About Start Network
The Start Network is made up of more than 50 aid agencies, of which CRS is one, working across five continents, ranging from large international organisations to national NGOs. The aim of the Start Network is to deliver more effective emergency aid, harnessing the power and knowledge of the network to make faster and better decisions to help people affected by crises. It advocates for radical change to the system so that the world can better deal with the humanitarian challenges of today and in the future.
We believe that advanced preparedness and early action is essential in responding to humanitarian situations today. By anticipating these events and using forecast information, it enables us to consider innovative financing approaches, to better prepare for and respond to these situations. To do this we have been building and adapting systems and processes to enable our members to act before a crisis turns into a disaster. For example, it is possible to raise an alert for funding needs in anticipation of a crisis through our Start Fund. This has been successfully used by our members to implement early action since 2016. We have also started piloting disaster risk financing instruments in a number of countries, including the recently triggered ARC replica programme in Senegal. This programme released 10 million for early action to our member NGOs to protect people from drought. This is generating evidence, enhancing our knowledge and building confidence and a broader appetite for a risk management approach in the humanitarian sector. The intention is to continue building this work into sustainable programmes in the future.
The Start Network is decentralising through the formation of ‘hubs’ bringing together local and national NGOs and INGOs. The initial pilot hubs are in DRC, Guatemala, India, Pakistan, and the Pacific. We anticipate hubs worldwide in future. This is changing the nature of Start Network’s membership, bringing on more national and local NGOs who often need additional support to have equitable access to funds, due to issues of unequal power, recognition and voice.
The team is developing global risk financing architecture through the design of a Start Financing Facility which will be an aggregator platform to help networks of frontline NGOs to proactively manage crisis risks. . To enable our members to lead in building these new systems, we aim to share our knowledge of crisis anticipation and risk financing widely across the network. We are designing a framework of building blocks, ranging from data and risk analytics to contingency planning and contracting. An innovative, ground-breaking training and learning package will be developed around these building blocks, for both face-to-face training and e-learning. This could potentially include accredited training with academic institutions with a focus on support of NGOs to develop these skills.

Job Purpose:
The post holder will lead on innovative training and learning approaches for our humanitarian work in the Start Network, focusing on enabling members to building early action systems.

The postholder will design high quality and accessible training packages for different organizations in the sector, from local to international NGOs, responding to different learning needs and delivery modalities.

This is a new position, so the post-holder will be expected to develop an approach for capacity development around anticipation and risk financing and in line with wider Start Network’s commitments. The advisor will need to ensure that the approach is well coordinated with the wider Start team, particularly with the Operations and Change Manager who has responsibility for an overall framework for organizational strengthening The aim is to develop a training offer that could be scaled up.

• The advisor will identify training needs a strategic learning framework, which outlines what learning and training is required, learning progression structures as well as where accredited level training could be available.
• . S/he will be responsible for the development of training packages and take technical content from the team (and/or external partners),incorporating it into mixed media learning resources, this will include e-learning package that can support Start Network members and partners, as well as adaptable materials, session plans and activities for in person learning.
• These materials will meet diverse needs and be suitable for users with different levels of experience in early humanitarian action.
• S/he will also be responsible for developing a cadre of trainers, potentially through a training of trainers approach from within the Start Network team, Start Network membership and externally (where required) who can offer high quality training opportunities to member agencies and partners.
• The adviser will also ensure that feedback and learning is incorporated into the training package in a systematic way, drawing on participatory material design with the Crisis Anticipation and Risk Financing team as well as members and external experts.

Reporting lines
The post is based in Senegal, but will be part of the technical unit of the Start Network Anticipation and Risk Finance team based in London with team members based globally, including London, Madagascar, Pakistan, Philippines, Bangladesh and Senegal. The post holder will report to the Start Network, Crisis Anticipation and Risk Finance Technical Lead based in the UK, hosted by Save the Children UK.
In Senegal, CRS is presently the host for disaster risk financing program. As the role will be hosted by CRS Senegal, the postholder will also have a line manager within CRS. This manager will have responsibility for duty of care and wellbeing and ensure sufficient support by the hosting arrangement.

Key accountabilities
- Identify training needs in the Start membership, and develop learning approaches which are coordinated across the Start Network
- Use technical expertise from Start team members, technical partners and the anticipation and risk financing building blocks to design learning and training modules (on and off-line) to meet needs. Develop a learning pathway with the technical lead to ensure different stakeholders can access relevant training, as well as ad hoc more in-depth training. Investigate and use cutting edge and interactive learning and training approaches.
- Building partnerships and relationships with providers of training and learning services, working together with the People and Culture team and Operations and Change Manager.
- Review and develop adaptable learning materials in multiple languages, utilising translation services
- Work with academic partners to explore potential accreditation
- Work and build relationships with other humanitarian training providers to see how collaboration could enhance and support the training package.
- Lead on developing and supporting a cadre of trainers to deliver high quality training with materials and approaches that can be adapted to context.
- Build in monitoring, evaluation, and accountability systems. Feed learning back into the development of training.
- Work with relevant team members, including the Policy and Advocacy Advisor and Operations and Change Manager to build different skills of Start members
- Coordinate and manage the crisis anticipation and risk financing training package, from individuals through to country level capacity monitoring. Learning needs analysis, planning/contextualization, training delivery, MEAL/donor reporting, stakeholder management, communications, planning training budgets and sustainability planning.
Teamwork
- Work in a supportive way within the Crisis Anticipation and Risk Financing and wider Start Network team to understand our work in detail to develop training strategies and packages
- Participate in the development of a strong team identity and culture, developing effective ways of working with colleagues in other teams Contribute to the development of the relevant business plans and reporting to relevant stakeholders
- Ensure learning from the team’s work feeds into wider learning for the Start Fund
Communications
- Work with the Start Network Communications and Digital Team in the development of training and learning resources which can be used for communication purposes
- Support with the dissemination of learning and training opportunities
- Be an internal and external champion for anticipation and risk financing in the humanitarian sector
- Attend relevant conferences, panels, and seminars to raise the profile of the learning element of this work as required
Network development
- Contribute to the community of practice for new financing across the Start Network, Oversee the development of partnerships, in conjunction with and the Partnerships Advisor, with stakeholders and partners across the network and externally.
- Work with wider colleagues in Start Network to ensure that training packages and associated structures are promoting localization.
Key services required from host organization (CRS Senegal)

Recruitment
- Provide systems to recruit:
- One national role
- Potential consultants (up to two per year) as needed
- Co-interview (joint with Start Team UK) shortlisted candidates
- Create and issue contracts to successful candidates
HR
- Matrix Line management (joint with Start Team UK) support to staff.
- Provide ongoing HR services to staff such as but not limited to; staff welfare, professional & personal development, payroll and contract management.

Systems support
• Make available space for one staff member and resources for teleworking
• Provide IT services (incl. Wi-Fi) and equipment (laptops) for one staff
• Support the Staff member to set up an independent email domain address .

Logistical support
• Transport support to the hosted staff member within Dakar
• Organize accommodation and transport for international visitors to the program as needed (costs covered by the visitors).
• Make domestic and international travel arrangements for the hosted staff member as relevant and according to organizational travel policies.

Reporting
• Create and issue basic final reporting (financial & narrative) to Start Team on hosting expenditures and activities exclusively related to hosting function. Please note that the post holder will be reporting on programmatic activities.
Security
• Provide security support for any international visitors

Anticipated benefits for the host agency

The anticipated benefits for the host agency will be to have the member of staff coordinating ARC Replica physically based in their offices, thereby maintaining a strong and tangible link to the evolution of the project. This may manifest itself in terms of gathering learning and insights for the pilot which may benefit other areas of work for the host organisation. The host will also be taking a prominent role in the evolution of the Start Network at country level.
