Job Description

The Central and West Africa Regional Office (CWARO) located in Dakar, Senegal, supports and provides oversight to NRC’s country programmes in Burkina Faso, Cameroon, the Central African Republic, the Democratic Republic of Congo, Mali, Niger, and Nigeria.
NRC’s programmes and advocacy support families affected by conflict in the shelter, food security and livelihoods, education, water and sanitation, camp management, and legal assistance sectors. NRC has over 1,300 employees working on the NRC regional response.
NRC is committed to fulfil its compliance obligations and requirements in order to mitigate risk, increase accountability and improve quality. To facilitate this commitment, the Central and West Africa Regional Office (CWARO) is establishing a Compliance and Risk Management Unit in 2020.
The Unit will support Country Management Groups (CMGs) to develop and manage Country Office (CO) compliance programs.
Additionally, the Unit holds regional oversight of high-risk compliance issues in COs, with regular analytic reporting to the Regional Management Group (RMG).
The Unit is also supporting COs to further implement the new risk management framework tools.
The purpose of this position is to work with the Regional Head of Compliance and Risk Management to establish the department through the development and implementation of a regional risk and compliance management program, including developing capacity building and training, tools, resources, etc. and establishing ways of working with and supporting the Country Management Groups (CMG) and their teams, as well as the Regional Office.
This position will have a strong inter-departmental focus, working with Security, HR, Logistic, IT, Finance and Programs on cross-cutting topics.
Roles and Responsibilities
1. Foster an organisational culture related to risk management, ethics and compliance;
2. Develop and implement tools and methods to measure and improve compliance related to areas/issues of high organisational risk and cross-cutting topics in the region;
3. Provide technical support, advice and capacity building to Country Office staff and Country Management Groups on risk mitigation and compliance management, including areas of expertise held by the R&C Function (risk management, compliance, counter-terrorism & sanctions, anti-corruption, data protection, code of conduct, potential legal liabilities and the use of waivers, casual resources, partnerships and consortia, donor compliance, etc.);
4. Ensure that NRC’s risk management framework is rolled out through providing support, guidance, and advice to the Country Offices in CWARO;
5. Support the Regional Head of R&C in providing assurance to the Regional Management Group (RMG) on COs’ compliance within high-risk areas/issues by facilitating their identification; conducting regular CO checks on those areas/issues; and following up on recommendations from checks;
6. Provide training, guidance and support to risk and compliance staff in COs on their role and responsibilities and on the implementation of the RM Framework, NRC's approach to compliance, the Code of Conduct and complaints management;
7. Support the development and revision of verification methods that other functions implement;
8. Document lessons learned and best practices in the region's R&C assurance efforts;
9. Support the technical supervision of R&C staff in County Offices by participating in their recruitment, workplans, capacity building, and performance management when requested, as well as providing regular day-to-day support;
10. Facilitate coordination among COs and the RO to respond to external audits initiated by institutional donors;
11. Contribute to the development of adequate compliance, risk management, and quality control mechanisms of NRC operations – across both programmatic and support functions;
12. Support other departments/functions on reviewing and developing policies and procedures deemed ‘high-risk’;
13. Provide advice and support on the management of various high-risk issues, as requested by the Country Offices and Regional Director;
14. Monitor, analyse, and produce recommendations in areas of high-risk and support in development of prevention mechanisms and their follow-up;
15. Based on NRC’s internal handbooks, policies, and procedures, as well as donor and legal obligations, develop tools and methods for independent, systematised risk identification and mitigation and compliance checks on high-risk issues;
16. Implement compliance checks for high-risk and cross-cutting issues in countries within the Central and West Africa Region, providing regular reports to the Country Management Group (CMG) and the Regional Management Group (RMG) through the Regional Head of Compliance and Risk Management;
Qualifications
Minimum of 5 years of humanitarian management experience, including an oversight and control role
Programmatic and Support (Logistics, Finance, HR, Audit, etc.) experience necessary
Relevant experience in the design and implementation of risk and compliance management programs or strong knowledge of multiple departments (programs, logistics, finance, etc.)
Professional knowledge of compliance and risk management
Fluency in English, both written and verbal
Strong understanding of humanitarian operations
Knowledge of organisational culture, cultural change and change management
Knowledge in any of the above-mentioned topics (legal, COTER, sanctions, donor compliance, risk management, etc.)
Professional proficiency in French is required
