PRB recruits a Senior Program Officer.
PRB’s vision is a world in which decisionmakers improve the health and well-being of all people through evidence-based policies and practices. PRB has been at the cutting edge of synthesizing complex information for non-technical audiences; making quality information available in accessible formats; strengthening the capacity of researchers, practitioners, and journalists; and creating spaces for these communities to exchange knowledge.
PRB staff are experts in family planning (FP), reproductive health (RH), and population, including gender and youth, and in knowledge management, advocacy, communications, journalism, digital/multimedia, and research.
PRB is seeking a dynamic, evidence-driven individual in the role of Consultant/Senior Program Officer (SPO) to serve as a key team member as we establish our new regional hub in the West Africa region.
The Consultant/SPO will lead activities across multiple projects and contribute to cross-cutting strategic initiatives and new business development efforts defined by PRB in the region.
In particular, the Consultant/SPO will provide technical and management support to PRB’s policy communications projects including but not limited to the USAID-funded Policy Advocacy and Communications Enhanced for Reproductive Health and Population (PACE) project.
PACE ensures that FP and population issues are included in policies and programs as key to sustainable and equitable development and economic growth.
In this capacity, s/he will organize and deliver capacity strengthening activities, undertake targeted analyses, and manage engagement with stakeholders towards co-creation of tailored products that contribute to their advocacy efforts.
A key area of focus will be to work with religious leaders and youth to develop compelling multi-media tools, based on available, high-quality evidence, to enable religious leaders and youth in the Sahel to advocate for youth RH issues.
This role is for a consultant at the current time, with an expected level of effort of 50-75% from March and December, 2021.
It is possible that the role will transition to an employee position, by mutual agreement.
The SPO/Consultant will report to the Regional Advisor for West Africa. S/he will also regularly coordinate with PRB’s US-based activity managers, program directors, and senior leadership staff.
The SPO will also work in close partnership with different stakeholders as PRB forms lasting and productive partnerships and identifies new areas of collaboration in the region.

Responsibilities
• Manage activities related to the PACE Sahel Faith ENAGE initiative, focusing on activities in Mauritania. In this capacity the SPO will work regularly with local partners and government to design activities and ensure that workplans are implemented effectively; Plans for convenings, taking a lead role in the development of agendas and supporting material; Co-facilitates meetings in coordination with team members; Designs and implements trainings on facilitation, strategic communication and policy dialogue. Works closely with PRB HQ Communication team to develop advocacy materials in line with expressed needs and perspectives of partners. This will include the ENGAGE presentation and relevant support material; Designs and oversees activity implementation, deliverables, and workplan inclusive of monitoring consultants and sub-awards to ensure deliverables are submitted on time and within budget. Monitors and documents project outcomes and impacts.
• Works with partners to develop a communications plan for dissemination of products and support partners to implement it. Strengthens the capacity of national and decentralized groups (civil society organizations, faith-based organizations, public sector agencies, researchers, academics, journalists, and others) to understand often complex concepts, such as the demographic dividend, self-care to develop the skills to communicate them accurately and effectively to policy makers and influencers.
• Works in teams across PRB to implement and support implementation of a range of activities in West Africa through PACE and other projects, in line with defined role and work plan. In this capacity the SPO may lead the development and implementation of policy advocacy strategies, action plans, and tools. Tools could include producing policy briefs and other written advocacy materials. Assists the team in meeting donor reporting requirements in a timely and comprehensive manner.
• Facilitates communication with country, regional and US based stakeholders and partners.
• Works with administrative staff to manage logistics for meetings, workshops, and policy dialogues as well as preparing participant materials.
• Contributes to design of new projects and proposals. Liaises with partners and donors as assigned.

Represents PRB at external meetings/ events as assigned.


Required Qualifications
• Bachelor’s degree in public health, sociology, demography, or another related field plus at least 7 years of project management experience or master’s degree and at least 5 years of project management experience.
• Excellent written and verbal communications skills with attention to detail.
• Ability to perform multiple tasks and prioritize according to staff needs and deadlines.
• Ability to work independently.
• Willingness to work a flexible schedule, with ability to work in the evenings to participate in meetings with US-based PRB staff.
• Familiarity with FP/RH, and/or population stakeholders in the West Africa region.
• Excellent organizational, writing, and oral presentation skills in French. English is an asset.
• Proficiency in Zoom, Microsoft Teams and other web-based communication platforms.
• Strong interpersonal skills and demonstrated ability to build relationships with stakeholders, local partners, host country governments, and international donor agencies—especially USAID.

Willingness to travel within the West Africa region to implement project activities (up to 30%), depending on, and in line with regional COVID guidance. Currently, all of PRB programming is virtual until further notice.
ECOWAS national or legal resident with the ability to work legally in the region.


Preferred Qualifications
• Holds established relationships with West Africa health and social policy institutions and stakeholders, with firsthand knowledge of their capabilities, strengths, and weaknesses.
• Significant experience in social policy issues in West Africa. Experience working with population, family planning, and reproductive health a plus.
• Experience conducting policy analyses, using data and evidence to advocate for policy change, and designing advocacy strategies.
• Solid skills in translating data, synthesizing, and writing for non-technical policy audiences.
