Overview: IBTCI is seeking a Capacity Building Specialist for a proposal for the five-year Senegal Monitoring, Evaluation and Learning (MEL) Platform.
The purpose of this project is to provide a monitoring platform which will conduct performance assessments and evaluations, research, and CLA activities for the USAID Mission in Senegal.
This position is contingent upon award.
Responsibilities
Essential Duties/Tasks and Responsibilities:
• Design and implement capacity and learning needs assessments;
• Design and manage learning plans in close collaboration with USAID, IPs and local stakeholders;
• Design training curricula and learning pathways that improve MEL competencies in the field and enable the integration of learning into IP and USAID standard operating procedures;
• Develop or adapt innovative and responsive MEL learning tools and practices that align with USAID standards, adult/professional learning best practices, to respond to a range of learning styles;
• Ensure that all capacity building activities are effective, technically sound, and appropriate to the needs of USAID and IPs;
• Provide post-training follow up activities including post-training surveys, and formal or informal MEL-related mentoring and coaching.
• Serve as the primary point of contact with USAID and IPs as it relates to capacity building deliverables;
• Other duties as assigned.
Qualifications
Minimum Requirements:
• At least 8 years of progressively responsible management experience is required, including experience with USAID funded M&E projects.
• 5 years of experience conducting monitoring, evaluations and/or assessments in developing countries.
• At least 3 years of delivering training and coaching, preferably for USAID programs.
• Experience developing learning modules through a variety of methods.
• Oral and written fluency in English and French required.
Education: Master’s degree (or higher) in a sector relevant to training and capacity building (e.g., economics, public policy, international relations, statistics, political science, health, education, agriculture, etc.).
Preferred Knowledge, Skills and Abilities:
• Familiarity with USAID’s objectives, approaches and operations, particularly related to MEL, is a plus.
• Demonstrated experience in designing and implementing tools for organizational and capacity development assessments.
• Familiarity with virtual training tools.
• Must have appropriate technical knowledge of M&E.
Working Environment: Work is typically performed in an office environment.
Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.
Supervisory Responsibility: This position does not have supervisory responsibilities.
Travel: International travel may be required and may include travel to fragile and/or conflict-prone zones.
