Overview
The main objective of the qualitative data collection activity for the Rapid Feedback, Monitoring, Evaluation, Research, and Learning (RF MERL) Senegal project is to conduct qualitative interviews by telephone with teachers and coaches in the Kaolack region of Senegal for the project Lecture Pour Tous (LPT).
Additionally, the data collection will include classroom observations in 30 schools.
The information gathered through this data collection will be used for evaluation and learning with the aim of improving LPT activities.

Program Summary :

The Rapid Feedback Monitoring, Evaluation, Research and Learning (MERL) is an initiative launched by USAID’s Global Development Lab to improve rapid learning and adaptive management in the design and implementation of activities funded by USAID. Results for Development (R4D) leads the Rapid Feedback MERL Consortium, which also includes Mathematica Policy Research, Abt Associates and the Notre Dame Initiative for Global Development (NDIGD).

In partnership with USAID Senegal and Chemonics, the RF MERL Senegal engagement team will apply Rapid Feedback MERL to activities related to Lecture Pour Tous (LPT) - a national program that seeks to improve early grade reading in Senegal.
LPT targets six regions (Diourbel, Fatick, Kaffrine, Kaolack, Louga, and Matam) and has set the goal of having at least 70 percent of Grade 2 students reading at grade level by the end of the 2020/2021 school year.

RF MERL activities will focus on two areas: coaching and continuous teacher professional development (CPD).
Specifically, two areas of focus have been identified as opportunities for Rapid Feedback MERL support:

What is the level of satisfaction, perceived usefulness among teachers, and sustainability of the different LPT coaching models?
What is the level of fidelity, perceived usefulness among teachers, sustainability, of LPT’s distance continuous professional development approach?
What are the challenges and successes of implementing a distance continuous professional development approach?

Opportunity :
- RF MERL wishes to engage a qualitative data collection firm or individual consultant (hereby referred to as Contractor) to conduct phone interviews and classroom observations in the regional of Kaolack in Senegal for LPT.
These qualitative research methods will be used to answer the research questions and to investigate longer-term impacts of the project.
- Qualitative data collection will be conducted in two phases: the first phase in January 2021 and the second in March 2021.
- The firm or consultant will be responsible for all qualitative data collection, including, but not necessarily limited to recruitment of enumerators; conducting interviews, focus groups, and observations; transcription of interviews; and data coding.
This work will require travel to various locations in Kaolack and will serve to inform progress toward achieving compact results.
- Sample size
- The qualitative research will include phone interviews and classroom observations. All participants will be sampled from treatment within the region of Kaolack.

Phase 1 (January 2021)
Teachers and coaches – Qualitative phone interviews – 20 to 30 interviews

Phase 2 (March 2021)
- Teachers and coaches – Qualitative phone interviews – 45 to 55 interviews
- Teachers – Classroom observations – Between 30-60 teachers in 3 IEFs (9 districts in Kaolack). 30 schools (~3 in each district, ~10 per coaching model).

Responsibilities :
- The Contractor will oversee qualitative data collection and classroom observations. This will include but won’t be limited to the following tasks:
- Familiarize with the LPT program as well as the objectives and intended outcomes of the RF MERL project.
- Recruit a qualitative data collection team for both phases of data collection
- Organize a virtual data collection team training
- Develop a data collection plan
- Implement phone interviews and classroom observations
- Clean, code, and share data

Qualifications :
- Team Leader
- The Team Leader will, at a minimum, possess the following qualifications, skills, and professional experience:
- A master’s degree in sociology, anthropology, or a relevant field
- At least five years’ experience managing or overseeing qualitative research, with experience in rapid feedback, monitoring, evaluation, research, and learning methods preferred
- Relevant work experience in Senegal
- Excellent communication skills and experience working with a wide range of individuals in government, private sector, and civil society in Senegal
- Fluent in French and English; knowledge of Pulaar and Wolof preferred

Qualitative analysis experience :
NON-KEY PERSONNEL
Moderators/Interviewers

- The moderators/interviewers will, at a minimum, possess the following qualifications, skills, and professional experience:
- Grade 12; a diploma in an agriculture- or social science-related field is a plus
- At least two years professional experience in in-person interviews and/or focus group discussions among farmers or rural households
- Self-driven and motivated
- Systematic and organized in approach, with excellent interpersonal skills
- Proven ability to remain focused and committed while performing repetitive tasks
- Superior attention to detail and commitment to data quality
- Fluency in French and either Sereer, Pulaar, or Wolof
- Outstanding character and integrity
- No conflicts of interest and a commitment to protecting the integrity of the study
