM) is responsible for: assisting the Resident Program Manager (RPM) with the coordination of all ATA activities in-country; providing liaison with RSO, Embassy, partner nation officials; representing ATA interests in-country; monitoring ATA personnel in-country and assuring the successful delivery of training and equipment; and reporting to the RPM and being assigned responsibility for special projects or portfolios that are integral to the program. If the RPM is absent from Post, the RDPM will temporarily assume responsibility for coordination of the ATA program. The RDPM will assist with administrative, personnel, fiscal, travel, logistical, training, equipment and other duties as assigned by the RPM. This position is critical to the successful management of the Country Implementation Plan. This position may also serve in “pre-pay” program support, DoD program support, or any other funding status to support any program administered by DS/T/ATA.

Major Duties:

• Assists the RPM in providing liaison with partner nation officials to facilitate training and equipment delivery, identify training venues and determine future training requirements;
• Assists the RPM in monitoring the program to determine that training is scheduled when needed, is meeting predetermined objectives, is being provided to appropriate host country personnel, (vis-à-vis assignment, rank, responsibility and organizational membership), etc.;
• Assists the RPM in ensuring training facilities are adequate to support training and mission requirements and oversees construction, refurbishment, facility operations and maintenance;
• Records lessons learned during training and recommends methods of improving future activities, as requested by the RPM;
• Assists the RPM in the preparation of cables, reports, briefs and other documentation of in-country ATA program activities; submits situation reports to DS/T/ATA Program Manager in Dunn Loring, VA, assuring timely and accurate reporting of all program activities, sensitive issues and successes; immediately reports any emergencies to ATA and the RSO; facilitates ATA in country communications (e-mail, R/R radio, cellular phone, land-line and satellite phone).
• Represents ATA in the identification, development and oversight of all ICASS related services, as requested by the RPM;
• Assists the RPM with the oversight of the Administrative Fund and all other expenditures as required to support mission;
• Collects fiscal data to assist with the completion of monthly, quarterly and annual reports;
• Assists with the scheduling and delivery of briefings to include: RSO security and Emergency Action Plan (EAP) Briefings; assists the RPM with briefing all incoming ATA personnel upon arrival on local safety, health, driving and political/cultural conditions; stays aware of and briefs ATA personnel on current threat levels; assists with the maintenance of personnel data and emergency contact information for deployed personnel;
• Assists RPM with arrangements for billeting and local transportation of ATA personnel and instructors in-country;
• Assists RPM and/or logistician with coordinating the local purchase of equipment, supplies, and materials as required to support training; assists the RPM with receiving all ATA shipments on behalf of the RSO, processing through customs, and arranging for delivery to training site;
• Has primary responsibility for development and implementation of an end-use monitoring program.

Required Skills

Professional Qualifications/Skills:
• US citizen and eligible for a Secret Clearance based on a single scope background investigation and able to obtain / maintain TS/SCI access, if required;
• Bachelor’s degree from an accredited college or university, or a combination of ten years of law enforcement, operational and/or training experience;
• Previous experience in liaison or management in an overseas environment is preferred;
• Ability to work within the context of political and operational security organizations at the national and international levels;
• Possesses an understanding of logistical and fiscal support of overseas operations and has the ability to solve real-world problems under short deadlines;
• Excellent writing and communication skills; experience in preparing and presenting oral and written briefings;
• Previous international experience that establishes ability to work within foreign cultures is required;
• Previous experience working in the specific country or region is preferred;
• Proficient with Microsoft Office Suite and Microsoft Office Project;
• Language proficiency as appropriate for the partner nation is preferred.
