This job holder is a National Programme Policy Officer, reporting to the head of School Feeding Programs of Burkina Faso Country Office. He will manage Field Level Agreements (FLA) and other contract payments for all partners implementing Burkina Faso Country Strategic Plan 2019_2023. Job holder will be involved also in project resources management namely food loans and borrowing activities as well as budget and programming activities under the Programme unit. He will be working under the supervision of the head of school feeding programmes, receiving her guidance and regular feedback on work performed.

To support implementing partner contract payments, food loans and borrowings in the country and at regional level, assist WFP Sub Officers and provide support to the delivery of budget and resource management, analysis and programming activities. The incumbent will also support the Budget and Programming Unit in delivering efficient, effective and compliant use of funds for Burkina Faso CSP activities.

KEY ACCOUNTABILITIES (not all-inclusive)
1. Contribute to all contract payments for partners implementing WFP Country Strategic Plan 2019_2023 activities in the country
2. Prepare food loans and borrowings with the Supply Chain to meet programme needs in due time
3. Develop and realize all required activities related to WFP staff and implementing partners capacity strengthening in invoice payment
4. Organize all technical implementing partners FLAs payments including monitoring of all partner payments, updating of amount to be paid, balance of payment …
5. Manage all partners invoices including financial advance requests, Down Payment and SES in WINGS II creation…
6. In collaboration with Monitoring and Evaluation Unit, support CSP Activities data management in COMET including partnerships creation, FRNs encoding and distribution reports after data reconciliation with LESS
7. Ensure data management in WINGSS II including supervision of PR, SOA, and PO creation
8. Follow up invoice tracking in ITS etc…
9. With Budget and Programming unit collaboration, contribute to financial analysis and advice to Activity Managers to optimize resources use.
10. With Budget and Programming unit collaboration, support monitoring of fund use, and advance financing requests for implementing partners, loan and borrowing/repayment and refinancing arrangements.
11. Contribute to data analysis and preparation of accurate and timely reports, to enable informed decision-making and consistency of information presented to senior management and external stakeholders.
12. Contribute ideas to Budget and Programming Unit for improvement to systems, techniques, tools, processes and procedures to better monitor and manage budgets and funds.
13. Contribute to the capacity building of WFP staff in budgeting, fund management and operational planning through answering queries and contributing to updating training materials, manuals and guidelines.

Education: Advanced University degree in Business Administration, Finance, Economics or other relevant field, or First University degree with additional years of related work experience and/or training/courses.

Robust expertise and knowledge on food and budget planning, implementing and analysis
This Programme Policy Officer will contribute to the development of new solutions in humanitarian and development programmes budget management, compile related best practices, and ensure daily and regular training for food and cash implementing partners
Incumbent will supervise and coach WFP staffs

push up and move forward


Has performed basic financial analysis or either office or operational budgets.
Has provided analytical inputs for the development of budgets, financial plans or analysis.

Programme Knowledge Applies knowledge of WFP programme and supply chain principles to develop and/or review project budget plans.
