Descriptif du poste
The Project Coordinator will be responsible for a BHA-funded grant titled Pro-Sahel: Increase Rights, Resilience and Protection in the Sahel.
The project will provided lifesaving and comprehensive protection assistance to vulnerable groups in the Liptako-Gourma region.
The project will be implemented in Burkina Faso, Mali, and Niger in collaboration with partners DRC and NRC.
With support from the Sr.
Program Advisor, West Africa, the Project Coordinator will have leadership responsibility for the overall management of this award, which will primarily be implemented through IRC Country offices in the three countries, and DRC and NRC.
S/he will provide strategic and operational leadership to develop and implement a successful program.
Together with the Protection Technical Advisor for Pro Sahel, the Project Coordinator will ensure adherence to overall technical and programmatic quality in implementation, compliance with USAID/BHA rules and regulations, and the timely submission of all deliverables, including annual work plans, performance monitoring plans, reports as required.
The Project Coordinator will also be responsible for ensuring quality, and consistency of programming across the three countries and to this effect, organize and lead on the regular project review meetings, and be the main focal point with the donor, BHA.

This role will also have the responsibility for ensuring coordination with other relevant IRC offices and teams, including the Awards Management Unit Crisis Response, Recovery, and Development (CRRD) Technical Units (Regional and Country leadership, as appropriate.

Responsibilities
• Hold overall responsibility for high-quality design and implementation of all aspects of the program
• Serve as main point of contact with BHA and maintain regular communication
• Ensure compliance with and adherence to IRC and BHA rules and regulations, including financial policies and procedures.
• Ensure timely startup and implementation of the program in collaboration with country program staff, partner(s) and relevant departments.
• Ensure regular and on time monitoring, including in-country monitoring, and monthly reporting on all program management aspects including the Work Plan (budget and actual expenses analysis, work-plan progress and updating, data collection and analysis and monitoring of indicators, partner sub-awards).
• Lead the revision, coordination and submission of project documents (including budgets) as needed.
• Closely monitor all financial activities, and keep the WA Regional leadership advised of all situations which have the potential for a negative impact on internal controls or financial performance.
• Take full responsibility for the overall management of the budget in collaboration with finance and operations staff, participate actively in award review meetings and contribute to financial decision making, ensuring that value for money can be effectively demonstrated to the donor. Support budget realignments and grant amendments/modifications.
• Ensure that MEAL tools are developed, systematically implemented and used by project staff and partner(s), in cooperation with the Regional Measurement Action Coordinator (RMAC).
• Oversee baseline surveys, regular monitoring, review and evaluation, in cooperation with the country teams.
• Foster an integrated approach by coordinating and cooperating with all related thematic areas during program implementation and capturing knowledge for future program design and development.
• Produce high quality reports in line with internal quality procedures and within agreed reporting schedules.
• Ensure that cross-cutting themes such as client responsiveness, gender and best use of resources (BUR) are effectively integrated throughout implementation.
• Ensure internal IRC policies and procedures (e.g. OTIS, PEERS) are followed.
• Ensure that established international, national and inter-agency standards and guidelines are followed.
• Document and disseminate program learning, and incorporate analyses and lessons learned into new strategies/activities.
• Document decision making, in particular around key adaptations, innovations, and new urgent responses.
• Stay informed about programmatic issues and security and political developments in the region and how they might affect program implementation

Leadership & Supervision
• Provide overall leadership and vision for all aspects of the program for immediate project team, as well as other interested stakeholders
• Effectively manage and provide oversight of a multi-country team in various locations. Manage team dynamics and staff well-being through coaching and regular check-ins and strong communication

Qualifications
• Bachelors degree in International Development or related field. Masters preferred.
• At least 7-10 years of experience with a humanitarian and development NGO or multilateral agency
• Experience managing programs across multiple countries especially in the region, preferred
• Program and/or grants management experience with key donors, such as USAID, FCDO, European Union/ECHO, UN agencies, and others
• Experience managing for donor compliance, proposal writing, budgeting, and representing implementers to donors
• Proven ability to lead, manage, and develop teams, including staff working at a distance. Ability to relate to people at all levels internally and externally. Strategic in how you approach each relationship.
• Proven ability to manage multiple work streams and to coordinate across teams/functions
• Excellent relationship-management skills with colleagues in the field and HQ, senior stakeholders, and donors
• Ability to drive adaptive thinking and management, by creating a culture of open communication, problem solving and learning.
• Ability to travel internationally approximately 40% of the time
• English and French fluency required
