Job Description

PATH is looking to recruit an Antimicrobial Resistance (AMR) Surveillance Specialist in Senegal.
The AMR Surveillance Specialist will work closely with the Team Lead, PATH Senegal technical team and global teams, in collaboration with the funding agency as well as national project partners to implement project activities.
They will report directly to the Team Lead and be responsible for ensuring quality technical implementation and ensure the stated outputs and reporting requirements are met.
S/he will coordinate between the funding agency, key stakeholders and other implementing partners and will interact with numerous Government of Senegal institutions and representatives on technical issues of the project. This position will be based in Dakar.

The Fleming Fund Country Grant in Senegal aims to strengthen surveillance systems for AMR and AMU in the areas of human health, animal health and, to some extent, in the areas of food control and the environment.

Responsibilities:

• Serve as focal point person and technical advisor for the lab/AMR strengthening components of the Fleming Fund in Senegal including contributing to the ongoing development of strategies for effective implementation of activities in the project work plan
• Implement PATH activities with the technical staff and oversee all the activities implemented by the sub grantees.
• Provide strong technical leadership, support planning, capacity strengthening, and coordination of all activities including the work of sub-partners.
• Monitor implementation of activities to ensure that project outcomes are accomplished and that targets are reached on time and within budget. Liaise closely with the Monitoring & Evaluation Officer to ensure robust project monitoring and learnings are captured.
• Assist in developing annual work plans, budgets, and performance reports.
• Contribute to the preparation of project reports to the donor and other project communications
• Provide technical assistance to project partners for activity implementation.
• Support preparing and implementing project related Technical Working Group activities.
• With other project staff, provide technical assistance to strengthen the quality, accuracy, completeness, and timeliness of reporting into national reporting databases.
• Coordinate with the project team on laboratory information system strengthening activities.
• Represent PATH and the project on national technical working groups and maintain contacts with other organizations engaged in strengthening AMR surveillance.
• Contribute to preparing reports to funding agency and PATH headquarters.


Required Experience

• Master’s degree or higher in biology, medicine, public health and infectious disease or related field.
• Minimum of five years relevant experience implementing and/or managing public health projects preferred.
• Minimum of three years project management experience with progressive work responsibility.
• Strong and demonstrated knowledge of laboratory methods for the diagnosis and/or surveillance of AMR such as techniques for specimen collection and processing, culture, serology, and molecular testing
• Experience in the implementation of public health programs or projects
• Experience collaborating and working with government agencies at national and regional levels, MOHSA, donors, and others on infectious disease programming.
• Experience using Laboratory Information Systems preferred.
• Knowledge of data collection and analysis for epidemiologic research preferred.
• Demonstrated skills in collecting, managing, and analyzing complex data sets preferred.
• Experience with epidemiologic surveillance methodology preferred.
• Strong organizational, prioritization and workload management skills.
• Demonstrated knowledge of principles of good clinical laboratory practice (GCLP) a strong asset
• Experience working in hospital and/or laboratories in Senegal strongly preferred.
• Fluency in French and English required.
