The Central Sahel Region has suffered decades of violent conflict and climate change and has become one of the largest humanitarian crises worldwide with 13.4 million people in the three countries (one person in five) now needing lifesaving assistance and protection; amongst whom are 7.4 million food insecure people (phase 3+), 888,000 severely malnourished children, 1.6 million internally displaced people (IDPs), and 291.000 refugees.
DonoPler interest is slowly increasing, and a recent inter-ministerial pledging conference has created a crucial opportunity to kick-start effective and concrete efforts to better protect populations affected by conflict.

Women and girls of the Central Sahel experience some of the highest rates of recorded Gender-based violence in the world.
76% of women and girls in Niger are married before the age of 18 and Burkina Faso and Mali are also in the top 6 countries in terms of prevalence of child, early and forced marriage.
In Burkina Faso, female genital mutilation (FGM) and child marriage have both increased in correlation with the rising physical and food insecurity. In Mali, 1,443 cases of sexual violence were reported between January and August 2020, of which 13% were committed by armed groups.
While evidence is currently limited, surveys have shown that across the Sahel, intimate partner violence (IPV), the most common form of GBV, has increased on average by almost 12% due to COVID-19, with child marriage, FGM, sexual exploitation, sexual abuse and trafficking also likely to rise in the region due to the pandemic.
This violence causes immediate harm and has intergenerational impact; for instance, between January and August 2020, the GBV Sub Cluster in Mali reported nearly 100 children born as a result of rape.

Against this backdrop, Plan International is scaling up its response in the three countries of Mali, Burkina Faso and Niger with a view to maximize impact at scale for target communities.

The Opportunity
We are recruiting for a Senior Emergency Response Manager who will provide oversight, strategic development and management of the scale-up of the CSR in the three countries.
You will support the development of a robust emergency setup based on an appropriate needs analysis and with an integrated program approach.
You will act as the strategic lead expert in emergency response for the Central Sahel Response Coordination and provide training and support on the key aspects of Emergency Response scale-up mechanism.
You will provide technical support and guidance in developing preparedness in country programmes ahead of emergencies and in the development of emergency response strategies and technical SOPs/guidelines.
Ensuring appropriate programme quality standards are used in the design and implementation of programmes, particularly SPHERE and its companion guides (such as Child Protection Minimum Standards and Minimum Standards for Education Preparedness, Response and Recovery (INEE)) and the Core Humanitarian Standards (CHS) will be imperative.
Updating different Plan Entities and donors will be a key part of this role.

The Individual
With significant experience of managing emergency programmes in a variety of humanitarian crises and of key practice and standards for humanitarian response such as SPHERE and CHS you will have significant knowledge of humanitarian response, child protection and disaster risk reduction.
Conversant with the international humanitarian architecture, particularly related to coordination and funding you will have demonstrated prior experience of engaging with the humanitarian coordination system and local, regional and global levels.

Fluency in English is essential and the ability to work in at least one other international language, for example French, Spanish, Portuguese or Arabic would be advantageous.
